The Port of Hueneme/Oxnard Harbor District is an independent special district (business enterprise) a political subdivision of the State of California which owns and operates the commercial Port of Hueneme. The District was created in 1937 under authority of an act of the legislature of the State of California which provides for the formation of Harbor Districts. The Oxnard Harbor District's polic

ies are set by a five-member Board of Harbor Commissioners elected at large from the District. The day-to-day business operations of the Harbor District are administered by a CEO and Port Director and professional staff. The Harbor District's political boundaries are comprised of the Greater City of Oxnard area (population 207,722) and the City of Port Hueneme (population 21,979). Each Harbor Commissioner is popularly elected by the citizens of the Oxnard Harbor District for a four-year term. The Oxnard Harbor District receives no taxes for its operation, operating entirely on Port business generated funds. In fact, in addition to paying fees for harbor development permits, the Harbor District pays significant amounts to the City of Port Hueneme through special agreements to provide for City services necessary to support Port activities. On an annual basis, the Port publishes an Annual Comprehensive Financial Report for the prior fiscal year and adopts a budget including a debt schedule and capital plan for the current fiscal year (July 1 through June 30).

Our team just returned from with our best scorecard yet! Since becoming California’s first Green Marine certified port in 2017, we’ve continued to work on making sustainability a standard—not just a goal. This year’s results reflect that commitment, and we are excited to charge forward to reach Zero Emissions status by 2030.

Our CEO Kristin Decas also joined the leadership roundtable Staying the Course While Facing Headwinds for a conversation that felt natural for a port that’s been charting this course for nearly a decade. Thanks to the team for representing Hueneme at Green Tech!

⚠️ Community Notice: Temporary Pile Driving Work ⚠️

Pile driving activities will take place June 8–15, Monday through Friday, from 7:00 AM to 5:00 PM as part of ongoing improvements at the Port of Hueneme. This temporary work supports berth deepening so the Port can meet future cargo demands. It will also provide beneficial beach nourishment material for our coastline. You may notice increased noise during this time, and we appreciate the community’s patience as we continue to invest in a stronger and more resilient future for our region.

The Port of Hueneme has begun construction activities associated with the former Navy Civil Engineering Laboratory (NCEL) site near the beachfront promenade. Work will take place between the hours of 7a - 9p Mon. - Fri. with completion expected by October 15, 2026.

This project includes demolition of 7 NCEL buildings and preparation of the site for future cargo operations and infrastructure improvements.

Community members may notice increased construction activity, including periodic noise and dust during demolition and paving operations. Environmental Best Management Practices are being implemented throughout the project to minimize dust, debris, stormwater runoff, and other potential impacts.

The Port recognizes the importance of the promenade as a valued community space and appreciates the public’s patience during this temporary construction period as we work to improve infrastructure that supports global and regional trade, jobs, and economic vitality.

The Port is also coordinating with local rescue partners to safely relocate cats from the project area during construction.

We appreciate the community’s patience and understanding as this work moves forward.

It’s full steam ahead at the Port of Hueneme!

We are proud to announce that the Port has secured an $11.25 million federal grant through the U.S. Department of Transportation’s Maritime Administration (MARAD) Port Infrastructure Development Program (PIDP).

This major investment will help modernize critical infrastructure, improve safety and efficiency, expand cargo-handling capacity, and complete an important dredging project that supports larger vessels and long-term resiliency.

The project also strengthens our role as a vital gateway for fresh produce, automobiles, and global trade while supporting jobs, economic opportunity, and environmental stewardship here in Ventura County and beyond.
