TRUCKS SIT IDLE FOR WEEKS AS EMPTY CONTAINERS HAVE NOWHERE TO GO

SITREP/Traffic: Trucks of the Confederation of Truckers Association of the Philippines (CTAP) can sit idle for one to two weeks, and sometimes 40 days, because shipping lines have no space to accept empty containers.

CTAP president Mary Zapata told DZRH News program “The Situation Report” on Thursday, October 8 that trucks deliver loaded containers to importers but cannot return the empties to shipping line container yards.

Zapata said a truck picks up a loaded container at the port on Monday and delivers it to the importer, and the empty is supposed to be returned to the shipping line’s yard on Tuesday.

“It so happens na walang available space ang mga shipping line to accept the return of empty containers,” Zapata said, adding that it sometimes takes one to two weeks before the empties can be unloaded.

“‘Yung opportunity loss ay malaking bagay ‘pag two weeks na nakatengga,” Zapata said of trucks that cannot make their rounds while waiting, even as truckers keep paying rent for chassis and garages.

Asked who should provide the space for empty containers, Zapata said the responsibility lies with the shipping lines because they own the containers.

“It should be the shipping line, kasi they are the owners of the containers. Wala sila, and yet kumakarga sila na wala silang paglalagyan,” Zapata said.

“Hindi naman pwedeng sa barko ‘yan, otherwise nakatengga din ‘yung barko,” Zapata said of why empties cannot simply stay aboard the vessels.

Zapata said shipping lines charge truckers detention fees when empties are not returned within 72 hours, a cost she described as large and one that is hurting both truckers and importers.

Zapata said other truckers with more capacity are buying their own cranes and looking for their own places to keep empties, while she bought a forklift to ease congestion at her garage.

Zapata said CTAP has met with maritime officials under the Department of Transportation (DOTr) many times, but no solution has been found yet.

“Example, we can provide our own space provided the shipping line will authorize or accredit us to be their authorized container yard facility,” Zapata said when asked whether CTAP has proposed a solution.

Only 27% of container ships arrived on time in September, the fourth straight monthly drop, and the average delay grew to 6 days, according to the Xeneta Schedule Reliability Scorecard.

Asia–Europe was hit hardest, with just 4% of ships on time and delays near 10 days. Freight rates are climbing too: China–US West Coast spot rates reached $7,717 per 40-foot container in early October, more than four times the level a year ago. Shippers are using up their buffer days fast, and no improvement is expected in October.

The Philippine sector recorded faster growth in August 2026 as majority of industry divisions posted annual increases, according to data from the Philippine Statistics Authority.

The acceleration in growth for August 2026 was mainly attributed to the faster annual increase posted by three industry divisions, namely, computer, electronic and optical products; transport equipment; and basic metals.
