🔊 LA Port Authority sued for breaking agreement to build new terminal

Failure to secure support for the project from the union representing dockworkers led to the decision to terminate the planned facility, according to the lawsuit.In a 15-page complaint filed in LA Superior Court, Harbour Performance Enhancement Centre alleges that it spent four years and $2 million on its planned facility at Terminal Island that would use a "hub and spoke" model to store and access shipping containers at the site, reported Los Angeles Times.Port officials supported the project, according to the lawsuit, and granted the company an exclusive negotiating agreement. However, last month the port of LA's executive director Gene Seroka told the company that the facility was "infeasible", but failed to provide a reason as to why.The lawsuit names the port of Los Angeles, the Board of Harbour Commissioners and the city of LA, and asks a judge to overturn the decision.The company's lawsuit states it started working with the port on the proposed facility in 2015. It received a permit for a pilot study, conducted an environmental review on the site and secured $130 million in financing.In 2018, Mr Seroka told the company it also needed to gain support from the International Longshore and Warehouse Union (ILWU) for the project to go ahead, according to the lawsuit. The union represents 10,000 workers at the ports of Los Angeles and Long Beach."The company would have to guarantee to grant the union jurisdiction and exclusive rights to provide trucking services," according to the lawsuit."Rather than help mediate with the ILWU or insist that the ILWU negotiate in good faith, executive director Seroka, in April 2018, advised petitioners in writing that they must accommodate the ILWU's demands because 'they [ILWU] run the port,'" the suit states.

🔊Trade war causes China box exports to US to slump 6.5pc from January-May

According to statistics from Alphaliner Chinese exports to the US decreased to 3.87 million TEU in the first five months compared to 4.14 million TEU in the year-ago period.However, despite the trade war tensions China remains by far the largest origin of US containerised imports even though its share has reduced from 46 per cent in 2018 to 42 per cent this year.Overall, US container imports during the January-May 2019 period still grew by 2.8 per cent year on year to 9.31 million TEU from 9.06 million TEU as most other cargo origin countries recorded volumes increases.The next 15 largest exporters to the US after China recorded a gain of 12.1 per cent in container volumes during the January-May period, as their combined share of US container imports grew from 35 per cent to 39 per cent. However, at 3.6 million TEU, the 15 countries combined volume was still smaller than China's at 3.87 million TEU, reports Colchester's Seatrade Maritime News.Vietnam registered the largest increase at 30.7 per cent as its total exports to the US reached 564,420 TEU. "Transpacific carriers have been cashing in on the increased volumes from Vietnam, adding two new direct calls at Northern Vietnam's Haiphong port (HICT) this year to complement 12 existing calls at Southern Vietnam's port of Cai Mep," Alphaliner stated.These gains were recorded amid claims made recently by the Vietnamese government that goods of Chinese origin have been illegally relabelled as Vietnamese to avoid punitive US tariffs imposed on imports from China," the container shipping analysts said.

🔊China solar sector begs Beijing to delay subsidy cuts

The letter claims that Chinese solar companies have amassed large debts in a bid to compete with traditional power generators and therefore need up to five years more government support.On June 1, China's National Development and Reform Commission (NDRC) announced that it will install just 30 gigawatts of new solar capacity this year, down from 53 GW in 2017, in a bid to "optimism" the sector. This is likely a reference to the fact that much renewable energy capacity in China often lies idle, because it is built up rapidly in areas where demand for power is relatively low and the grid infrastructure is unable to transfer the power to areas with higher demand.The NDRC's proposals would also cancel any new solar plants that require subsidies.

