Notably, he assisted the Department of Tourism Philippines in tapping into the Mainland China market through chartered flights from major Chinese cities between 2004 and 2006. Tay served as the Recreation Director for the Discovery Group of Companies, contributing to the setup of various activities in Misibis Bay in Legaspi City in 2008. His journey led him to Boracay Island, where he took on the role of Operations Director for Sea World Dive Center. His strategic marketing efforts led to the center achieving the highest rating as a PADI Dive Center and generating substantial income from markets in Asia, particularly Mainland China. Tay founded Boracay Adventures Travel & Tours Inc., which swiftly gained accreditation from the Department of Tourism Philippines and became affiliated with various esteemed tourism associations. The company received multiple accolades, including the Golden Globe Annual Award for Best Boracay Tour Operators and the Philippine Top Choice Award for Customer Service Excellence. With over 35 years of diving experience, Mr. Tay is a highly accomplished Dive Professional and PADI Course Director with numerous specialties. His outstanding customer service has been recognized with awards and accolades from international organizations. Presently, he holds significant leadership positions in the tourism industry, serving as Managing Director of Boracay Adventures Travel & Tours Inc., President of the Boracay Island Travel Agencies & Tour Operators Association, Vice President of Tourism Congress Philippines, and a member of the Board of Directors for Boracay Foundation Inc. Furthermore, he serves as the Liaison Officer of the Chinese Embassy in Manila.
