In 2005, the US Congress adopted new legislation which included special provisions to create a Nonmotorized Transportation Pilot Program (NMTPP); Sheboygan County was one of four communities in the country selected to participate in this pilot program. As part of the NMTPP, the County received up to $25 million per year for a definite period of time to develop a network of nonmotorized transportat

ion facilities that connect neighborhoods, retail centers, schools, recreational amenities, and employement centers, and will give people transportation choices that encourage a mode shift from private automobile to walking or biking.

General information

The NOMO program is operated by a Program Manager, Project Specialist, and generous volunteers from around the County, many of whom served on the Citizens' Advisory and Technical Committee. NOMO is overseen by the Planning, Resources, Agricultre, and Extension Committee and is mandated to operate all of its projects under Federal standards as part of SAFEATEA-LU Section 1807. The continued success of the program can be attributed to the support of many local businesses, dedicated volunteers that make the outreach initiatives possible, and its collaboration with other local non-profit agencies and and government entities. Congressman Petri (R-WI) and former Congressman Oberstar championed the Nonmotorized Transportation Pilot Program; Congressman Petri is to thank for Sheboygan County being chosen as one of the four communities in which the program would operate.
