ایک اور المناک واقعے میں، بالاکوٹ کے سیاحتی مقام کاغان میں سیاحوں کی گاڑی سینکڑوں فٹ نیچے دریائے کنہار میں جا گری، جس کے نتیجے میں میاں بیوی جاں بحق ہوگئے۔ ان کا پانچ سالہ بیٹا معجزانہ طور پر بچ گیا۔ کاغان ڈویلپمنٹ اتھارٹی کے حکام کے مطابق، جاں بحق شخص کی شناخت جمشید کے نام سے ہوئی، جو حضرو، اٹک سے تعلق رکھتا تھا۔ دونوں میاں بیوی کی لاشوں کو کاغان بی ایچ یو منتقل کر دیا گیا۔ معجزانہ طور پر بچ جانے والے پانچ سالہ بچے کو ابتدائی طبی امداد اور دودھ پلایا گیا، اور وہ ورثاء کے آنے تک کاغان ڈویلپمنٹ اتھارٹی کی تحویل میں رہے گا۔ جاں بحق افراد کی میتیں ان کے آبائی علاقے حضرو، اٹک روانہ کر دی گئیں۔ حکومت اس طرح کے بار بار ہونے والے واقعات پر توجہ نہیں دے رہی۔
