Southwest Iowa Planning Council Southwest Iowa Planning Council (SWIPCO) is the Council of Government serving the eight southwest Counties and Communities of southwest Iowa.

SWIPCO was formed in 1975. Our goal is to promote regional cooperation as well as to serve the counties and cities within our region with community and economic development activiites to improve the quality of life for all residents in Southwest Iowa. We are governed by a 17 member Policy Council, which includes one supervisor from each county board, six citizens who are appointed by the county bo

ards and three that are selected by the Council. These members represent business, education, human services, economic development, etc. SWIPCO employs 19 office staff and 55 transportation drivers. This staff offers a variety of services including but not limited to plan writing, grant writing and administration, city codes and ordinances, review of funding sources, public transportation, economic development, and addressing housing needs within our communities.
