Shipping and Logistics Costs Are Expected to Keep Rising in 2022

A.P. Moller-Maersk -- the largest shipping company in the world -- expects the ongoing exceptional market situation caused by the global supply chain disruptions to continue until minimum the first quarter of next year.

Freight & Shipping Delays
With ongoing pandemic-related delays and closures, non-stop demand for ocean freight from Asia to the US, and a lack of capacity, ocean rates are still very elevated and transit times volatile.

Despite this stabilizing trend, rates remain extremely elevated at 8-9X the pre-pandemic norm.

Furthermore, easing prices are not being driven by any significant improvement in port congestion.

The number of ships waiting for a berth hasn’t fallen yet, leading some carriers to cancel upcoming West Coast services and others to move capacity to the under-served intra-Asia services, especially as manufacturing in Vietnam recovers.

Continued disrupted schedules and port congestion have kept Asia-Europe rates from experiencing a rate dip similar to the one on the transpacific.

“The carriers are fully in control and the rest of us are sitting on our hands waiting for the carriers to tell us what to do,” said Craig Grossgart, senior vice president of global ocean freight for Seko.

Container spot rates from Asia to the US have re-gained traction after China’s Golden Week holiday, while rates to Europe appear to have plateaued and could ease over the coming weeks.
Both tradelines are still experiencing acute capacity issues, with a high percentage of tonnage idled, awaiting berths at chronically congested US and North Europe hub ports.
According to today’s reading of the Freightos Baltic Exchange (FBX), Asia-US components, the spot rate for a 40ft to the US west coast jumped by 8.5% on the week. For east coast ports, the spot rate increased by 6.5%.
Savannah has struggled with a significant surge in traffic this year. Last month, it handled 472,000 teu, 14.5% higher September 12 months earlier, and the strongest result for the month in its history.
Ships have piled up outside the port waiting for available berth space. Since early September, the number at anchor outside the port has constantly been between 22 and 27. Going by the relative size of respective container throughput, a backlog of 27 ships at Savannah is equal to about 75 at anchor at the Los Angeles/Long Beach complex.
Indeed, according to forwarding contacts, space from North Europe remains “very tight”, with one UK forwarder telling The Loadstar today that the wait for space on US loaders is “about three weeks minimum – longer with some lines”.
Notwithstanding the capacity constraints on transatlantic services, exporters from North Europe continue to suffer from booking restrictions to the Middle East and Asia, as carriers prioritise empty container restitution over loaded exports.
Carriers are also restricting export re**er bookings. The carrier said that the restriction was necessary “in view of the persistent delay impacting the turnover of equipment on the trade”.
And the increasing number of ship diversions in North Europe is adding to problems for exporters experiencing booking cancellations, due to the last-minute decisions by carriers to skip ports.
The decision to omit scheduled port calls due to berthing delays, while succeeding in turning ships around in North Europe at a quicker pace, is creating a build-up of frustrated exports and cancelled empty evacuations at several ports.

The Port Performance Data report compiled by analyst IHS Markit shows the average number of containers handled at major U.S., North European and Asian ports per ship call have escalated during the pandemic. Call size or moves per port call, has increased between 10% and 70% in the first half of 2021 compared to the same period in 2019, putting ocean and landside operations under immense pressure.

In North Europe, Felixstowe recorded an 18% increase in boxes handled, followed by Antwerp with a 14% increase.

In Asia, Singapore recorded growth at 27%, followed by Yantian at 24%. Both Shanghai and Ningbo saw an increase of 23%.

In the Americas, Southern California’s Long Beach facilities recorded the most significant increase of the ports surveyed, with a massive 73% more container moves per vessel call.

Higher volumes per call have meant longer periods spent in port and has led to a backlog of containerships waiting to berth and offload cargo.

IHS Markit data indicates 40% of vessels destined for U.S. West Coast ports must anchor and wait for a berth to come free.

In South-East Asia, the number stands at 26%, in North Europe, 23% and slightly over 10% at North-East Asian ports.

Container shipping demand remains strong heading into the fourth quarter. Ongoing COVID-19 flare-up however continues to present challenges across Asia Pacific, with Vietnam extending the lockdown in its manufacturing heartland around Ho Chi Minh City until mid-September, New Zealand imposing national lockdown and China suspending aircraft operations in Shanghai Pudong International Airport. The unprecedented disruption caused by the pandemic coupled with surging demand is affecting schedule reliability at a much lower level than we expect.

Container demand growth continued to run ahead of supply growth in Q2 2021. The combination of strong US goods consumption, higher throughput capacity and re-opening in Europe are expected to drive average year-on-year container demand growth at around 2%-4% for the second half of 2021.

