Dear Residents and Business Owners of the Luminary and Frostbite Communities,
I hope this letter finds you well. We are reaching out to address an urgent matter concerning the Luminary-Frostbite Volunteer Fire Department. It has come to our attention that there have been significant failures in leadership, which have resulted in a concerning lack of response to emergency calls, and we believe it is crucial to inform you of the developments and actions taken by your community.
Leadership Challenges and Resignations
The Board of Directors of the Luminary-Frostbite Volunteer Fire Department, consisting of Trevor Randolph, Ella Wheeler, Nancy Brady, Shirley Scruggs, Nikol Aide, Randy Smith, and Steve Lovett, along with Fire Chief Sandra Noe, have been identified as contributing to a hostile environment. This environment led to the resignation of all firefighters in September 2025.
In the months following these resignations, the department failed to respond to 14 out of the last 41 emergency calls, with seven of these failures occurring in 2026. This represents a significant lapse in public safety, with nearly all calls since September 2025 going unanswered, putting lives and properties at risk.
Community Meeting and Immediate Actions
During the department's meeting on March 5, 2026, residents and business owners courageously voiced their concerns. Upon being confronted with these issues, the Board chose to resign immediately. In the aftermath of their resignation, an Emergency Election was held, electing Isaac Bodenlos as President, Sarah Sundblom as Treasurer, and Janet E***l as Secretary. Additionally, Cortland Terris was appointed as the new Fire Chief, who promptly accepted six applications for new firefighters.
Unforeseen Complications
As the new leadership was securing the premises, a deputy from the Bledsoe County Sheriff's Office arrived, responding to an alleged disturbance reported by the former chief. After an explanation of the events was provided, and upon clarification with county dispatch, the keys and codes were returned to the former chief to avoid further conflict. This has led to our communities being held hostage by unqualified people who do not have the communities best interest at heart.
Current Status and Concerns
Since these events, the previously resigned board has reinstated themselves and plans to conduct quarterly virtual meetings. This decision effectively reduces transparency and limits community involvement. Meanwhile, the fire department continues to fail in responding to emergency calls, risking the safety of both life and property, and mismanaging your tax and donated funds without accountability.
We urge you to stay informed and engaged, and to demand accountability from those in leadership positions. Your safety and the safety of your property depend on a functional and responsive fire department.
