Many traders expected February 15, the date of the introduction of quotas, hoping that the market situation would change for the better and there would be more active trade for other grain crops. However, at the moment there is no significant improvement in the situation, the number of new contracts still remains at a low level. Charterers who have received a quota for the export of wheat and corn begin to plan shipments, but without much haste, so as not to warm up the freight market. Regarding the main destinations of shipments, the most frequent requests are to Greece, and demand has also begun to recover in the Turkish market.

On the 6th week, freight rates continue to fall in the Azov-Black Sea region. Thus, the rate for a shipment of 3,000 tons of wheat from Azov to the Marmara Sea ports is $ 34 per ton. The wheat and corn market is still in a deplorable state, there are practically no deals from Russian ports. Ukrainian wheat is trading somewhat better, so some shipowners prefer cargoes from the ports of the Black Sea. That does not allow the collapse of the freight market in the Azov sea to happen. The most active trade now is observed for subcultures, and the most popular destination is Italy, as a result of which rates to the Adriatic ports do not fall as quickly as to other destinations. It is important to note that this week was published the distribution of quotas for the shipment of wheat, corn and barley from February, 15 to the end of June, 2022. Now charterers can start planning their shipments of the above-mentioned grain products for the upcoming months.

On the 5th week, the Azov-Black Sea region records the preservation of last week's freight levels for most shipment destinations. Thus, contracts for the shipment of 3,000 tons of wheat from Azov to Marmara Sea ports are still concluded on average at the level of USD 39. Despite the fact that, in general, there is a lull in the grain market this week and it is extremely difficult for charterers to conclude sale contracts, the level of freight is maintained due to the withdrawl of some vessels to the Black Sea ports, where trade is somewhat more active. It is worth noting that this year, on the eve of the introduction of quotas, there was no strong demand for spot tonnage, as happened a year ago. The biggest demand for grain products is observed in the Italian and Greek markets, there are also requests for Cyprus and Lebanon. The Turkish market continues to record an extremely low level of demand for grain crops.

In the Caspian region, the cost of freight is gradually increasing due to the high demand for tonnage. A number of charterers are trying to ship their corn and barley cargoes to Iranian ports before export quota’s coming into force. However, some market players preferred to wait for the results of the quota allocation and not take risks with the search for spot vessels.
The water level is still quite low, which prevents the full load capacity of the vessel from being used, which also greatly affects frt rates levels.
Makhachkala is currently the main shipping port for grain cargoes. Freight cost from this port to Amirabad is USD 30 pmt.

Freight rates in the Baltic region showed an increase this week. This was influenced both by a significant reduction in the open positions of the small-tonnage fleet, and the reluctance of many shipowners to work cargo from the ports of St. Petersburg and Ust-Luga, due to ice convoy. On the 5th week, the freight rate from Ust-Luga to Gent increased to 64 euros per ton.

On the 4th week, there is a slight increase in rates in the Azov-Black Sea region after a short drop of several dollars recorded at the end of last week. Thus, contracts for the shipment of 3,000 tons of wheat from Azov to the Marmara Sea ports are concluded at the level of $ 39.
The increase is due to the unfavorable weather conditions in the Marmara sea, where, as a result of a snowstorm, traffic along the Bosphorus Strait was closed for several days and unloading operations are delayed. In general, the Turkish market is not showing positive dynamics at the moment, demand is still very low. Such destinations as Italy and Greece are more popular. Regarding the goods, shipments of wheat, corn and bran are most actively exported.
It’s important to note that the export tax on wheat is reduced for the second consecutive week and will amount to $95.8 per ton from January, 26th. The export fee on barley will be reduced from $79 to $74.4 per ton, on corn - will increase up to $50.6 per ton. The new export fee rates will be valid until February, 1st.

On the 3rd week freight rates continue to increase in the Azov Sea region for all the shipments’ directions. Thus, contracts for the shipment of 3,000 mtons of wheat from Azov to Marmara Sea ports are concluded at the level of USD 40 pmt. The tendency to increase rates is explained by the shortage of spot fleet caused by adverse weather conditions in the Black Sea. In addition, due to the approaching of the introduction of quotas for the export of wheat and corn, charterers are trying to conclude and execute as many contracts as possible before mid-February. At the same time, it is worth noting that shipments of less popular crops, such as bran, safflower, beet pulp or peas, are being carried out quite actively. Turkish warehouses are still overflowed by cargoes, so charterers are more focused on Greece, Italy and Egypt buyers.

In the Caspian region the situation remains stable, freight rates are at the last week level. The water level in Astrakhan is still low, which prevents shipowners from taking cargo up to fcc. Grain shipments are becoming significantly less in the market, which may lead to a drop in freight rates in the coming weeks.

In the Baltic, on the contrary, freight rates show a decrease. There are significantly fewer companies wishing to sign up for a voyage to England/Ireland, since it is difficult to find a back cargo and it is expensive to make a ballast passage.
There are a lot of spot positions open in the southern and western Baltic. Many European shipowners are running out of their current contracts. The main demand from charterers is for small-tonnage vessels up to 4000 mt.
