High Operating Costs Plague Private Trucking Fleets

From rising insurance costs and ballooning driver wages to everyday expenses, operations costs for private fleets are reaching troubling new heights. Inflation and other big-picture economic challenges are blowing budgets and creating an economic burden that’s only worsening with time. Of all the factors contributing to crippling operations costs for private fleets, one stands above the rest: the high price of fuel.

“Fuel is our biggest expense,” says Brian Piraino, Senior Transportation Manager at HP Hood. “We do have the benefit of having our own tanks on site, but trying to overcome the increased [prices] in the last couple of years is not as easy as people might think.”

Some operations are able to offset rising fuel costs by hedging diesel futures in advance. Others choose to negotiate with suppliers in real-time, riding the waves of changing prices in search of the best deal. Such is the case at HP Hood.

“We have some solid business partners throughout all regions, so we try to negotiate as best we can,” HP Hood fleet manager Dennis Wilson says of his fleet’s strategy for purchasing fuel. “When we’re doing 8,000 to 10,000-gallon drops at a time, we try to be strategic with that planning.”

Low Inventories And High Costs: A One-Two Punch For Private Fleets

Low availability of new equipment as well as the parts needed to keep existing equipment in operation is one of the biggest struggles facing private fleets today.

“Whether a guy is broken down on the road and he needs a subunit, or we just need a rental for a week, the supply of those vehicles seems to have disappeared,” says Brian Piraino, Senior Transportation Manager with dairy company HP Hood.

When fleet managers do gain access to the equipment they need, prices are sky high thanks to inflation and high demand. Piriano estimates that cost of tires has gone up by 30% or more for HP Hood’s fleet.

“The cost of a new trailer went up 66%,” says HP Hood Fleet Manager Dennis Wilson. “When we order bundles of trailers, it hurts.”

FMCSA Denies Livestock Haulers HOS Exemption

Federal trucking regulators have denied a joint application request for an exemption that would allow truckers transporting livestock, insects, and aquatic animals to drive a total of 15 hours during the 16-hour period following 10 consecutive hours off duty.

The joint exemption request, first announced publicly in February 2019, was made by the National Cattlemen’s Beef Association, Livestock Marketing Association, American Farm Bureau Federation, American Beekeeping Federation, American Honey Producers Association, and National Aquaculture Association.

“The Federal Motor Carrier Safety Administration analyzed the application and public comments and has determined that the exemption would not achieve a level of safety that is equivalent to, or greater than, the level that would be achieved absent such exemption,” the agency announced Nov. 29.

The Federal Motor Carrier Safety Administration has issued a proposed rule establishing financial security requirements for freight forwarders, taking further action on legislation that stretches back over a decade.

The rule defines freight forwarders as “primarily those entities that assume responsibility for the transportation from the place of receipt to the place of destination, or use any part of the transportation for a carrier.”

The proposal calls for the implementation of certain requirements under the Moving Ahead for Progress in the 21st Century Act signed into law in 2012. Previously, FMCSA implemented a MAP-21 requirement to increase the financial security amount for brokers from $25,000 to $75,000 for household brokers and from $10,000 to $75,000 for all other property brokers. Financial security standards for freight forwarders were established for the first time.
