🚨 FMCSA Compliance Alert: URS, e-ID, and Non-Domiciled CDL Changes! 🚨
The Federal Motor Carrier Safety Administration is moving quickly on major regulatory and technological shifts that impact every carrier, safety manager, and driver. Humphrey Transportation Consultants, LLC has summarized the critical updates you need to know:
1️⃣ URS System Revamp:
The Unified Registration System (URS) is being overhauled to simplify registration, streamline identification, and incorporate enhanced verification tools to combat fraud. Get ready for a smoother, more secure online process.
2️⃣ Electronic ID Technology (Proposed Rule):
The FMCSA is moving to require all interstate commercial vehicles to be equipped with electronic identification technology. This tech will wirelessly transmit a unique ID number to enforcement officers, allowing the DOT to prioritize and focus inspections on high-risk carriers with known safety issues.
3️⃣ CDL Drug & Alcohol Clearinghouse Obligations:
The Clearinghouse remains mandatory since its launch in January 2020. Carriers must conduct pre-employment queries and annual checks thereafter. Remember: Drivers must grant permission to each carrier, and all query results must be documented in the Driver Qualification File!
4️⃣ Tightened Non-domiciled CDL Rules:
An emergency rule, implemented in September 2025, has significantly tightened criteria for non-domiciled CDLs (licenses for drivers residing outside the U.S.). New requirements include specific employment-based visas and mandatory verification via the SAVE system. Licenses are now restricted to a one-year maximum validity and require in-person renewal.