Many regions including inbound North America, intra-Asia, west Central Asia, Latin America and Europe saw double-digit growth in container trade growth after a very weak second quarter 2020.

• The shortage of empty containers remains an industry-wide challenge across Asia. Strong demand, production bottlenecks and lockdowns have led to congestion across the supply chain. The equipment supply is imbalanced across Asia. Dry containers 20' and 40' are in short for China, Vietnam, Cambodia, and Indonesia, but manageable for the rest of Asia.

• Key updates for trade lanes. We expect the ocean network across all trades to continue to be fully utilized as export demand remains strong.

The coronavirus outbreak at the Port of Yantian at the end of May has been a challenge to a market still coping with unrelenting demand and recovering from the Suez disruption.

This added pressure drove a minimum 18% increase in freight rates, for a minimum 84% increase since the start of the year.

Reduced activity at Yantian for much of June meant more delays, more skipped port calls, and less capacity.

As peak season approaching, each successive disruption is having a big impact. With rates climbing and almost no capacity, total costs for importers often include thousands more in premiums to secure space.

Finally, although spending on services in the US has begun to rebound, order volumes are expected to stay high. The ongoing demand will keep rates up through the summer and likely until after Lunar New Year in February 2022.

Equipment shortage remains an industry-wide challenge in Asia.

We will see the largest impact in July, as both empty containers coming back to Asia are delayed and import returns are lower. A tight equipment situation across a wider range of China ports, as well as Vietnam.

Below is the Asia Pacific regional equipment outlook based on the supply in the past weeks and demand forecasts. Please note that supply for the coming weeks will be highly subject to port congestions.
• 20’ dry containers: regional stock is enough to cover demand forecasts.
• 40’ high cube dry containers: regional stock is currently not sufficient to cover demand forecasts. From this week onwards, equipment supply may be delayed due to port congestion and the Suez incident. Shanghai and Ningbo ports are majorly impacted as they provide the main bulk of supply to Europe. Furthermore, with all these delays, coastal re-positioning might be impacted.

We have just received confirmation that the Ever Given has been dislodged in the Suez Canal and is now fully floating.

It is expected that the vessel will be moved to the Great Bitter Lake with the utmost caution.

Once the vessel is safe at anchorage, the vessels currently at anchorage in the lake - three of them Maersk vessels - will sail out of the canal in a convoy.

The canal could be opened within the next 12-24 hours, but the current situation remains that the canal is not yet free for passage and we are still not able to share when the canal clean-up is completed, and the canal re-opened for the complete queue of waiting vessels to pass through.

The Suez Canal passage continues to be blocked in both directions. Whilst efforts continue to dislodge the container ship operated by Evergreen Marine, numbers show that over 300 ships are now waiting at anchorage to pass through the canal.

For every day the canal remains blocked, the ripple effects on global capacity and equipment continues to increase and the blockage triggers a series of further disruptions and backlogs in global shipping that could take months to unravel, even after the canal is reopened. Redirecting vessels also mean that these vessels will be missing somewhere else during that time, leading to further shortage in the market.

For the immediate term we also anticipate higher short-term (or spot) rates, with vessels being delayed this week and missing in the system. At the current time we do not expect this to change the overall prospects for the year towards a normalisation.

Businesses reliant on just in time supply chains risk having to reproduce or resort to flying in essential components and for critical shipments we recommend that you reach out to your local sales representative for dialogues and quotations on alternative solutions for urgent cargo that is still at origin or elsewhere.

The Suez Canal passage is currently blocked to vessels in both directions.
A container ship operated by Evergreen Marine was knocked off course by strong winds and a sandstorm early Tuesday March 23.

Unfortunately, the operations attempt of reflating the vessel during the night has failed.
Two dredgers will continue to dredge throughout the night. At this time (0015 AM local time in Suez, Egypt), towage service has been suspended for the remainder of the night and will resume approximately 0800-0900 local time.

The incident continues to create long tailbacks on the waterway, stopping vessels from passing and causing delays.

It’s getting harder and harder for SMEs to find container shipping space ex-Vietnam, opting instead for short-term storage.

Demand for Vietnamese goods is higher than ever, according to forwarders in Ho Chi Minh City, but only multinationals can afford the current steep freight rates.

Marc Guilhem, owner of Cargoteam, said that to secure containers and space, customers needed to book up to four weeks in advance.
“Shipping lines’ local offices will prioritise spot market rates that are two-to-three times the price of contract rates,” he added. “But even then, if the volume of containers required for the booking is high, we can’t always secure the space in one go, and have to split the shipment.”

Some carriers have already said they were fully booked until June, Mr Guilhem added, while others said that, while they’ve ordered more containers, China is willing to pay more per box, so “they don’t know what volume of containers will be attributed to which market”.
