Starting 01 September 2026, seafarers with immediate deployment needs may avail of EXPEDITE PROCESSING for their Seafarer’s Record Book (SRB) and Seafarer’s Identity Document (SID) at the MARINA Central Office only, until further notice.

Certifications will no longer be issued for expedited applications.

Regular applications, meanwhile, are being processed through batch printing, with releases expected approximately one week after processing. A separate Advisory will be issued within the week for those applications affected during systems downtime.

To avail of Expedite Processing, submit your application through the SID/SRB Expedite Portal at https://expedite-sidsrb.marina.gov.ph/ and prepare:

- Request Letter from the employing company
- Confirmed airline e-ticket
- Approved DMW Contract, notarized company contract, or Certificate of Employment
- Confirmed SID/SRB appointment

Applicants must also submit the applicable documentary requirements for SID and/or SRB issuance.

Please note: Expedite Processing is currently available at the MARINA Central Office only while services in MARINA Regional Offices are being restored.

MANILAβ€” The Maritime Industry Authority (MARINA) has activated an interim SID/SRB processing system at its Central Office, with expedited applications to resume actual SID and SRB issuance starting 01 September 2026 for seafarers with immediate deployment needs.

Expedited applications will be processed from screening through issuance of the actual SID card and SRB booklet at the MARINA Central Office in Manila starting 01 September 2026. With this, certifications will no longer be issued for expedited applications.

β€œStarting tomorrow (01 September 2026) meron na tayong expedite processingβ€”from screening to issuance. For expedited applications, maaari nang ma-issue ang SID card at SRB booklet sa MARINA Central Office,” MARINA Administrator Sonia Malaluan said during a press briefing.

Regular applications, meanwhile, are being processed through batch printing, with releases expected approximately one week after processing.

The interim system forms part of MARINA’s recovery of SID/SRB services following the cybersecurity incident.

The agency continues to prioritize affected applications, particularly those of seafarers with immediate or upcoming deployment, while working to normalize regular processing.

π“π„πŒππŽπ‘π€π‘π˜ πŒπ„π€π’π”π‘π„π’ π…πŽπ‘ 𝐀𝐅𝐅𝐄𝐂𝐓𝐄𝐃 𝐒𝐄𝐀𝐅𝐀𝐑𝐄𝐑𝐒

From 13 to 29 August 2026, MARINA processed expedited applications for seafarers with immediate deployment needs, with 2,492 certifications issued as an interim measure. These certifications may be validated by Port State Control authorities.

β€œWith all the issued certifications, we haven't received any report, call, text, or email regarding any problem encountered with the issued certifications,” Malaluan said as she appealed to Licensed Manning Agencies (LMAs) to closely coordinate with MARINA for any issues.

MARINA also granted a one-year extension to expiring or expired Seafarer’s Identification and Record Books (SIRBs).

The Agency targets full restoration of the SID/SRB issuance system across all its offices within September 2026, as it continues the rollout and stabilization of its systems.
