The proposed Capetrain Express interchange in Philippi has the potential to deliver meaningful social impact. A station in this location would transform some of Cape Townโ€™s most economically disadvantaged and spatially disconnected communities within the Philippi, Khayelitsha and Mitchells Plain transit corridors into one of the best-connected parts of the metro.

More than a station, it would become an engine of economic opportunity. Transit-oriented development that embraces the township economy, local enterprise and informality would create jobs, support entrepreneurship and unlock new investment into these communities.

A modern, integrated minibus-taxi rank within the station precinct would ensure that the Capetrain Express compliments existing commuter services, partnering with taxi operators to improve efficiency, connectivity and commercial sustainability.

The result: a truly integrated transportation ecosystem that improves mobility, strengthens the local economy and expands opportunity.

Infrastructure should not simply move people. It should change lives.

๐Ÿš Help shape the future of transport in Cape Town

How should Cape Townโ€™s transport system evolve to help people move safely, efficiently and sustainably?

The City is inviting residents and interested parties to review and comment on the 2026 update to the Comprehensive Integrated Transport Plan (CITP), which guides the Cityโ€™s future transport planning.

The update looks at:
๐ŸšŒ Integrating public transport, walking and cycling
๐Ÿš† Strengthening rail as the backbone of public transport
๐Ÿšถ Improving walkability and cycling infrastructure
๐Ÿ™๏ธ Creating better-connected and more accessible communities
๐Ÿš— Managing future travel demand and road-based transport

The latest data shows that 35% of trips in Cape Town are made using public transport, while 55,2% are made by private vehicle. The City wants to encourage a more balanced transport system that provides people with greater access to opportunities.

The decommissioned Athlone Power Station occupies a strategically located 40-hectare precinct at the heart of the Cape Flats, surrounded by some of Cape Townโ€™s most densely populated communities. Positioned adjacent to the N2 and within close proximity to both the Central and Cape Flats Metrorail corridors, the site presents a unique opportunity for a major transit-oriented mixed-use development.

By integrating a Capetrain Express Station interchange with a re-aligned Metrorail corridor, the precinct could be transformed into a vibrant mobility hub supporting new housing, commercial activity, community facilities and sporting infrastructure, while sensitively preserving and repurposing the power stationโ€™s iconic industrial heritage for future generations. ๐Ÿ‡ฟ๐Ÿ‡ฆ

Cape Town's biggest local business constraint isn't crime, it isn't electricity supply... It's traffic congestion!

That's one of the more surprising findings from the Cape Chamber's 2026 Business Environment Survey: https://capechamber.co.za/2026-business-environment-survey-findings

Within the City of Cape Town, 54.8% of businesses surveyed identified traffic congestion as a serious constraint โ€” rising to 72.7% among businesses employing more than 200 people.

But the data reveals something even more important.

This isn't simply about commuters spending longer getting to work, congestion is hitting hardest where goods move!

Businesses in industrial precincts and business parks rated congestion significantly more seriously than those in commercial CBDs, pointing to a direct cost for manufacturing, logistics and the competitiveness of our economy.

As Impact Economix economist Rae Wolpe explains: โ€œThis is an industrial cost that requires urgent attention to enhance manufacturing competitiveness.โ€

Traffic, in other words, isn't simply a transport problem, it's a business growth problem.

Cape Town has always liked pushing the limits, and occasionally, flying straight over them.

The spectacular Airlink flyby over a packed DHL Stadium showed just how big this city can dream.

But a truly world-class event city should be able to push the limits without pushing its transport network over the edge.

Imagine a sold-out stadium, peak-hour commuters, a buzzing V&A Waterfront, a Cape Town International Convention Centre (CTICC) hosting a major conference, two cruise ships coming into port, the Artscape opening a new show, City Hall hosting the Cape Town Philharmonic Orchestra, and Parliament hosting the State of the Nation Address: all operating simultaneously, without the inevitable city-wide gridlock.

Because the mark of a great city is not only how spectacularly it fills its stadiums and skies, but how effortlessly it keeps people moving beneath them.

If Cape Town is going to keep raising the ceiling, its transport system needs to keep up.

Major events should bring Cape Town to life, not bring its roads to a standstill.

Hosting major events like Rugby's Greatest Rivalry provides significant economic benefit to the city-region while increasing our global appeal and desirability. But major events also presently cause considerable disruption and inconvenience to Capetonians and event attendees, inducing severe traffic gridlock for hours on end on a road network that is already buckling under its own capacity constraints.

It does not need to be this way. It is possible to build a city that works for everyone.

To fully leverage the economic value of regularly hosting major global events within the City of Cape Town, while sustaining planned and future development in a rapidly growing city that will add millions of new residents by 2050, will require considerable investment in high-capacity public transport infrastructure capable of matching that demand. Without it, these pressures will only become progressively more severe.

Every great city in the world requires an equally great transportation system to keep it connected and moving.

A Capetrain Express Station within the DHL Stadium precinct will provide a world-class game-day experience for residents, fans and tourists, dramatically reducing disruption while providing seamless connectivity to Cape Town International Airport, Cape Winelands Airport and the cityโ€™s major economic, residential and tourism hubs.

Hosting the Springboks and the All Blacks is always a great honour, and by modernising our transportation system we can continue welcoming the worldโ€™s greatest teams and events to our city for decades to come, while enabling the sustained economic growth that creates jobs and expands opportunity.

The proposed multimodal Capetrain Express Century City Station will dramatically improve the quality of life of residents in this region by connecting one of Cape Townโ€™s busiest and most persistently congested transport corridors to the wider metropolitan region in a matter of minutes.

The introduction of an express rail service in this area of the city will transform it into one of the best connected and easily accessible economic nodes, providing fast, direct onward connections to the Foreshore, V&A Waterfront and DHL Stadium precinct, Cape Town International Airport, Cape Winelands Airport and beyond.

This new service will also provide a critical connection for communities up the west coast including Montague Gardens, Table View, Parklands, Melkbosstrand, the Atlantis Special Economic Zone (SEZ) and Malmesbury.

As a strategic gateway to the Northern Suburbs, the station will also provide rapid connectivity to the Western Bellville, Brackenfell and Durbanville, linking the major economic and employment centres across Cape Townโ€™s metropolitan region.

The Capetrain Express will create a fast, reliable and modern commuter backbone connecting the economic nodes that keep Cape Town moving without forcing residents to endure the daily traffic congestion of the N1, N2, N7 and M5.

The considerable reduction in travel times, reduced household transportation costs and expanded access to opportunity will result in improved productivity for residents in this region and ensure that Century City remains a compelling investment destination that is able to continue growing and developing for decades to come.

The Capetrain Express Project proposes a new express rail network that will serve as the backbone of a reimagined public transport system for the greater Cape Town metropolitan area. Designed to compliment and integrate with the existing rail network, the project aims to provide a fast, reliable, and affordable mass-transit alternative to road-based transport, significantly reducing travel times and easing congestion in the cityโ€™s most traffic-strained corridors by connecting major economic and residential nodes. Building on lessons from the Gautrain, the initiative seeks to deliver an inclusive, high-quality express rail service accessible to all residents.
