Cargo releasing operations at Ninoy Aquino International Airport have improved following the establishment of additional staging areas and other initiatives implemented by both the Bureau of Customs - Ninoy Aquino International Airport and cargo handler People’s Air Cargo & Warehousing Co., Inc..

BOC-NAIA district collector Maria Yasmin Mapa confirmed that the situation is now under control, with the target of eliminating all remaining backlog by the end of July.

Authorities aim to take advantage of the traditionally lower cargo volumes during August, known also as the ‘ghost month’ to normalize the flow of releases before the peak ‘ber’ months.

Manila International Container Terminal is enforcing stricter controls on shipping lines whose vessels arrive off-schedule or exceed agreed container volumes.

Manila International Container Terminal is enforcing stricter controls on shipping lines whose vessels arrive off-schedule or exceed agreed container volumes.

The country’s biggest container terminal is implementing temporary measures — starting July 15 for four weeks or until service levels stabilize — designed to restore service levels and ease pressure on operations amid elevated yard utilization.

The measures aim to specifically address disruptions caused by vessel bunching, off-schedule arrivals, and vessel exchanges exceeding agreed move counts.

People’s Air Cargo and Warehousing Co., Inc. is pushing to finally start construction of a new terminal beside Ninoy Aquino International Airport Terminal 3 — a project stalled for more than a decade despite a court-approved compromise agreement.

The project requires only a notice to proceed from the Manila International Airport Authority.

Paircargo president Joseph Madrigal pointed to “ongoing machinations” by rival interests to undermine its court-approved right to build a new cargo terminal. He added some personalities are “unduly taking advantage” of the current at NAIA to “secure unwarranted concessions and to try to undermine” public bidding for the new terminal.

🚢 **Cargo Congestion Continues to Challenge Philippine Trade Gateways** ✈️

The growing **cargo congestion** at the country's most critical trade gateways—the **Manila International Container Terminals** and **Ninoy Aquino International Airport (NAIA)**—is creating significant challenges for importers, exporters, freight forwarders, and businesses across the Philippines.

Delays in cargo processing, vessel berthing, container withdrawals, and air freight handling are impacting supply chains, increasing logistics costs, and affecting delivery commitments nationwide.

During these challenging times, proactive planning and close coordination with trusted logistics partners are more important than ever. Businesses are encouraged to anticipate longer lead times, prepare complete documentation, and stay updated on the latest port and airport advisories to minimize disruptions.

Manila is choking on its own — and the crisis is hitting both sea and air simultaneously.

PortCalls takes a deep-dive into the cargo gripping the country's most critical trade gateways: the Manila international container terminals and the Ninoy Aquino International Airport. The report, in three parts, examines how a perfect storm of full depots, an overstretched truck fleet, slow container withdrawal, an inadequate warehouse ecosystem at NAIA, and a Bureau of Customs PH clearance system — the e2M — that is widely considered slow and past its prime, is pushing Philippine supply chains to the breaking point. At least one global technology company has already suspended production of one of its lines. Industry leaders warn others could follow.

Part 1 of our special report investigates the seaport crisis — what's happening at the Manila International Container Terminal and Manila South Harbor, who's pointing fingers at whom, and what the BOC has ordered to break the logjam.

📦 Part 2 of 3 | PortCalls Special Report: Manila's Cargo Crisis

The crunch isn't just happening at the seaports. Part 2 of our special report turns the spotlight on Ninoy Aquino International Airport, where the loss of key cargo facilities has left one handler buckling under the weight of 70% of NAIA's air freight volume — with devastating consequences for the industry and the manufacturers that depend on just-in-time delivery.

We dig into the root causes of the congestion, who and what is bearing the brunt of the crisis, and the urgent measures being rolled out by Bureau of Customs - Ninoy Aquino International Airport to prevent the situation from spiraling further before the high-volume "ber months" arrive.
