The most vulnerable organizations in the world are those policy driven one in a democratic space. I am a leader in a church organization infested with policies in everything yet unable to implimenent most of yhem due to democracy. While people abhor dictatorship in the light of democratic rule, they in essence or praxis prefer dictatorship if a leader upholds democratic principle, he/she is weak, indecisive, care less, unprincipled etc. Cyril Ramaphosa for instance, is the most criticized democratic leader. His sin is constant consultation in making decisions and resolving issues. The challenge is, when you say, "My hands are tighten by the policies", you are deemed unpatriotic and spineless. My church organization alongside those that are policy directed, when one says, scrap off these policies, they will say, you want our organization to be a banana republic? Just like all ministers in the government know that, they are appointed by the president yet cannot be removed by him at his discretion but the courts even so after much consultation, church members know that they ca behave anyhow and the pastor cannot simply remove you from records even if you are an officer that is deadwood or not cooperating.
