How to get Taiwan Stimulus Vouchers as a foreigner living in Taiwan:

Go to the banking side of the post office.
Bring your APRC, NHS card, and NT$1,000. The stimulus voucher is 三倍券 Sān bèi quàn.
They'll scan the NHS card chip and you'll sign something.
Then you get a receipt and an envelope with NT3000 vouchers. Spend them anywhere that issues government receipts.