🔊Maersk raises Asia-Europe rates, other carriers to follow

The North Europe component of last week's Shanghai Containerised Freight Index (SCFI) registered a 2.9 per cent increase to US$811 per TEU and for Mediterranean ports there was a 3.6 per cent increase to $783 per TEU, London's Loadstar reported.However, rates have still some way to go to match the levels of a year ago when the SCFI reading was $961 and $949 per TEU, respectively, for North Europe and the Mediterranean.Moreover, carriers have to deal with bunker prices that are one third higher than 12 months ago, as well as a big jump in ship charter rates that could eat into earnings.Maersk's new FAK rates from China to North Europe have been set at a level of $1,025 per TEU and $1,800 per FEU and are valid until May 31. However, rival CMA CGM's FAK rates, valid until the same date, are set at $850 per TEU and $1,600 per FEU.S&P Global Platts senior container pricing specialist Andrew Scorer said the future rate position of shipping lines was "fixed" with some looking for increases from the middle of the month while others are maintaining their current FAK rates and targeting an increase at the end of May."The issue is that some carriers are introducing newbuild ultra-large vessels into their schedules this month which could lead to lower than anticipated cargo allocation percentages as they are bigger vessels," said Mr Scorer.As for Drewry, it expects a "slight increase" in spot rates to Europe based on the impact of FAK hikes.By comparison, spot rates on the transpacific trade lane dipped last week with the SCFI's spot rates from Asia to the US west coast falling by 5.9 per cent to $1,382 per FEU and dropping by 2.8 per cent for US east coast ports to $2,364 per FEU

🔊New deep-water port to open this month in Haiphong, Vietnam

Haiphong is already known for its existing port. But the port is located on the River Cam, where the water runs seven metres deep at most, meaning the terminal cannot take large container ships.The new Lach Huyen International Gateway Port, however, faces the sea, where the water is 14 metres deep. The wharf also doubles that of Haiphong Port at 750 metres long and the facility will house two container cranes as well.Construction started on Lach Huyen port in 2013, with estimated costs topping US$1 billion. When the first phase is completed on May 13, the port will handle around 300,000 TEU. That number will rise to between 2 million TEU and 3 million TEU in 2019 as capacity develops.Combined with the existing port's load, Haiphong will be capable of processing approximately 5 million TEU. That would put it on a par with Ho Chi Minh City's port in the south, which handled 5.94 million TEU last year.Haiphong's shipping capacity still pales in comparison with Singapore Port, the largest in Southeast Asia at 33.66 million TEU. But the city will close in on the likes of Thailand's Laem Chabang port, which manages 7.78 million TEU, reports Nikkei Asian Review.Other infrastructure projects are complementing Haiphong's port project. A new expressway connecting the port city with the capital Hanoi cuts travel time in half to roughly 90 minutes. Another highway to Quang Ninh province in northeastern Vietnam, home to factories owned by Japanese companies, will open this year.Prime Minister Nguyen Xuan P**c, who aims to industrialise the country by 2020, says the Lach Huyen port holds the key to Vietnam's maritime strategy.Many northern Vietnamese exports that end up in North America and Europe currently go through Singapore or Hong Kong. But MOL plans to open a direct shipping lane from Lach Huyen to North America. The Japanese marine transporter expects the export business to grow under the Trans-Pacific Partnership and other free trade agreements.The emergence of major port cities in both northern and southern Vietnam is likely to affect the logistics industry throughout mainland Southeast Asia. The East-West Economic Corridor, based on a 1,500 km. road connection across Vietnam, Laos, Thailand and Myanmar, is now in operation save for some parts of Myanmar. Cross-border land travel in the area has never been easier.The Association of Southeast Asian Nations has done away with virtually all tariffs among members, and the economic community is looking to improve customs clearance. The East-West Economic Corridor could provide a path for Vietnam to export goods to Laos, eastern Thailand and other places.

"GTI has executed a splendid job, and together we were able to reduce our truck turnarounds by 40 per cent," said the leading 3PL, Allcargo Logistics's vice president, Sadanand Salian, referring to his experience with the November's test runs.Although this new system alone will not eliminate on-and-off truck buildups in the public harbour, given that as much as 85 per cent of JNPT traffic moves by road, it could go a long way to mitigating the problem.
