This standard is stepping stone: first of its kind

A historic milestone: It is Kosovo’s first formal attempt to define professional expectations for the railway sector. It signals a commitment to professionalization, modernization, and integration with European practice.

A catalyst for expansion: As the first standard, it creates a blueprint for additional standards—safety management, asset integrity, project planning, and energy efficiency. Each subsequent standard builds on the last, creating a cohesive, comprehensive system.

Why do standards matter for the railway industry

Safety and reliability is the first point: Standardized training and certification reduce human error, ensure proper procedures, and enable rapid but safe response to incidents.

Secondly Interoperability and export readiness: Standards help Kosovo’s railways integrate with regional networks, improving cross-border operations and attracting international operators.

Thirdly Quality assurance and sustainability: A robust standard framework supports lifecycle excellence—from design and construction to maintenance and end-of-life management.

I would emphasis ‘Convergence, not conformity for conformity’s sake’: Our Standard is designed to be compatible with European best practices, with room to tailor to Kosovo’s context. This ensures we meet global safety expectations while reflecting local realities.

🚨 Kosovo Railways: Where Safety Gaps Endanger Lives (përkthimi Shqip më posht)

Kosovo’s railway network should be a driver of economic growth, regional integration, and social mobility. Instead, it suffers from underinvestment, weak safety culture, and fragmented priorities.

The Hard Truth
Only one train line still operates regular passenger services — and it’s precisely along this corridor where level-crossing accidents repeatedly occur.

The most recent incident involved a member of the armed forces, just days before Independence Day — a time that should have celebrated national pride, not mourning another preventable loss.

This is not bad luck. This is not fate.
It is the predictable consequence of systemic neglect of basic railway safety fundamentals.

⚠ A Dangerous Gap Between Expectations and Reality
We hear a lot about “railway digitalisation” and “modernisation,” but these mean little when:

Level crossings remain poorly protected

Warning systems are inconsistent or outdated

Signage is unclear or missing

Public awareness of railway danger is low

Staff training is non-existent

Fundamental safety principles are being overlooked — and people are being killed and injured as a result.

Level Crossings: Epicentres of Risk
Across Europe, level crossings are among the highest-risk points between rail and road. Safe management requires:

Barriers or closures

Reliable audible and visual warnings

Clear road markings and signage

Routine inspection and maintenance

Legal enforcement and public education

In Kosovo, many level crossings fall short of these basic standards.

Not a Technology Problem — A Governance Problem
This is about leadership, investment, and prioritisation. Low-cost solutions exist and can be implemented immediately.

Safety Starts with Education, Standards, and Culture

Safety awareness must start at school and continue through professional training. Everyone must understand:

What a railway is

Why trains cannot stop quickly

Why level crossings are extreme danger zones

Basic track safety

Railway workers need structured, competency-based training — because competence is not optional; it prevents accidents and saves lives.

2️⃣ Standardisation
A coordinated and standardised approach is urgently needed. Solutions exist, but they must be applied consistently, with accountability and clear frameworks.

3️⃣ Culture
A true safety culture means:

Accidents are investigated openly to learn, not hide

Near-misses are reported

Staff can stop unsafe work

Leadership is visible, engaged, and accountable

The Role of Authorities
Infrastructure managers and national institutions must:

Prioritise risk-based investments, not cosmetic projects

Focus on high-risk locations first

Develop long-term training frameworks

Measure success by lives saved, not reports written

Modern Railways Are Safe Railways
It’s not about shiny trains or speed — it’s about predictability, control, and safety.

Rrjeti hekurudhor i Kosovës duhet të ishte motor rritjeje ekonomike, integrimi rajonal dhe lëvizshmëria sociale. Në vend të kësaj, vuajnë nga nëninvestimi, kultura e dobët e sigurisë dhe prioritetet e fragmentuara.

E Vërteta e Fortë
Vetëm një linjë hekurudhore operon ende shërbime të rregullta për pasagjerë — dhe është pikërisht përgjatë këtij korridori ku aksidentet në kryqëzimet nivel-shinë ndodhin përsëritshëm.

Incidenti më i fundit përfshiu një anëtar të forcave të armatosura, vetëm ditë para Ditës së Pavarësisë — një kohë që duhej të shënonte krenarinë kombëtare, jo të zie për një humbje tjetër të parandalueshme.

Kjo nuk është fatkeqësi. Kjo nuk është fati.
Është pasojë e parashikueshme e neglizhencës sistemike ndaj parimeve bazë të sigurisë hekurudhore.

⚠ Hendek i rrezikshëm midis pritshmërive dhe realitetit
Flasim shumë për “digjitalizimin” dhe “modernizimin” e hekurudhave, por këto nuk vlejnë shumë kur:

- Kryqëzimet nivel-shinë mbeten të dobët të mbrojtura
- Sistemet paralajmëruese janë të papërputhshme ose të vjetruara
- Sinjalistika është e paqartë ose mungon
- Vetëdijesimi publik për rrezikun nga hekurudha është i ulët
- Trajnimi i stafit mungon

Parimet bazë të sigurisë po injorohen — dhe si rezultat njerëz po vdesin dhe plagosen.

