Flying over Cape Town’s busiest traffic intersection at the bottom of Buitengracht Street, the proposed Capetrain Express line envisaged on the Foreshore would dramatically increase the capacity from the theoretical maximum of 3 500 vehicles per hour per direction in a best-case scenario of the completed foreshore freeways, to over 20 000 people per hour per direction on a Capetrain Express service in the same location.

With no freeway bottlenecks or commuter behaviour dependence, overall travel times would not be impacted, meaning that this projected throughput would be realisable and repeatable with certainty for every journey.

This new high-capacity express line would enable a significant and consistent reduction in overall travel times across the Cape Town Metropolitan Region and sustainably enable the continued development and densification of the city well into the later-half of the century, while allowing the efficient hosting of multiple major events at any given time.

Imagine if Cape Town’s unfinished Foreshore Freeway became the starting point for one of the most ambitious urban transformations since the dawn of South African democracy.

An elevated rail corridor could move thousands of people efficiently through the city while unlocking new housing, businesses, public spaces and transit-oriented development around it.

More than a transport project, it could help connect communities to opportunity, reduce pressure on the road network and support a cleaner, more integrated urban future.

The Foreshore does not have to remain a symbol of something that Cape Town never completed.

It could become the place where Cape Town begins building the city of the future. 🇿🇦

🏛️ The City of Cape Town is updating its Comprehensive Integrated Transport Plan (CITP), which guides the City’s future transport planning and aims to strengthen rail as the backbone of public transport.

📄 The City has committed to a vision of ensuring that 75% of all commuter trips will be made by using public transportation by 2050, the Capetrain Express will contribute to ensuring that this target can be realised by 2050.

During the 1970s, South African Railway engineer Dr. Herbert Scheffel developed revolutionary self-steering bogies that reduced wheel and rail wear while making higher-speed passenger operations on Cape gauge possible.

📅 On 31 October 1978, a modified Class 6E1 Series 4 locomotive, No. E1525, reached 245 km/h (152 mph) — establishing a world record for Cape gauge that remains unbeaten.

That pioneering work helped give rise to the MetroBlitz in 1984: South Africa’s first higher-speed commuter service, connecting Johannesburg and Pretoria via Germiston in just 44 minutes on the existing Cape gauge network at speeds of up to 160 km/h.

Remarkably, 26 years later, the Gautrain entered service in 2010 with the same 160 km/h top speed — this time on a new 1,435 mm standard-gauge railway.

Today we celebrate not only our extraordinary cultural heritage, but also a proud legacy of South African ingenuity, engineering and innovation.

Our rail heritage is a reminder that South Africa has never lacked the engineering talent to think boldly about mobility.

The opportunity now is to build on that heritage. 🇿🇦🚆

The proposed Capetrain Express Mfuleni Station will create a vital interchange between PRASA’s new Blue Downs Metrorail line and the Capetrain Express network, connecting some of Cape Town’s most marginalised and underserved communities to employment, education and economic opportunities across the wider metropolitan region. By embracing the informal economy and strategically partnering with Taxi Operators, it would be possible to unlock the full value of the township economy, to cultivate the conditions which can create genuine upward social mobility that can change lives for the better.
