The City of Athens will host an open house for the Athens Municipal Airport Airport Layout Plan update from noon to 1:30 p.m. Tuesday, May 26, in the Derek Daniels Conference Room at the Athens Partnership Center, 201 W. Corsicana St. to share proposed development alternatives for the airport and gather public feedback.

The open house is part of the City’s ongoing update to the Airport Layout Plan, which serves as the long-range development blueprint for Athens Municipal Airport and helps guide future improvements in compliance with FAA standards. The update comes as the City prepares to move forward with approximately $14 million in state-funded airport improvements approved during the 2025 legislative session.

Residents and stakeholders are encouraged to attend, review the proposed alternatives, and provide input as the planning process moves forward.

The Athens City Council on Monday, Dec. 22, approved a contract with the engineering firm Garver to update the Airport Layout Plan for Athens Municipal Airport, a required step before the City can move forward with future airport improvements.

The Airport Layout Plan (ALP) is the airport’s long-range planning document. It defines existing conditions, identifies future development needs, and establishes airspace protections required for design and construction.

The City was awarded $14 million in airport construction funding during the 2025 legislative session. That funding cannot be accessed until the ALP is updated and approved by state and federal aviation officials.

The total cost of the planning and zoning work is $317,304. Ninety-five percent of the cost will be paid through a federal Infrastructure Investment and Jobs Act grant. The city’s required local match is $15,865.20, which will be paid from the Economic Development Fund and was previously approved by council.

City Manager Elizabeth Borstad said updating the ALP also addresses long-standing airspace issues tied to the airport’s existing plan.

“Once the ALP is updated, the FAA will provide comments to TxDOT, and that helps us protect our airspace as we move forward with design,” Borstad said. “This will help solidify that airspace for us.”

The project includes two primary components. Garver will prepare an updated Airport Layout Plan with a narrative report documenting existing facilities, forecasting aviation activity, evaluating development options, and producing Federal Aviation Administration-compliant airport drawings. The plan will also include a 20-year Capital Improvement Program outlining phased projects, estimated costs, and potential funding sources.

Garver will also develop updated height hazard zoning and land-use maps and draft a new airport hazard zoning ordinance. Because the airport’s airspace extends beyond the city limits, the project includes coordination with Henderson County to support compatible zoning and airspace protection.

The work approved Monday is limited to planning and regulatory updates. It does not include construction or engineering design, but it establishes the framework required for future airport improvements.

What an extraordinary legacy Captain Carol “Dad” Dyson leaves behind. A proud Vietnam veteran, he served his country with courage and honor, embodying the very best of what it means to be a patriot and a pilot. Beyond his years of military service, Captain Dyson built a life centered on aviation, passion, and community.
Through his business at Athens Municipal Airport, Dyson Aviation, he not only kept the skies alive with the sound of engines and propellers but also fueled countless dreams. He was my very first flight instructor in the late 1990s, and like so many others, I was shaped not only by his skill and knowledge but also by his patience, wisdom, and quiet encouragement.
Captain Dyson touched the lives of all who crossed his path—students, fellow pilots, and friends. His influence extended far beyond the cockpit, leaving a lasting imprint on hearts and futures. The lessons he imparted were not only about flying, but about character, perseverance, and the joy of chasing horizons.
We honor him not only for what he did, but for who he was: a mentor, a leader, and a true aviator whose spirit will forever soar in the skies above us.
