Today, May 28, the California Air Resources Board is scheduled to adopt the proposed amendments to the Cap-and-Invest Program.

The proposed amendments would reduce the Greenhouse Gas Reduction Fund (GGRF) by $2 billion annually and zero out climate funding for key programs, including:
- Affordable Housing and Sustainable Communities Program
- Transit and Intercity Rail Capital Program
- Low Carbon Transit Operations Program

Billions in cuts can’t be taken lightly. Tomorrow the California Air Resources Board is scheduled to adopt proposed amendments to the Cap-and-Invest Program.

That would reduce the Greenhouse Gas Reduction Fund (GGRF) by $2 billion annually and zero out climate funding for key programs.

This means significant cuts to housing, transit, air quality initiatives and good paying jobs – statewide.

Last year, we fought along side the Governor and this administration to reauthorize Cap-and-Trade to ensure critical funding went to housing, transit and air quality programs statewide. Now, California Air Resources Board has a proposal up for vote this Thursday that would CUT $2 billion in funding from these very same programs.

Shouldn’t a program the Governor named Cap-and-Invest, preserve the funding where California needs it most?

Participate in the Assembly Budget Subcommittee No. 4 on Climate Crisis, Resources, Energy, and Transportation hearing on Greenhouse Gas Reduction Fund (GGRF) investments, tomorrow, May 19.

Cap-and-Invest proposed amendments reduce GGRF revenues by nearly 50%, almost $2 billion – according to CARB.

These cuts would severely impact critical Tier 3 programs, including TIRCP, LCTOP, AHSC, and AB 617, undermining California’s climate, housing, transit, and affordability goals.

We encourage you to join the California Transit Association and more than 100 coalition partners in urging the state to revise the proposal and protect strong GGRF funding for these essential programs.

The hearing begins at 9:00 a.m. in Room 437 of the State Capitol.
