✈️ STRENGTHENING INTERNATIONAL AVIATION SAFETY AND COOPERATION

📢 CAAP Memorandum Circular No. 082-2026

The Civil Aviation Authority of the Philippines (CAAP) has issued Memorandum Circular No. 082-2026 on the Implementation of Articles 83bis and 3bis of the Convention on International Civil Aviation.

🌐 What does this mean for civil aviation?

🔹 Article 83bis supports cooperation between States by providing a framework for the transfer of certain responsibilities and duties related to the operation and safety oversight of aircraft.

🔹 Article 3bis reinforces the protection of civil aircraft in flight and the fundamental principle that States must refrain from the use of weapons against civil aircraft in flight.

These provisions are important in promoting safe, secure, orderly, and internationally coordinated civil aviation operations. 🛫

Through this issuance, CAAP continues to uphold its commitment to aviation safety, effective regulatory oversight, and compliance with international civil aviation standards.

The Civil Aviation Authority of the Philippines is opening applications for the Comprehensive Air Traffic Service Course - Batch 22 and Batch 23 (CATS 22 and CATS 23) to recruit competent young men and women who will join the country’s elite line of Air Traffic Management Officers (ATMOs).

𝐆𝐞𝐧𝐞𝐫𝐚𝐥 𝐐𝐮𝐚𝐥𝐢𝐟𝐢𝐜𝐚𝐭𝐢𝐨𝐧𝐬:
1. Natural born citizen of the Philippines
2. Single
3. Not more than twenty-six (26) years old on August 29, 2026
4. Physically, mentally and psychologically fit and of good moral character

Applicants must pass the nationwide examination on 𝐀𝐮𝐠𝐮𝐬𝐭 𝟐𝟗, 𝟐𝟎𝟐𝟔 (𝐒𝐚𝐭𝐮𝐫𝐝𝐚𝐲), then a scheduled interview and a medical exam on a later date.

Training is FREE. Allowances, accommodation, and other miscellaneous expenses during the training period shall not be covered by CAAP.

Successful applicants who will complete the training will be assigned to an Air Traffic Service (ATS) facility nationwide.

𝐂𝐀𝐀𝐏 𝐫𝐞𝐝𝐮𝐜𝐞𝐬 𝐚𝐞𝐫𝐨𝐧𝐚𝐮𝐭𝐢𝐜𝐚𝐥 𝐟𝐞𝐞𝐬 𝐭𝐨 𝐦𝐢𝐭𝐢𝐠𝐚𝐭𝐞 𝐨𝐢𝐥 𝐩𝐫𝐢𝐜𝐞 𝐡𝐢𝐤𝐞

The Civil Aviation Authority of the Philippines (CAAP) will reduce the aeronautical fees effective April 1, 2026, as part of efforts to mitigate the impact of rising global fuel prices.

This action follows the directive of President Ferdinand Marcos Jr. and Transportation Secretary Giovanni Lopez to implement measures that will help ease the burden on both passengers and the aviation industry amid escalating oil costs.

"Sisiguraduhin po namin na ang lahat ng transport group, kasama na rin ang mga operator, tsuper, commuters, ay makakaasa sila na tutulong po ang gobyerno, makakaasa po na gagawa pa kami ng mga iba't ibang inisyatibo upang sa ganon maibsan natin yung epekto ng kaguluhan sa Gitnang Silangan." said Secretary Lopez in a press conference.

Under the modified rates, the aeronautical fees, including the landing and takeoff, will be decreased to nearly 50% overall, or as high as approximately P5,000 per landing.

Meanwhile, the Passenger Service Charge (PSC) for international travel at international airports will be reduced from ₱900 to ₱700. For domestic travel at international airports, PSC will be lowered from ₱350 to a range of ₱150 to ₱200.

For Principal Class 1 airports, fees will be reduced from ₱300 to ₱150–₱200, while Principal Class 2 airports will see a decrease from ₱200 to ₱100. Community airport charges will likewise be lowered from ₱100 to ₱50.

Passenger Service Charges are paid by travelers, while aeronautical fees are shouldered by airlines.

“We recognize the challenges brought by the ongoing regional tension and its impact on passengers and the aviation industry. CAAP is implementing reductions in passenger service charges and aeronautical fees to provide immediate relief and support, ensuring that air travel remains accessible during these difficult times.” said CAAP Director General Retired Lt Gen Raul del Rosario.

The Authority reaffirms its commitment to continuously implement responsive measures that will help ease the burden on the public while supporting the stability of the aviation industry.
