The Port of Hueneme/Oxnard Harbor District is an independent special district (business enterprise) a political subdivision of the State of California which owns and operates the commercial Port of Hueneme. The District was created in 1937 under authority of an act of the legislature of the State of California which provides for the formation of Harbor Districts. The Oxnard Harbor District's polic

ies are set by a five-member Board of Harbor Commissioners elected at large from the District. The day-to-day business operations of the Harbor District are administered by a CEO and Port Director and professional staff. The Harbor District's political boundaries are comprised of the Greater City of Oxnard area (population 207,722) and the City of Port Hueneme (population 21,979). Each Harbor Commissioner is popularly elected by the citizens of the Oxnard Harbor District for a four-year term. The Oxnard Harbor District receives no taxes for its operation, operating entirely on Port business generated funds. In fact, in addition to paying fees for harbor development permits, the Harbor District pays significant amounts to the City of Port Hueneme through special agreements to provide for City services necessary to support Port activities. On an annual basis, the Port publishes an Annual Comprehensive Financial Report for the prior fiscal year and adopts a budget including a debt schedule and capital plan for the current fiscal year (July 1 through June 30).

The Port of Hueneme is proud to support LiUNA 585 through our S.P.E.E.D. workforce development initiative. At Monday’s Women in Construction committee meeting, the group celebrated two milestones on opposite ends of a career journey as one member retired after 26 years of service while another completed the apprenticeship program.

Congratulations to both, and cheers to LiUNA 585 for all they do to empower and motivate women. This is workforce development in action! 👷🏽‍♀️🏗️🦺

Welcome to the United States!

Today, we were honored to welcome NYK Line’s Elder Leader as it made its maiden voyage and first-ever U.S. call at the Port of Hueneme.

This next-generation vessel can transport nearly 7,000 vehicles and is powered by liquefied natural gas, reducing CO₂ emissions by more than 30%. It is also the first shore power-ready auto carrier to visit Hueneme. Once our shore power system is complete, ships like the Elder Leader will be able to plug into the electrical grid while at berth, further reducing emissions and improving local air quality.

To commemorate this historic milestone, we presented Captain Kogo and the crew with a plaque recognizing the vessel’s inaugural call.

Thank you to NYK Line and the crew of the Elder Leader for choosing the Port of Hueneme as your first U.S. port of call. Together, we’re advancing a cleaner, more sustainable future for global trade.

From classroom to cargo terminal.

This week, interns and apprentices from the Port of Hueneme’s S.P.E.E.D. initiative toured Chiquita’s facility for an behind-the-scenes look at a complex logistics operation that gets fresh produce from ship to shelf.

S.P.E.E.D. is an innovative “cradle to career” program that takes a whole-family approach to connecting people in our community to emerging opportunities and real pathways in logistics, trade, and maritime.

Backed by a $2 million PFIP grant, S.P.E.E.D. (Sustainability, Prosperity, Education, Equity-Driven) pairs paid internships and apprentices with mentorship from working professionals. They’re not just learning about the supply chain—they’re living and breathing it on-port each and every day.

Today, we celebrated partnership, progress, and purpose.

It was an honor to welcome California State Transportation Agency (CalSTA) Secretary Toks Omishakin to the Port of Hueneme as we recognized the transformational projects made possible through California’s Port and Freight Infrastructure Program (PFIP). These investments are helping us build a safer, cleaner, and more resilient port while advancing our mission.

Secretary Omishakin closed the event with a quote from Muhammad Ali that perfectly captured the heart of the day:
