Today, Bolivar County Council on Aging, Inc. (BCCOA) proudly celebrates the remarkable career and legacy of our Executive Director, LaShonda McKinney, as she marks 28 years of dedicated service to public transportation and the communities of the Mississippi Delta.

LaShonda often reflects on her humble beginnings in transit and is quick to credit her success first and foremost to our Lord and Savior, Jesus Christ, as well as the many mentors, colleagues, and supporters who have shared their wisdom, guidance, and encouragement throughout her journey.

Over the past 28 years, LaShonda has served BCCOA in various leadership capacities, helping transform the organization into one of Mississippi’s leading public transportation providers. Under her leadership, BCCOA evolved from a small demand-response system into a regional transportation network serving thousands of riders across multiple counties. Her vision and innovation led to the development of a new marketing brand, logo, vehicle paint scheme, and strategic outreach efforts that increased the visibility and impact of public transportation throughout the region.

Through her commitment to service, BCCOA has expanded access to employment, healthcare, education, healthy food options, and social destinations for residents in rural communities. She has cultivated strong partnerships with educational institutions, healthcare providers, social service agencies, workforce development organizations, and fellow transit systems, ensuring transportation remains a bridge to opportunity rather than a barrier. The result has been a measurable improvement in the quality of life for individuals and families across the Mississippi Delta.

While LaShonda is known for her quiet demeanor and humble spirit, her impact has never gone unnoticed. She often chuckles when recalling a special acknowledgment from Transportation Commissioner Willie Simmons, who has affectionately referred to her as “Harriet Tubman” because of her quiet, unassuming nature and her unwavering commitment to helping people reach opportunities that improve their lives. Though she may not seek the spotlight, her work has helped countless individuals find access to jobs, healthcare, education, and essential services throughout rural Mississippi.

A respected leader within the transportation industry, LaShonda has received recognition at the local, state, and national levels for her leadership, innovation, and dedication to public service. Her accomplishments reflect not only professional excellence but also a genuine passion for serving others.

Yet, despite her many achievements, LaShonda is always the first to acknowledge that success is a TEAM effort. She frequently expresses gratitude for the DEDICATED employees, board members, partners, stakeholders, and community supporters who have helped carry out the vision and mission of BCCOA. Together, they have built an organization committed to improving lives through safe, reliable, and accessible transportation.

As we celebrate this milestone, we honor not only 28 years of service, but also 28 years of faith, leadership, perseverance, innovation, and compassion. LaShonda McKinney’s legacy is not measured solely by miles traveled or programs developed, but by the lives touched, opportunities created, and communities strengthened along the way.

We extend our congratulations to all BCCOA drivers who participated in the Mississippi Public Transit Association 2026 Roadeo, held in Starkville, MS, this weekend.

Over 50 participants from across Mississippi convened to compete for the opportunity to represent the state at the National CTAA Roadeo Expo in Omaha, NE, in May 2026. Representing BCCOA were Janice Shoulders and Wade Shepard, Jr. in the van division, and Obbie James and Matthew Brown in the bus division.

Congratulations to Matthew Brown, a first-time competitor, who won first place in the bus division.

Bolivar County Council on Aging, Inc. is doing truly outstanding work in Bolivar County by ensuring that families—regardless of their financial circumstances—have access to transportation for essential appointments for themselves and their loved ones.
Friends of the Environment, a small nonprofit serving Bolivar County, partnered with the Bolivar County Council on Aging in early January to support a family in distress. Without the reliable transportation services provided, this family would have missed critical opportunities to receive much needed assistance.
A special acknowledgment goes to Doris Green, Mobility Manager for Delta Rides, who went above and beyond the call of duty. My community partner, Delta Community Solutions (Jackie Hawkins), learned of my need to find transportation for the family and posted a request for help on Facebook late in the evening. Within an hour, Doris reached out and committed to transporting the family herself the next morning. Her kindness, professionalism, and genuine dedication to serving others were truly inspiring.
I was so overwhelmed with gratitude that I attempted to offer her a tip, which she kindly refused, saying, “This is just what I do. I am committed to this work, and I love what I do!” Her words—and her actions—speak volumes about her character and her heart for the community.
The agency’s other employees also demonstrated friendly, professional, and compassionate service that was genuinely heartwarming. I am deeply grateful for the opportunity to work alongside such an exceptional team. Hats off to the Bolivar County Council on Aging Transportation Crew for their dedication and care. This partnership was truly impactful.

Great evening all,
It is unfortunate some of our transit drivers are without electricity and can not get out of their homes. We are praying for everyone’s safety. The buses are not running as the road conditions are not safe at this time. Thank you and we do apologize but safety is our main priority.
