New WCND Port Director Oscar Montoya Begins Community Outreach in Raymondville
Oscar Montoya, the newly appointed Executive Director of the Willacy County Navigation District (WCND) and Port of Port Mansfield, hit the ground running by attending the Raymondville City Council meeting on April 14, 2026.
During his introduction, Director Montoya expressed a strong commitment to collaboration and open dialogue with local leaders:
• Working hand-in-hand with the City of Raymondville on matters that benefit both the Navigation District and the community.
• Partnering with elected officials, county, school districts, and all local governments to highlight the important role and purpose of the WCND.
• Inviting all city officials to reach out directly with thoughts, comments, or ideas related to the Navigation District.
This engagement marks an important first step in building strong partnerships across Willacy County.
