🇺🇸 U.S. Trucking Industry Market Brief | May 18 – May 22, 2026
Supreme Court Ruling Shakes Broker-Carrier Dynamics
A unanimous 9-0 Supreme Court ruling has sent shockwaves through the industry, fundamentally altering the legal landscape for freight brokers and carriers. The decision has already intensified scrutiny regarding carrier selection, broker process discipline, and compliance expectations. Industry experts warn that this ruling may lead to higher insurance costs and reduced effective capacity in the long term as firms adjust to the new regulatory reality.
Roadcheck Week Causes Capacity Crunch
The industry experienced a significant tightening of capacity this week, largely driven by the annual International Roadcheck event, with reports indicating over 13,000 trucks were parked during the effort. This concentrated enforcement period—combined with month-end shipping pressure and the lead-up to Memorial Day—pushed spot market pricing sharply higher. Available truck supply remains unable to keep pace with current demand, creating a highly reactive pricing environment for shippers.
Federal Legislative Push on Infrastructure & Safety
The House Transportation & Infrastructure Committee has advanced the «BUILD America 250 Act,» a major 1,000-page bill aimed at reauthorizing surface transportation programs. The legislation includes $750 million in dedicated funding for new truck parking construction, along with mandates for the FMCSA to remove noncompliant CDL training providers. Additionally, the bill includes the Motor Carrier Safety Screening Modernization Act, designed to grant motor carriers better access to driver safety history records.
