Bi-State Development Bi-State Development is a dynamic and multi-faceted resource for economic development in the region. We are dedicated to progress in the St. Louis region.

Bi-State Development is an interstate compact agency existing pursuant to an agreement between the states of Missouri and Illinois and created by an act of the United States Congress. Our business operations include the Gateway Arch Riverfront, Metro Transit, St. Louis Downtown Airport, Regional Freight District, and Bi-State Development Research Institute.

This morning, we cut the ribbon celebrating the completion of the $62 million Secure Platform Plan, with safety and security upgrades now complete at all 38 MetroLink stations and the next generation fare system officially launched.

Thank you to U.S. Rep. Nikki Budzinski, St. Louis Mayor Cara Spencer, St. Louis County Executive Sam Page, Kim Cella with Citizens for Modern Transit, Kathy Osborn with Regional Business Council, and Connor Torossian with the Federal Transit Administration for joining us at the Emerson Park MetroLink Station this morning, along with all the elected officials, community partners, contractors, and BSD and Metro staff who helped make this day possible.
