单周暴跌17.9%，欧线运费上演高台跳水丨壹航运

据壹航运最新获悉：上海航运交易所发布的最新一期航运数据显示，9月13日，上海航运交易所发布的上海出口集装箱综合运价指数为2510.95点，较上期下跌7.9%

值得注意的是，上海-北欧航线运价连续第三周“跌停”，本周直接单周暴跌17.9%；并且在过去一个月里，上海-北欧航线运价累计下跌了将近四成（38.3%）

与此同时，上海出口至地中海航线的市场运价在本周也录得两位数下跌，跌幅为12%

各大主要航线运价如下：

美西基本港市场运价（海运及海运附加费）为5494美元/FEU，较上期下跌2.0%

美东基本港市场运价（海运及海运附加费）为6838美元/FEU，较上期下跌9.0%

上海航运交易所报告称，目前欧洲经济预期不容乐观，加上欧洲航线运力处于较高水平，欧线传统旺季有提前结束的趋势。本周，市场货量下滑，多数航商开启降价揽货策略，市场竞争加剧。

再看美线市场，美东港口形势愈发严峻，工人罢工的可能性也越来越大，托运人正将他们的货物从美国东海岸转移到西海岸，以避免计划于10月举行的美东码头罢工带来的影响，这也导致了需求下降。

Freightos首席分析师Judah Levine解释说：“由于我们现在已经超过了在罢工前将集装箱从亚洲转移到东海岸的最后期限，因此有更多的报道称承运人提供折扣，并且预计东海岸的价格可能很快会大幅下降。”

“随着越来越多的货运量从东部和墨西哥湾转移到西海岸，这个最后期限可能会给西海岸的运价增加一些浮力。”

长滩港8月吞吐量数据出炉：进口箱量大涨40.4% | 壹航运

113年历史上最强劲的一个月

据壹航运获悉：近日，美西知名港口--长滩港（Port of Long Beach）公布了今年8月集装箱吞吐量数据。

长滩港表示，这是其113年历史上最强劲的一个月，主要原因是航运旺季，零售商在潜在的关税上调以及东海岸和墨西哥湾沿岸海港正在进行的劳工谈判之前加快了货运速度。

数据显示，今年8月份，长滩港码头工人和码头运营商处理了913,873个标准箱货物，比去年同期增长了33.9%

其中进口重箱增长40.4%至456,868TEU，出口重箱同比增长12%至104,646TEU；空箱总量增长33.7%，至352,360TEU。

再看2024年前7个月，长滩港的吞吐量为608.7875万TEU，比去年同期增长了21.9%

长滩港首席执行官Mario Cordero表示：“货物改道和对即将到来的关税的担忧正在为我们创造一个繁忙的旺季。”
“我们为今年剩余时间的出货量上升和持续增长做好了准备，我们拥有专门的海滨劳动力、现代化的基础设施和码头的充足产能。”
与此同时，长滩港委员会主席Bonnie Lowenthal也表示：“随着我们继续快速、可靠和可持续地运输货物，码头上的活动正在创纪录地繁忙。”

Most China Tariff Exclusions to Expire June 14

Importers of hundreds of goods from China will face higher costs starting June 15 after the Biden administration declined to renew Section 301 tariff exclusions for those goods. However, exclusions for more than 150 other goods will remain in place for another year. According to the Office of the U.S. Trade Representative (USTR), all current exclusions (including 352 covering these products as well as 77 for these medical care products) are being extended through June 14. These exclusions are available for any product that meets the specified HTSUS numbers and product descriptions, regardless of whether the importer filed an exclusion request.

June 28 Deadline for Comments on Proposed Tariff Increases on Imports from China

The Office of the U.S. Trade Representative (USTR) will accept public input from May 29 through June 28 on its previously announced proposal to increase certain tariffs on some $18 billion worth of Chinese goods, establish an exclusion process for a limited number of products, and make other changes. These recommendations are included in USTR’s report on its review of the Section 301 tariffs, which were first imposed in 2018 to persuade China to modify its “harmful technology transfer-related acts, policies, and practices.” USTR Katherine Tai said that while the tariffs have been somewhat successful in that regard, “further action is required.”

OFAC Determination, Prohibitions Related to Imports of Aluminum, Copper, and Nickel of Russian Federation Origin

The Treasury Department’s Office of Foreign Assets Control (OFAC) on April 12 updated Executive Order 14068 1(a)(i)(A), 1(b), and 5, to include aluminum, copper, and nickel of Russian Federation origin by issuing the following determination.

As a result, the import and entry into the U.S., including imports for admission into a foreign trade zone located in the U.S., of aluminum, copper, and nickel of Russian Federation origin is prohibited, except to the extent provided by law, or unless licensed or otherwise authorized by OFAC.

This determination excludes aluminum, copper, and nickel of Russian Federation origin that was produced before April 13.

Prohibited products imported after April 12 will require production level documentation to determine admissibility. Reach out to the local port of entry if assistance is required.

BIS 更正 – 更改许可证例外 NAC

BIS Correction – Changes License Exception NAC

The Bureau of Industry and Security (BIS) issued an interim final rule; request for comments; technical corrections on April 4, effective same day which “corrects inadvertent errors” and makes clarifications to the previously issued “Export Controls on Semiconductor Manufacturing Items” (SME IFR) and “Implementation of Additional Export Controls: Certain Advanced Computing Items; Supercomputer and Semiconductor End Use; Updates and Corrections” (AC/S IFR).

Prior to this rule, license exception Notified Advanced Computing (NAC) could authorize certain transactions which required an authorization number from BIS and could also authorize certain transactions which did not require a specific authorization number from BIS. One of the several amendments made by the rule is the addition of a new license exception Advances Computing Authorized (ACA). This new license exception replaces the portion of license exception NAC which does not require an authorization number from BIS.

A BIS policy official indicated that license exception ACA will be license type C68 in the Automated Export System (AES). The policy official said that their office will work with the Census Bureau and Customs and Border Protection (CBP) to update the C68 information in AESDirect and the AESTIR Appendix F in the coming weeks.

Freight Forwarders should reach out to their exporter customers with license and license exception authorization concerns.

Chairman Maffei’s Statement Before Senate Committee on Commerce, Science and Transportation

FMC Chairman Daniel Maffei on Feb. 28 testified before the Senate Committee on Commerce, Science and Transportation on the ocean shipping industry. In his prepared remarks, Chairman Maffei shared the agency’s progress following the enactment of the Ocean Shipping Reform Act of 2022, the improvements in freight fluidity since COVID-19, and the role of the FMC in addressing issues in the industry, including engaging ocean carriers about compliance, issuing a new rule on demurrage and detention billing practices, and increased enforcement capabilities. For example, the Commission has received an influx of new cases, nearly double the number of cases seen in 2020. Moreover, the Office of Consumer Affairs and Dispute Resolution Services is handling over 100 requests each month.
