Manalangin tayo ...

Amen.
- Papa Francis

36 Founding Anniversary of Four Aces Forwarder and Brokerage Corporation

05/08/2020

Four Aces Forwarder and Brokerage Corporation is celebrating its 35th anniversary today August 5, 2020

18/04/2020

Our President will make a very difficult decision. It is a dilemma likened to two horns.

First horn: if the lockdown is removed on April 30, 2020, all of us will be affected. Hospitals, health workers and medical facilities, law enforcers will be overwhelmed beyond control. Many lives will be lost.

Second horn: if the lockdown is extended, many people may die of hunger & crime rate might increase out of desperation. Possible anarchy may ensue.

Solving the dilemma is to break the weaker horn but in this situation both horns are strong. The other solution is to take the middle of two horns. This is the drug or vaccine that can eradicate this pandemic. Something that is presently not available and no clear indication yet when it will be.

What the President is facing today is different from the problems faced by past presidents. One wrong decision could cause a lot of lives lost.

Best thing to do in these troubled times our nation is going through is to keep calm, muster a lot of patience, call for sobriety, solidarity and cooperation, refrain from useless criticism of every word/decision the President makes.

STOP spreading FAKE NEWS and highly divisive statements.

Instead, let us help him and our local and national leaders with our support and cooperation.

Trust and pray for our President, decision-makers, all those in authority to be guided to DO THE BEST THING FOR ALL OF US or at least the majority of us, especially those who have little or no means to fend for themselves.

United we shall overcome and survive this national crisis with God's grace and healing power🙏🇵🇭

Copy paste 🙏🙏
Pray for our President 🙏
Pray for wisdom and guidance for our government leaders 🙏
Pray for protection for our frontliners and government leaders 🙏
Pray for national solidarity and cooperation🙏🇵🇭
Pray for our people🙏

For the information of the concerned public and stakeholders, the suspension of CAO 5-2016 and CMO 4-2017 on rules on Balikbayan box is extended until revised guidelines are issued.

BOC decision to loosen guidelines on balikbayan boxes lauded

A group of forwarders has welcomed the Bureau of Customs' (BOC) decision to suspend its order mandating proof of purchase for items inside balikbayan boxes sent to the Philippines

Door to Door Consolidators Association of the Philippines general counsel James Ian Dela Vega said the suspension was especially good news for blue collar workers who do not have their passports in their possession.

Customs Administrative Order 5-2016 and Customs Memorandum Order (CMO) 04-2017 were suspended following a huge backlash from balikbayan boxes senders.

Under both CAO 05-2016 and CMO 04-2017, Filipino citizens who send balikbayan boxes to the Philippines are required to submit a photocopy of their Philippine passport to avail of the government's tax exemption.

They are also required to provide a copy of the invoice, receipt, or proof of payments of the goods contained in the balikbayan box.

Previously, such requirements were not needed for OFWs to qualify for the tax exemption, as long as shipments did not exceed a value of P150,000.

OFWs likewise welcomed the suspension that will last until March 31, 2018.

13/10/2017

Starting August 1, 2017, all senders of parcels containing personal effects and household items, commonly called “balikbayan boxes,” will be subjected to stricter requirements, as stipulated under Philippine Bureau of Customs memorandum order 04-2017. The new rules are said to promote transparency and prevent smuggling on imported items.

Commissioner Nicanor Faeldon of the Bureau of Customs posted the following set of regulations and clarifications:
Anyone can send Balikbayan Boxes to the Philippines, but only the Qualified Filipino While Abroad (QFWA) can avail of the tax and duty-free Balikbayan Box Privilege according to the new rules.
Filipinos referred to as Qualified Filipino While Abroad (QFWA) can send the tax-free balikbayan box privilege. According to CAO 05-2016, they are defined as follows:
Overseas Filipino Workers or Filipinos who work abroad either with passports issued by the Department of Foreign Affairs and certified by the Department of Labor and Employment (DOLE) or the Philippine Overseas Employment Administration (POEA) for overseas employment purposes or those who work in a foreign land on a contractual basis;
Non-Resident Filipinos or Filipinos who have sought permanent residency abroad but have retained Filipino citizenship;
Resident Filipinos or Filipino citizens staying abroad temporarily and hold any of the following visas: student, tourist, and investors;
Recipients of the balikbayan boxes privilege must be a relative of the sender up to the fourth degree of affinity to qualify for the privilege.
Contents in balikbayan boxes privilege are exempt from taxes provided they don’t exceed more than P150,000 in total value.
Tax-Free Balikbayan Boxes can be sent up to 3 times or 3 shipments per the calendar year.
Receipts are not required for used items, groceries, “gifts” and other goods worth less than P10,000. But it is required for items that are brand new and worth more than P10,000 each.
Senders must fill out a declaration form or information sheets that will detail the contents of the balikbayan boxes. These forms can be downloaded online or can get a copy from accredited consolidators or foreign freight movers. When filling out the declaration form or information sheet, the Commissioner said that there’s no need to be very precise with the costs. Estimates are fine. For example, if the t-shirt included in the box was originally purchased for P500 and has already been used, the sender can declare the price as P100.
For the complete details and to see a copy of the “Information Sheet” refer to Customs Memorandum Order No. 04-2017.

Customs suspends guidelines on duty and tax-free balikbayan boxes

MANILA - The Bureau of Customs said Thursday it has temporarily suspended guidelines for the duty and tax-free privilege of consolidated balikbayan boxes amid an outcry from overseas Filipinos that the requirements are too tedious.
In August, the BOC had started allowing overseas Filipinos to send up to three tax-free shipments to their loved ones in the Philippines as long as the total cost of the goods does not exceed P150,000.
BOC guidelines, however, required those availing themselves of the tax-free privilege to accomplish an information sheet, submit a photocopy of their Philippine passport, and a copy of the invoice and proof of purchase of the goods contained in the balikbayan boxes.
Customs Commissioner Isidro Lapeña noted that a lot of overseas Filipinos criticized the requirements.
"Although it is our duty to facilitate customs clearance of balikbayan boxes, we cannot set aside the sentiments of our fellow Filipinos abroad," he said.
The Customs chief added that a team would consult stakeholders on how to amend the guidelines.
"With the suspension of the current procedure on balikbayan box, the previous regulation will be enforced," Lapeña added.
The guidelines will remain suspended until March 31, 2018.

Philippines – Bureau of Customs (BOC) on Abandon Cargo
Please note that with immediate effect, consignees must clear all import containers arriving into all ports of the Philippines within 30 days after discharge. Failing which, cargo will be deemed abandoned and automatically owned by the Bureau of Customs, Philippines (BOC).

Consignee has an option to request for the release of cargo, however they will need to file a lifting of abandonment application, subject to the approval of the District Collector (BOC).

Please note that Carriers have no authority over the cargo once it is declared "Abandoned", and it is up to the BOC’s discretion and decision if the cargo will be auctioned or disposed. Shipper and consignee will be held responsible for all costs including carrier demurrage once container goes under BOC’s jurisdiction.

We would like to bring to your attention that this will bring about a tedious process, which will result in opportunity costs and loss of income for carrier where containers are being held by the authorities.

In order to prevent cargo abandonment, and before bookings are accepted, please kindly ensure that below criteria will be complied with:
Consignees must be a legal importer.
Consignees possess a valid import permit to clear the import shipments.
Consignees possess all pertinent documents to clear the import shipments.
