What does the clause "unless otherwise provided by law" inserted in the proposed amendments to the 1987 constitution as jointly filed by the senate and HOR as a resolution means? If it passes, this means our legislature have accorded to themselves superiority over the constitution. That thru a mere law enacted by congress constitutional provisions can be redirected away from its intended spirit. It is entirely different from the clause "as maybe provided/defined by law" frequently used by the 1987 constitution on its non-executory provisions. The latter provides no room to veer away from the spirit of the provision. The former does provide such option.