Kryqëzimet Nivel-Shinë: Epikentrat e Rrezikut
Në mbarë Evropën, kryqëzimet nivel-shinë janë nga pikat më me rrezik midis hekurudhës dhe rrugës. Menaxhimi i sigurt kërkon:

- Përdorimin e barrierave ose mbyllje
- Paralajmërime të besueshme zanore dhe vizuale
- Markime rrugore dhe sinjalistikë të qarta
- Inspektim dhe mirëmbajtje rutinë
- Zbatim ligjor dhe edukim publik

Në Kosovë, shumë kryqëzime nivel-shinë nuk arrijnë këto standarde bazë.

Nuk është Problem Teknik — është Problem i Qeverisjes
Bëhet fjalë për udhëheqje, investim dhe prioritet. Zgjidhje me kosto të ulët ekzistojnë dhe mund të zbatohen menjëherë.

Siguria Fillon me Edukimin, Standardet dhe Kulturën

1️⃣ Edukimi
Vetëdijesimi për sigurinë duhet të fillojë në shkollë dhe të vazhdojë përmes trajnimeve profesionale. Të gjithë duhet të kuptojnë:

- Çfarë është hekurudha
- Pse trenat nuk mund të ndalojnë shpejt
- Pse kryqëzimet nivel-shinë janë zona shumë të rrezikshme
- Siguria bazë në shina

Punonjësit e hekurudhës kanë nevojë për trajnim të strukturuar, të bazuar në kompetenca — sepse kompetenca nuk është opsionale; parandalon aksidente dhe shpëton jetë.

2️⃣ Standardizimi
Nevojitet me urgjencë një qasje e koordinuar dhe e standardizuar. Zgjidhjet ekzistojnë, por duhet të zbatohen në mënyrë të qëndrueshme, me llogaridhënie dhe kuadro të qarta.

3️⃣ Kultura
Një kulturë e vërtetë e sigurisë do të thotë:

- Aksidentet të hetohen hapur për të mësuar, jo për të fshehur
- Afër-mungesat të raportohen
- Stafi të mund të ndalojë punën e pasigurt
- Udhëheqja të jetë e dukshme, e angazhuar dhe përgjegjëse

Roli i Autoriteteve
Menaxherët e infrastrukturës dhe institucionet kombëtare duhet të:

- Prioritizojnë investime të bazuara në rrezik, jo projekte kozmetike
- Përqendrohen së pari në vendet me rrezik të lartë
- Zhvillojnë korniza afatgjata trajnimi
- Matin suksesin me jetë të shpëtuara, jo raporte të shkruara

Hekurudhat Moderne Janë Hekurudha të Sigurta
Nuk bëhet fjalë për trenë të shkëqyer apo i shpejt — bëhet fjalë për parashikueshmëri, kontroll dhe siguri.

🚨 Veprim i Urgjentë i Nevojshëm
Hekurudhat e Kosovës kanë nevojë për veprim — jo slogane. Ato kanë nevojë për:

- Programe edukimi
- Investim me prioritet sigurinë
- Standardet kombëtare të hekurudhave
- Personel të kualifikuar dhe të trajnuar
- Udhëheqje që e konsideron çdo fatalitet të papranueshëm

Çdo aksident është një paralajmërim. Çdo vdekje është një mesazh.
Ti injorosh tërësisht është pranimi i heshtur që më shumë njerëz do të vdesin. Kjo nuk duhet të ndodhë.

December 2- Railway Round table Resolutions

This week marked a milestone for Kosovo’s railway sector as we presented our approved Standard of Profession, underscoring the vital role of standards and training in building a safe, efficient, and future-ready railway network.

A roundtable discussion organised by the BCCK-British Chamber of Commerce in Kosovo and the National Council for Economy and Investment (FORUMIKS) proved valuable for all parties!

Our UK guest Glenn Reeve shared valuable reflections on how the UK developed its railway through trial and error—learning from mistakes in standards, training, and management. These insights are especially timely for Kosovo, where our development path hinges on accelerating the adoption of robust standards and comprehensive training right now.

We had the honor to hear from a diverse and engaged group:
Our strongest supporters: Paul O’Connor, Deputy Ambassador of the United Kingdom, and representatives from the Croatian Embassy
Infrakos, the Railway Regulatory Office, and representatives from industrial rail, Trepca, KEK, and various private railway companies also our colleagues at the college Shtefën Gjeçovi

This gathering was more than a briefing; it was a shared commitment to transparency, collaboration, and collective action. We see this as the first of many initiatives to come, with the aim of co-creating practical solutions, exchanging services, experiences, and the genuine struggles we face along the way.
