Federal Clearing & Forwarding is a medium-sized freight forwarding and customs clearing agency with branches in Observatory, Cape Town; Kempton Park, Johannesburg and Victoria Embankment, Durban. Started in 1969 by our late parents Federal Clearing has always been a family business and, naturally, we are proud of who we are and where we come from. Now managed by 3 siblings Federal Clearing is not

just another company – we differentiate ourselves from our competitors by our strong values, our ability to build long-lasting relationships and our personal service. Over the years we have developed trusted business partnerships (with both clients and suppliers). We take the long-term view – steady, dependable and in it for the long run. At Federal Clearing we’ve always seen our staff as extended family. With owners/managers leading the company and committed loyal staff, we guarantee a professional and personal service. We place strong emphasis on being a family business and like to think we combine the best of both. Family: traditional values and people who care for our customers. Business: commercially orientated to make the relationship win-win.

Following the recent military escalation in the Middle East and the subsequent closure of the Strait of Hormuz, the global maritime landscape in the area has suddenly changed. Major shipping companies have announced possible suspensions, delays, alteration of routings-schedules in the area.

Several countries including Iran, Israel, Qatar, UAE, Iraq, Jordan, Bahrain, and Kuwait have closed or heavily restricted their airspace. Over 4,000 flights have reportedly been canceled, and major Gulf hubs are heavily affected.

Get in touch with us if you have any cargo to/via the Middle East.

NON-HAZARDOUS BATTERIES:

To ensure compliance and safe handling, we request you clearly and accurately declare non-hazardous batteries included in your shipments, whether or not contained within equipment.

Proper classification is essential for meeting regulatory standards, ensuring safe handling of your cargo and avoiding delays. Failure to correctly declare lithium batteries and/or dangerous goods may result in severe penalties.

China will observe their annual Golden Week holidays from 1 – 7 October 2025, during which business operations will be closed. This includes the entire logistics supply chain — factories, suppliers, shipping lines, CFS, and hauliers in China.

Carriers have further advised that demand for space remains high and that vessel omissions may be implemented during this period.

We therefore strongly recommend that you contact us as soon as possible to secure bookings well in advance to avoid disruptions.

The Kenyan Revenue Authority has introduced a new rule requiring all imported goods into Kenya to be accompanied by a Certificate of Origin (COO).

The directive came into effect on 1 July 2025, and the grace period to ship cargo without the COO will be until 30 September 2025.

Failure to comply with this new requirement may result in the following:
- Goods being sold by public auction
- Destruction of goods at the importers expense
- Penalties including seizure and forfeture of goods

We recommend full compliance to avoid cargo delays.

Don't Risk Criminal Prosecution: Declare Dangerous & Hazardous Cargo.

It is vitally important that exporters realize the significance of declaring any and all hazardous cargo in a consignment. Failure to do so, could result in criminal prosecution.

Please do not take any chances and declare dangerous goods accurately, as there are serious repercussions of not declaring dangerous goods or mis-declaring dangerous goods.

With effect from 1 April 2025 all customs declarations where the VAT Number is indeed a valid and active VAT number, but not the correct VAT number linked to the relevant Importer’s or Exporter’s Customs Code profile, will be rejected.

To this effect, traders with multiple entities or customs codes are encouraged to confirm via RLA that the correct VAT Number is indeed linked to each Customs Code, and that the correct VAT number is then used on the declaration.

SARS is instituting the next phase in their compliance drive. The focus now is on Supplier Invoice data elements and their relationship to the Customs Declaration – SAD500 and Worksheet. SARS requires potential additional information on Supplier invoices – from which Clearing Agents draw to draft the SAD500 and Worksheet. You may need to contact your Suppliers to ensure required data elements are on your Supplier invoices.

SARS has currently set 1 April 2025 as the date at which retributive measures may be applied for non-compliance.

IMPORT AND EXPORT CONTROL

SARS publishes their Prohibited and Restricted List – which details potential import and export control per HS code.

Import and export control should be understood and complied with before goods ship to RSA or export from RSA.

On 06 February 2025 a number of amendments were published.
Including, but not limited, for metal processing machines and for general machines under hs8479.89.90.

As the list changes, something which previously did not have import control may be amended to list import restrictions/control. It is not possible for agents to continually monitor all individual products and hs codes. We recommend the importer/exporter checks the SARS website directly or approach us to check before goods ship.

The list is frequently changing, and amendments can be found on the SARS website. Link Below:
