Bureau of Customs PH deputy commissioner for Internal Administration Emmanuel Luis Licup has been reassigned as deputy commissioner for Intelligence Group.

Licup will replace Romeo Allan Rosales, reported to have resigned from his post recently.

BOC Administration Office director John Simon will replace Licup as OIC of IAG, concurrent to his current position, according to a personnel order dated April 20, signed by Customs commissioner Ariel Nepomuceno and Department of Finance Secretary Frederick Go.

President Bongbong Marcos has ordered a recalibration of the Philippines’ hosting of ASEAN 2026, scaling down non-essential bloc activities “in order to save on expenses and focus on the most important,” Executive Secretary Ralph G. Recto said.

As a result, 650 preparatory meetings will be conducted online, “a shift which will still ensure substantial discussions and productive results,” Recto reassured.

To implement the presidential directive, Recto as ASEAN National Organizing Committee (NOC) chair, issued on Friday a memorandum to Philippine host agencies to inform all their counterparts that all preparatory meetings— from Working Group, Senior Officials to Ministerial— will now be held virtually.

President Ferdinand Marcos, Jr. warned of grounded aircraft in the Philippines, telling Bloomberg in an interview that flight suspensions are a “distinct possibility” as the Middle East conflict tightens global crude supplies and drives domestic fuel prices to record highs.

Marcos said the country is contending with a scarcity of crude oil and slower refining timelines, leaving the government with limited options in managing the supply crunch.
