CMSA conducts an annual Legislative Day in Sacramento. In 2026, our legislative priorities include:
Clean Truck Check Program
CMSA supports reforms that align testing frequency with vehicle mileage, ensuring environmental goals are met without imposing unnecessary burdens on small businesses operating low-mileage fleets.
Indirect Source Rules
CMSA opposes current efforts to regulate indirect sources of emissions further, as they would exacerbate California’s existing affordability crisis by adding another layer of regulation and fees on already-regulated sources.
Ma*****na Research & Impairment Standards
CMSA supports federal and state initiatives that fund and prioritize ma*****na research, specifically aimed at developing reliable intoxication tests, establishing impairment standards, and integrating advances into workplace and public safety regulations.

California Moving and Storage Association (CMSA) members met with Congressman Ed Case during our recent ATA MSC Call on Washington. We discussed issues impacting the Moving and Storage industry and our customers.
1. Military Moving and the challenges of CMMC Level 2, particularly devastating for small businesses that make up the backbone of service.
2. Moving Fraud and the need for FMCSA to utilize the Memorandum of Agreement even more broadly for state agency enforcement. California Bureau of Household Goods and Services is a model of success for the program.
3. Common Sense Housing Policy. Mortgage portability and CMSA's own initiative for a tax exemption on the sale of a primary residence for Senior Citizens.
4. Litigation Justice. Nuclear Verdicts and their catastrophic impact on business.
