This is the kind of legislation worth applauding.
The Doktor Para sa Bayan Act (RA 11509) is not just a scholarship program. It is a structural answer to a structural problem: too many brilliant Filipino students are kept out of medicine by poverty, and too many poor and far-flung communities are left without doctors.
That is why producing 648 new scholars this year matters.
And in many ways, this feels like a tribute to the life’s work of Dr. Juan Flavier.
Flavier was the original Doctor to the Barrios—a public servant who understood that healthcare is not measured by speeches in Manila, but by whether people in remote towns, rural health units, and underserved communities can actually see a doctor when they need one.
This law carries that same spirit. It helps deserving students become doctors, then requires them to return and serve the very communities that need them most.
Hindi lang ito simpleng scholarship.
Ito ay investment sa talino ng kabataang Pilipino.
Ito ay paglalagay ng doktor kung saan matagal nang kulang o wala.
Ito ay pagpapatuloy ng diwa ni Juan Flavier: medicine not as prestige, but as public service.
More of this, please. More laws that do not merely decorate government, but actually help heal the country.
