🚨 Important FMCSA / DOT Reminder for All Carriers & Owner Operators 🚨

Please be aware of the latest enforcement guidance from the Federal Motor Carrier Safety Administration (FMCSA) regarding USDOT Numbers and Operating Authority (MC Numbers).

❗ DO NOT buy, sell, rent, or lease a USDOT Number or MC Number from someone online or from an unknown party. These numbers cannot legally be transferred outside of a legitimate corporate transaction.

If the FMCSA discovers that a USDOT or MC Number has been improperly sold, leased, or used by someone other than the legal entity it was issued to, they can:

• Inactivate the USDOT Number
• Revoke operating authority (MC Number)
• Cancel safety registrations
• Take enforcement action under federal law

📌 Important to understand:

🔹 USDOT Numbers are permanent identifiers — similar to a driver's license number. They belong to the original legal owner forever and cannot simply be transferred to someone else.

🔹 Sole Proprietors:
If a business is registered as a sole proprietor (for example: John Doe d/b/a Doe Trucking), the USDOT Number belongs only to that individual person. If the business is sold, the buyer must apply for their own USDOT Number and possibly their own operating authority.

🔹 Corporations or LLCs:
If the company itself is a legal entity (for example: Doe Trucking, Inc. or an LLC), the USDOT Number may stay with the company if the company is sold or ownership changes. However, FMCSA records must be updated immediately to reflect ownership changes. If the company dissolves and operations continue under a new entity, a new USDOT Number is required.

🔹 Operating Authority (MC Number):
Operating authority is generally not transferable unless it is part of a legitimate business transaction that meets FMCSA requirements. In some cases, a new authority must be obtained.

⚠️ Failure to follow these rules can result in:
• Immediate USDOT Number inactivation
• Revocation of MC Authority
• Loss of operating privileges

At All American Permits, we strongly encourage carriers to stay compliant and avoid offers online claiming to sell or lease DOT or MC Numbers. These situations often lead to serious compliance issues.

✅ If you have questions about starting a new authority, transferring ownership correctly, or staying FMCSA compliant, feel free to reach out to us.

Stay safe, stay compliant, and protect your business!

🚛 FMCSA Rulemakings Target Chameleon Carriers & Driver Training Reform

The Federal Motor Carrier Safety Administration (FMCSA), under the U.S. Department of Transportation, has announced proposed rule changes aimed at strengthening safety and accountability in the trucking industry.

Here’s what you need to know:

🔎 Crackdown on “Chameleon Carriers”
These are companies that shut down and reopen under new names or DOT numbers to avoid penalties or poor safety ratings. The new proposals would tighten identity verification and registration controls to prevent unsafe carriers from slipping through the cracks.

🎓 Stronger Driver Training Oversight
FMCSA is also targeting gaps in entry-level driver training programs. Proposed changes would increase oversight of CDL training providers and reduce the risk of fraudulent or substandard “CDL mills.”

🛑 More Accountability & Enforcement
The goal is to make it easier and faster to suspend non-compliant carriers and ensure proper standards are met before companies operate on our roads.

🚦 Why This Matters
These changes are designed to improve roadway safety, protect compliant carriers, and ensure drivers receive proper training before getting behind the wheel.

As always, All American Permits is here to help you stay compliant and informed.

🚨 Heads Up, Motor Carriers! 🚨
The U.S. Department of Transportation (DOT) just announced a major update — they’ll soon begin using artificial intelligence to verify that carriers have a legitimate Principal Place of Business (PPOB) with a real physical address. This new system is designed to close a long-standing enforcement gap and catch companies using:
❌ P.O. Boxes
❌ Virtual offices
❌ UPS Store addresses
These have always been prohibited, but large-scale enforcement was tough to manage — until now.⚠️ If your company’s business address isn’t compliant, don’t wait. Take a minute to review it and make any needed updates.

Paper logs making a comeback? 👀
FMCSA is considering a request that would allow truckers to use paper logs instead of ELDs for duty status records.
Do you miss paper logs, or are ELDs here to stay? 🤔

The Florida Department of Highway Safety and Motor Vehicles announced that starting Friday, February 6, all driver license knowledge and skills exams will be administered exclusively in English. The change applies to all driver license classifications, including oral exams.

*Previously, knowledge exams for most non-commercial licenses were available in multiple languages, while Commercial Learner’s Permit and Commercial Driver License exams were offered only in English and Spanish. Under the new policy, all driver license testing statewide will be conducted in English.

The department has updated its testing system to implement the change. Language translation services will no longer be allowed, and printed exams in languages other than English will be removed.

FLHSMV said the move is intended to promote clear communication, understanding of traffic laws, and safer roadways for Floridians and visitors.

Beginning, Friday, February 6th, all driver license knowledge and skills examinations will be administered exclusively in English.

FMCSA is changing how everyone registers with USDOT. Motus is the new system, and it will eventually replace the old registration tools.

If you got an email from FMCSA this week telling you to prepare for Motus, you might have rolled your eyes. Another promise to modernize. We’ve heard this song before. This one actually matters. All of us at All American Permits are heartbroken to learn that another law enforcement officer has been tragically killed while serving our community. Many will never fully understand the sacrifices these brave men and women make each time they put on the uniform.
END OF WATCH
Florida Deputy Terri Sweeting-Mashkow, a 25-year veteran of the Sheriff’s Office, was shot and killed on Friday while attempting to serve an eviction notice.
Please keep her family, loved ones, and fellow deputies in your thoughts during this incredibly difficult time. May her soul rest in eternal peace, and may her beautiful smile continue to shine down on all who knew and loved her.
May God protect all the men and women who put on the uniform each day to keep our communities and families safe.
