🚨 Weekend Traffic ‼️

Please plan ahead this weekend.

SR 9 in Snohomish will be fully closed in both directions from 9:00 p.m. Friday, April 17, through 5:00 a.m. Monday, April 20, 2026 between Marsh Road and 2nd Street.

Traffic will be diverted to Airport Way, and delays are expected in the surrounding area.

The Washington legislature recently passed a 10% luxury tax on aircraft valued in excess of $500,000 at the time of purchase or lease (RCW 82.48A.010 and .020). This applies to all such aircraft brought into Washington even once for Washington taxpayers. Non-residents are subject to the tax upon the aircraft spending 90 days in the state. The effective date is April 1, 2026.


The Pacific Northwest Business Aviation Association (PNBAA.org), with the support of the NBAA, invites you to attend our first live luxury tax coalition meeting from 9:00 am to 10:00 at the Fortive hangar on Paine Field. We will cover the following topics:


1) Overview of the luxury tax and Q&A by aviation tax expert Alan Burnett, Director of Legislative Affairs for the PNBAA and managing partner of Centerpoint Aviation Law.

2) Panel discussion on what we have accomplished, what we are doing now, and our goals.

3) Hear the perspective of Representative Tom Dent, tireless champion of aviation in the Washington legislature.

4) Explanation of what we ask from you to further our efforts towards eliminating or mitigating the effects of this tax.


The luxury tax has already caused a shocking amount of existing Washington aircraft to leave the state, manufacturers to lose sales of aircraft otherwise coming to Washington, and buyers to base aircraft that were coming here elsewhere. This hurts the bottom line of all of us. There is hope though.


The PNBAA has hired an excellent lobbyist, Mike Ennis. We are also working with a growing coalition of interested parties who want to help, and we look forward to telling you more in person about our other accomplishments. While we have made good progress, we have a lot of work left to do and we need your help.

UPDATE on Pavement Rehabilitation Project

Main Ramp

The main ramp will remain closed through Monday August 7th. NOTAM has been filed.
Upon ramp re-opening, aircraft and airport authorized vehicles only will be permitted on the main apron.

Turf Runway Closure

Runway 15R/33L is closed

The turf runway will re-open on Sunday, August 6th at 6am.

NOTAM has been filed.

Taxilanes

ALL Taxilanes east of Taxiway Alpha will remain closed to “MOTOR VEHICLE” traffic for 7 days until Friday August 11.

The electronic security gate is currently blocked off and will be re-activated at 10 am on Saturday, August 5th. Upon re-activation of the security gate tenants are permitted to pass through the gate but must park in the gravel parking lot and walk to their hangar for a few more days. Airplanes will be permitted on the newly refurbished taxilanes beginning Saturday, August 5th at 10 am when the security gate re-opens, but please, no motor vehicles.

WEEK Two: Monday, July 31st thru Sunday, August 6th

If you plan on flying during Week Two of the project, July 31st through August 6th you MUST move your aircraft to the designated temporary
tie-down area shown on the attached exhibit, in light orange- no later than Sunday, July 30th, 9:00Pm.

Harvey Field will not provide anchors or tie downs.

The gate for access to and from the “aircraft temporary tie-down area” location off Airport Way will be opened during airport business hours of operation and locked outside those hours (6:00am-9pm.)

Runway 15R/33L is closed and will be used as a temporary taxiway during the duration of the project. NOTAM has been filed.

Taxiway Alpha and the Main Ramp will be closed: Monday, July 31st thru Wednesday August, 3rd for Crack sealing, Fog sealing and Pavement Markings will take place on the main ramp and taxiway Alpha.

NOTAM has been filed.

Taxilanes: will be closed August 2nd thru Sunday, August 6th to vehicle and aircraft traffic during phase two of Construction: Crack sealing, Fog sealing and Pavement Markings will take place on ALL Taxilanes East of the Main Ramp and Taxiway Alpha.

Runway 15R/33L: is closed and will be used as a temporary taxiway during the duration of the project. NOTAM has been filed.

Barricades will be placed by the Contractor blocking areas under construction and removed once determined safe for taxiing aircraft.

The project will provide rehabilitation of existing pavement on the main apron, Taxiway A, and approximately 15 Taxilanes at Harvey Field. Major work elements include crack sealing, fog seal coat, and new pavement markings. Some small, localized areas showing moderate pavement distress will be repaired using a mastic seal coat. This project will extend the useful life of the airfield pavements and reduce overall life cycle rehabilitation costs.

Please watch for NOTAMS regarding closures -during Phase Two.

Pavement Rehabilitation Project Apron, Taxiway A and Taxilanes

WEEK ONE: Wednesday, July 26th To Friday, July 28th

If you plan on flying during the duration of the project, July 26th through August 6th we encourage you to move your aircraft to the designated temporary tie-down area shown on the attached exhibit, in light orange- no later than noon on July 26th.

Harvey Field will not provide anchors or tie downs.

Pavement Rehabilitation construction of the Apron, Taxiway A and Taxilane Pavement Rehabilitation Project will be underway starting July 26th!

Mastic Slurry will be placed in isolated alligator cracked areas of the main ramp/apron, taxiway A and taxilanes east of taxiway A. Locations colored in YELLOW on the attached diagram

Runway 15R/33L is closed and will be used as a temporary taxiway during the duration of the project. NOTAM has been filed.

The Contractor intends to begin installation of mastic sealing on the Main Ramp/Apron on July 26th . The Ramp/Apron will be closed during mastic sealing on the ramp. NOTAM has been filed.

Taxiway Alpha will be closed July 27th. for the installation of mastic sealing. NOTAM has been filed.
