Three FMCSA rules just changed — and they may simplify a few things for your fleet.

✔ No more self-reporting out-of-state tickets
CDL holders no longer have to manually report out-of-state traffic convictions. States now exchange that information electronically.

✔ The paper ELD manual is no longer required
Drivers do not need to keep a physical copy of the ELD manual in the truck. They still need to know how to operate the device and produce records during a roadside inspection.

✔ Roadside inspection reports only go where requested
Carriers and intermodal equipment providers now only have to submit completed inspection reports to states that specifically request them.

These are final rules effective July 22, 2026 — not proposals.

Also important: FMCSA’s new MOTUS system is now live for registration and authority filings, replacing the older URS, Licensing & Insurance and Portal systems. Portal Company Officials will need to log in with their FMCSA Login.gov credentials and claim their USDOT number.

Important Ohio CDL Update

Ohio BMV will be mailing notices to approximately 5,000 non-domiciled CDL holders due to updated FMCSA eligibility rules.

Some drivers may receive a CDL downgrade notice. If the issue is not corrected, their CDL could be downgraded to a regular Class D license 30 days after receiving the notice.

Motor carriers should make sure any affected drivers are checking their mail and responding immediately.

This does not apply to most Ohio CDL holders or CDL holders with permanent legal residence.

Speed Limiters: The proposed mandate for speed limiters on vehicles over 26,000 lbs is being REMOVED from the agenda.

Automatic Emergency Braking (AEB): Expect the final regulation mandating AEB for heavy trucks to be published this year.

Underride Guards: NHTSA is still analyzing comments regarding potential side underride guard requirements for trailers.

📝 CARRIER & DRIVER COMPLIANCE

Drug & Alcohol Clearinghouse: Plans are underway to increase driver violation visibility to keep unsafe drivers off the road and tighten testing rules.

English Proficiency: Authorities have intensified enforcement of current English proficiency requirements for commercial drivers.

ELD Rules: The FMCSA is working to streamline and improve the clarity of current ELD regulations.

🚨 ATTENTION CDL Drivers: DOT Policy on Ma*****na Rescheduling

The news is buzzing about the President’s Executive Order to reschedule ma*****na to a Schedule III drug. But what does this mean for your CDL?

The short answer: NOTHING HAS CHANGED YET.

The DOT recently clarified that until the rescheduling process is 100% complete:

Ma*****na remains a Schedule I drug for transportation employees.

Drivers are still prohibited from using ma*****na (medical or recreational).

Drug testing regulations and CBD guidance remain fully in effect.
