PAL TO CARRY ONLY 'ESSENTIAL' TRAVELERS BETWEEN MANILA and DOMESTIC STATIONS

In line with the latest resolution of the Inter-Agency Task Force on the Management of Infectious Diseases (IATF) allowing only essential travelers in and out of the National Capital Region from March 22 to April 4, Philippine Airlines will only carry passengers traveling for non-leisure purposes between Manila and domestic stations within the said period.

Domestic leisure travelers affected by these restrictions may avail of any of the following options:
1. Convert your ticket to a Travel Voucher (request until June 30, 2021)
2. Avail of unlimited rebooking (no rebooking fee) until December 31, 2021. If you will be completing your travel in the same booking class by June 30, 2021 (or ticket validity, whichever comes first), there will be no fare difference charge.
3. Refund your ticket without penalties.

You may request any of the options via the myPAL Request Hub at https://mypal.vip/url/RequestHub.

If you are a leisure traveler already in a domestic destination and wish to return home, PAL will endeavor to operate flights to Manila to accommodate returning leisure travelers.

If you are a Returning Overseas Filipino (ROF), Locally Stranded Individual (LSI) or Authorized Person Outside of Residence (APOR), PAL will continue to accept you on flights, provided that you secure all requirements by your Local Government Unit (LGU).

PHILIPPINE GOVERNMENT ISSUES RESTRICTIONS ON INBOUND TRAVEL

The Philippine government has limited the maximum number of passenger arrivals from international flights to 1,500 a day for all airlines combined into Manila, and has temporarily suspended the entry of Foreign Nationals and Returning Overseas Filipinos who are non-OFWs beginning 12:01AM of March 20 up to April 19, 2021. The restrictions are part of a series of pandemic control measures announced by the authorities.

Allowed to travel to the Philippines within the said period are:
- Overseas Filipino Workers (OFWs)
- Holders of 9(e) visas
- Passengers on medical repatriation and their escort/s duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs or the Overseas Workers Welfare Administration
- Distressed Returning Overseas Filipinos (ROFs) duly endorsed by the Department of Foreign Affairs - Office of the Undersecretary for Migrant Workers Affairs
- Emergency, humanitarian and other cases approved by the National Task Force on Covid19

If you belong to the profile of passengers prohibited to arrive in the Philippines within the said period, you will have to avail of any of the following options:

1) Rebook on the flight of your choice (on the same cabin class) with rebooking service fees waived; or
2) Refund your ticket cost; or
3) Convert your ticket into a travel voucher for future use.

To comply with the new restrictions, airlines will need to cancel a number of international flights to and from Manila during the stated period. Philippine Airlines will be announcing any flight cancellations during the period once the details are confirmed.

FOR AIRPORT ARRIVALS. The following are the requirements for passengers landing at the Laoag International Airport:

Requirements for ROFs and LSIs:

a. Must present a negative RT-PCR test (and a corresponding official
receipt) with the collection of the swab within 72 hours from flight
time or as close to flight time as possible and minimize movement
after collection of the swab for the RT-PCR Test;

b. Must accomplish the Request for Entry of Returning Resident
Form;

c. Must possess and submit a Medical Clearance Certificate issued
by the City/Municipal Health Office or DOH-accredited hospitals
from the originating LGU-based on one of the following
conditions:
i. Returning Resident is not a contact, suspect, or probable for
COVID-19 case; OR
ii. If the returning resident was once confirmed as positive for
COVID-19, he or she completed 14-day isolation at an
accredited facility and has a Certificate of Completion from
the said facility.

d. Must secure Travel Authority issued by the JTF-CV Shield/
Philippine National Police in their locality.

Authorized Persons Outside of Residence (APOR)

1. Must present a negative RT-PCR test (and a corresponding official
receipt) with the collection of the swab within 72 hours from flight
time or as close to flight time as possible and minimize movement
after collection of the swab for the RT-PCR Test;

2. Must accomplish the Affidavit of Undertaking.

3. Must possess and submit a copy of their company ID and proof
of work in Ilocos Norte (travel order, business order, mission
order, etc.) soon after the time of entry.

4. Provide complete personal information such as government full
name, contact number, company, company contact name and
number and the duration of stay in Ilocos Norte.

For Passengers for Indispensable Travel (IT)

1. Must present a negative RT-PCR (and a corresponding official
receipt) test with the collection of the swab within 72 hours from
flight time or as close to flight time as possible and minimize
movement after collection of the swab for the RT-PCR Test;

2. Passenger must submit proof of Indispensable Travel such as
family emergency or medical emergency;

3. Must possess and submit a Medical Clearance Certificate issued
by the City/Municipal Health Office or DOH-Accredited hospitals
from originating LGU-based on one of the two following
conditions:
a. returning resident is not a contact, suspect, or probable for
COVID-19 case. OR
b. if the returning resident was once confirmed as positive for
COVID-19, he or she completed 14-day isolation at an
accredited facility and has a Certificate of Completion from
the said facility;
4. Provide complete personal information such as government full
name, contact number, company, company contact name and
number and the duration of stay in Ilocos Norte.

***To expedite their entry into Ilocos Norte, the required documents
must be sent to [email protected] at least 3
days before flight date and passenger must bring a hard copy.
