Starting July 8, 2026, the U.S. Consumer Product Safety Commission (CPSC) will require importers to electronically submit (e-Filing) product certificate information at the time of customs entry through CBP's ACE system.

This applies to any product requiring either:
• Children’s Product Certificate (CPC)
• General Certificate of Conformity (GCC)

To support compliance, CPSC is encouraging importers to begin early preparation by setting up CPSC business accounts, organizing product certification records, and coordinating with manufacturers, laboratories, and customs brokers.

The Registry-based filing method is the recommended approach, as it simplifies certificate management and reduces repetitive data submissions for recurring shipments.

Following earlier updates on 𝗖𝗔𝗣𝗘 development, U.S. Customs and Border Protection (CBP) has now confirmed to launch the first phase of the Consolidated Administration and Processing of Entries (CAPE) tool in the ACE Secure Data Portal on 𝗔𝗽𝗿𝗶𝗹 𝟮𝟬, 𝟮𝟬𝟮𝟲.
The tool will enable a more structured and centralized approach to submitting IEEPA duty refund claims.

𝗞𝗲𝘆 𝗛𝗶𝗴𝗵𝗹𝗶𝗴𝗵𝘁𝘀:
Refunds will be consolidated (including interest) rather than processed entry-by-entry.

➡️Phase 1 scope:
• Limited to certain unliquidated entries.
• Entries within approximately 80 days of liquidation.

➡️Process Overview:
• Importer of Record (IOR) or authorized broker submits a CAPE Declaration via ACE.
• CBP removes IEEPA HTS codes and recalculates duties.
• Entries are liquidated/reliquidated, with refunds issued via ACH.

➡️Action Required:
• Importers of Record (IORs) and authorized customs brokers must have an active ACE Secure Data Portal account.
• Refund recipients must provide banking details in ACE for ACH refund processing.
• IORs / Authorized brokers must submit CAPE Declarations through ACE Portal

With the system now moving into ex*****on, preparedness and data accuracy will directly impact refund timelines.
