The issuance of a Uruguayan apostille (aldorelocation.com/apostille-legalization) for a Uruguayan document or a legalization for a certification from a Uruguayan Embassy at jurisdictions that aren’t members of the Apostille Convention (such as Canada and Cuba) or for certain documents that otherwise can’t be apostilled fall under the purview of the Uruguayan Department of State located in Montevideo.

All of the following services are included*:

The Civic Registry (Registro Civil) (aldorelocation.com/name-amendment) in Montevideo is the sole office responsible for registering foreign Birth, Marriage, Death, Adoption and Acknowledgement Certificates and Divorce Sentences in Uruguayan format.

Administrative errors can occur based on a typo, a misinterpretation, a translation error or an error on the certificate itself. Processing times will vary based on the amendment request and the submitted documentation.

Amendment applications for written certificates take at least 4 months and can extend for several more months. Applications for digital certificates take at least 2 months and receive quicker processing.

The following is required:

• Copy of the certificate with the error
• Amendment form (it also allows you to give a representative power of attorney to process the application).
• ID photocopy featuring correct name.
• Proof of the correct name (Uruguayan Birth Certificate or foreign Birth Certificate + Apostille + Uruguayan Translation + Notary’s Copy of the applicant, Uruguayan translator’s letter or consular letter).

Uruguay requires the registration¹ (aldorelocation.com/certificate-registration) of your Birth Certificate (and Marriage, Divorce Sentence, Adoption, Child Acknowledgement and/or family member’s Death if applicable) in order to issue you a full term ID (this applies to permanent and temporary residents alike) after you get your first provisional ID² (which doesn’t give you full temporary or permanent resident status).

The following is required:

• Certificate (less than an year old by the time of its submission).
• Apostille or Legalization from Uruguayan Embassy and Uruguayan Ministry of Foreign Affairs.
• Uruguayan Translation (if written in a foreign language).
Uruguayan Notary’s Copy.³
• Color photocopy of the aforementioned items.
• Color photocopy of your Uruguayan ID⁴ or passport.
• Registration form for each certificate (which can authorize a third party).⁵
• Printout or email of each one of your certificate registration appointments.⁶
• ²The Civic Registry’s registration fee per certificate (1126 UYU) (it isn’t included).

¹The Civic Registry (‘Dirección General del Registro del Estado Civil’ in Spanish) is suffering a significant 8-12 backlog. Therefore it’s best if you authorize a third party to perform the registration on your behalf to receive your Uruguayan equivalent by the time you arrive to Uruguay.

²You’ll need your foreign Certificate + Apostille + Uruguayan Translation (if applicable) or your Uruguayan equivalent for your first ID. Once you have your provisional ID you can submit the registration request and wait for the Civic Registry to issue your Uruguayan Certificate for your second (full temporary or permanent resident) ID.

³It’s required to retrieve your original documents after the registration is performed. The Civic Registry will keep the Notary’s Copy for their records and release the originals back to you or your representative.

⁴You’ll be able to download your digital Uruguayan Certificate on the Civic Registry’s website after the registration is performed. You must use your Uruguayan ID number to do so. If you submitted your passport you must write in the information featured on your original Certificate.

⁵Authorizing a third party allows you to get the process started from overseas by sending them the required documents by mail. They can also get in line to pick up your originals from the Civic Registry’s Legal Departament (‘Departamento Notarial’ in Spanish) once the registration is performed.

⁶Each Certificate must have its own registration appointment and each one of them will receive a file tracking number that will indicate their registration stage. It’ll be ‘Submitted’ (‘En Unidad’ in Spanish), ‘Awaiting’ (‘En Espera’ in Spanish) meaning that it’s been flagged for an error and it’s awaiting to be corrected or ‘Archived’ (‘Archivado’ in Spanish) meaning that the registration has been performed successfully.

Citizenship through descent (aldorelocation.com/citizenship-by-descent) is available to people who at least one of their parents or grandparents were born in Uruguay and had Uruguayan citizenship.

It requires the following:

• Birth Certificate of the applicant’s parent or grandparent¹ who was born in Uruguay (if the latter applies the shared grandparent’s child and applicant’s parent Birth Certificate + Apostille + Uruguayan Translation + Uruguayan Notary’s Copy to prove the relationship).
• Applicant’s Birth Certificate + Apostille + Uruguayan Translation + Uruguayan Notary’s Copy.
• Registration of the previous items before the Civic Registry² (Registro Civil) in Montevideo to obtain a Uruguayan citizen’s 10 year ID card³ (otherwise a provisional 1 year ID card will be issued).

¹Partial birth information can be used to track down their Birth Certificate.

²They’re currently taking over 8 months to process registration applications because of a significant backlog.

³The ID card is the final step of the process. No further paperwork is needed beyond that point.

Legal citizenship (aldorelocation.com/naturalization) can be obtained via residency for 5 years (single applicants) or 3 years (applicants within a local family nucleus). It’s granted by the Electoral Commission (Corte Electoral) and they determine the required documentation on a case-by-case basis.

Voting rights become available 3 years after citizenship is granted. They can also be accessed after 10 years of continuous residence regardless of citizenship status.

I can assist you in the collection of the documentation. However you must have a sufficient understanding of Spanish and go to an initial application interview with the Electoral Commission office without an interpreter.

The following is required (less or more documents may be requested):

• Proof of original citizenship (preferably Uruguayan equivalent of foreign Birth Certificate¹).
• Marriage and/or Birth Certificates proving ties to Uruguayan citizens by birth (if applicable).
Immigration Certificate showing entries and exits.
• Absence periods cannot exceed 6 months per year.
• Proof of income (processing is simplified for those contributing payroll or business taxes to Social Security (BPS)).
• Proof of studies and academic history (applicable to students).²
• Clinical History with constant doctor’s visits no more than 6 months apart between each other.³
• Witnesses over 25 who are Uruguayan citizens by birth (who knew the applicant for 3 or 5 years) that will be called to appear on a later date after the application process begins (relatives, employers, employees, military, law enforcement agents and electoral officials don’t qualify).⁴

¹ They’re currently taking over 8 months to process registration applications because of a significant backlog.

² Proof of parental income must be provided (if applicable).

³ All documents issued by private institutions to be used for the citizenship application must have their contents and signatures certified by a Uruguayan notary.

Make sure to contact your veterinarian to update your pet’s required medications and to obtain their International Veterinarian Certificate.

○ International Veterinarian Certificate showing the following:
○ Medical check (less than 10 days old) indicating good health, updated medical treatment and clearance to travel to Uruguay.
