Here is what we think on non English speaking, understanding etc truck drivers and even owner operators (GOD HELP US) (how in the hell does that even happen)
If they get by with that , then nobody run ELD or logbook
If nobody run a log or ELD it may or may not wake them up, but it would be fun anyway.

Seriously though , no english, no understanding of english no drive .
