The U.S. administration released a new fact sheet with additional details about a new trade agreement with China. Changes include suspension of export controls on rare earth elements, a reduction in fentanyl tariffs imposed on Chinese imports by 10% beginning Nov 10, and Section 301 tariff exclusions extension.

In addition, U.S. Customs and Border Protection issued new guidance on the import adjustment offset applicable to Section 232 duties on auto parts and new heavy-duty vehicle (25%) duties that went into effect November 1.

U.S. Customs released additional guidance under Proclamation 10976, impacting timber, lumber, and wood-based products effective October 14, 2025.

The new Section 232 duties range from 10%–25%, depending on product type and country of origin:

🪵 Softwood lumber – 10%

🪑 Upholstered wooden furniture – 25% (except UK, EU, Japan)

🚪 Kitchen cabinets & vanities – 25% (except UK, EU, Japan)

Products originating from the UK will face a 10% duty, while imports from the EU and Japan will be subject to a 15% duty.
