USDOT proposes drone restrictions for rail, infrastructure sites

The U.S. Department of Transportation (USDOT) on Wednesday (May 6, 2026) issued a proposed rule through the Federal Aviation Administration (FAA) that would allow companies — including railroads — to apply for restrictions on drone operations around their critical infrastructure sites.

Comments on the proposed rule can be submitted through July 5. The rule would establish a two-tier restriction on drone operations in eligible critical infrastructure zones. One requires drone operators to meet specific safety and security standards to operate in the zones, and another would bar any drone usage in the zones unless authorized by the FAA and the sponsoring agency.

If approved, the FAA would create a website on which companies could apply for drone restrictions on their sites. Applicants must demonstrate that drone restriction is necessary for aviation safety, national security or protection of people and property. Railroads that use drones in their own operations, for example, could apply for restrictions at their sites to ensure there are no outside drones in the airspace.

Approved restricted zones would have defined boundaries, and violators could face civil or criminal penalties, USDOT officials said in a press release.

Proposed eligible site categories include transportation systems, industrial manufacturing and chemical facilities, commercial sites, public utilities, public services, technology hubs and government facilities.

Reconstruction and resurfacing of Timberlane Road (S-02-494) has been completed in accordance with the originally published schedule and the road was reopened to vehicular traffic as of 12:00 PM (noon) today.

While additional paving work and contractor cleanup will continue tomorrow (Monday, June 23) in front of Carolina Eastern’s scale entrance, east of and adjacent to Timberlane Road, it will not interfere with the passage of vehicular traffic in the roadway.

Please do slow down and exercise caution when passing Carolina Eastern tomorrow as the contractor completes his work near the roadway.

*** Timberlane Road Update ***

Due to the asphalt plant supplying asphalt for Aiken Railway’s Timberlane Road project deciding just a couple of hours ago to NOT run the asphalt needed for Saturday’s resurfacing of the Carolina Eastern industry track crossing, AIKR is going to be forced to close the section of Timberlane Road between Park Avenue SE S-02-817 and Colleton Avenue SE S-02-169 early. This second closure, originally scheduled to start at 12:00 PM (noon) Friday, June 20, will now begin instead at approximately 5:00 PM Thursday, June 19 (19 hours earlier than planned).

This early closure of the second crossing on Timberlane Road will enable the contractor to work into the night tonight in order to have the reconstruction of the industry track complete and ready for asphalt by Friday afternoon, ahead of the new deadline given by the asphalt plant.

The first closure (the crossing over AIKR’s Mainline) will also reopen 2 hours later than originally planned, by 10:00 AM Friday, June 20. The second closure will extend to its originally planned time of 12:00 PM (noon) Sunday, June 22. Posted detour routes remain unchanged.

Aiken Railway apologizes for these additional hours of inconvenience as we work to improve these two rail highway grade crossings on Timberlane Road. Thank you for your continued patience and understanding.

Our compliments to SCDOT for handling an emergency shutdown of I-20 in Aiken County in *record* time (~36 hours).

At approximately 4:00 AM June 14, the overpass at Old Vaucluse Road collapsed due to damage from an explosive gasoline fire following an automobile-commercial fuel truck wreck, closing I-20 in both directions.

In the hours that followed, the fire was extinguished, the bridge was demolished, debris disposed of, the site cleaned up, I-20 was resurfaced as necessary and traffic was restored on I-20 by about 4:00 PM June 15.

Absolutely remarkable response and performance! Our hats are off to SCDOT this afternoon.

Aiken Railway will be performing track maintenance and resurfacing of two rail-highway grade crossings located on Timberlane Road (S-02-494) between June 18, 2025, and June 22, 2025.

The area of Timberlane Road forming the rail highway grade crossing (railroad’s Main track) between Park Avenue SE S-02-3 (north of the railroad’s Main track) and Park Avenue SE S-02-817 (south of the railroad’s Main track) will be closed for approximately 48 hours, beginning 8:00 AM Wednesday, June 18, 2025, through 8:00 AM Friday, June 20, 2025.

The area of Timberlane Road forming the rail highway grade crossing (industry track serving Carolina Eastern) between Park Avenue SE S-02-817 (south of the railroad’s Main track) and Colleton Avenue SE S-02-169 (north of South Boundary Avenue SE) will be closed for approximately 48 hours, beginning 12:00 PM (noon) Friday, June 20, 2025, through 12:00 PM (noon) Sunday, June 22, 2025.

Congratulations to our friends at Norfolk Southern for successfully restoring service to Asheville, NC yesterday… an incredible milestone given the tremendous devastation from Hurricane Helene along their line between Knoxville, TN and Salisbury, NC. While there is much work remaining, it is a testament to their resolve to restore service to the Asheville community.

Yesterday marked a momentous milestone: non-revenue Train 98A passed through Asheville’s River Arts District—an area that was completely underwater just months ago during Hurricane Helene.

The line between Asheville and Newport was among the hardest hit. Remote terrain, heavy flooding, and mountain conditions wiped out entire stretches of track.

Thanks to the relentless work of our railroaders, this train rolling is a powerful reminder of how far we’ve come.

Many of our team members call this area home and took great pride in restoring service to Asheville. Their hard work and commitment were vital not only to our recovery but also to the communities we serve.

Recovery efforts are still underway, but this progress speaks volumes about the resilience, determination, and grit of Team NS.
