Security Screening Officers (SSOs) from the Office for Transportation Security (OTS) incidentally discovered a large sum of undeclared cash totaling β‚±2,800,000 from a passenger bound for Hong Kong on Tuesday, July 15, 2025 at Ninoy Aquino International Airport (NAIA) Terminal 3, while conducting routine security screening operations to detect and prevent the entry of weapons and other dangerous articles that may be used to commit acts of unlawful interference.

This successful interception directly reflects the OTS's commitment to following the directives of President Ferdinand Bongbong Marcos Jr. to remain vigilant and protect airport facilities from illicit activities.

It can be recalled that on July 12, 2025, OTS SSOs also discovered undeclared cash amounting to P1,200,000.00 at NAIA Terminal 3, and another P1,149,000 on July 14, 2025, from a 25-year old passenger. All of the passengers were bound for Hong Kong.

All undeclared cash was immediately endorsed to the PNP Aviation Security Group and the Bureau of Customs for further investigation and legal processing.

The OTS stated that these interceptions highlight the continuous improvements in the country’s airport security measures to prevent illegal activities, including unreported cross-border financial transactions.

The Office for Transportation Security (OTS) received an acknowledgement from the GLM Security Training Center, Inc. after conducting an inspection from May 13 to 16, 2025.

Aligned with President Ferdinand Bongbong Marcos Jr.’s initiative to develop an efficient transport system that provides comfortable and efficient travel experience for passengers, this activity reflects OTS's commitment in ensuring that all training centers fully comply with both national and international transportation security education standards.

Similarly, this aligns with the ultimate goal of Department of Transportation - Philippines Secretary Vince Dizon to provide better transportation for all commuters.

In an official letter sent by GLM President and Training Director PBGEn Librado B. Matibag (Ret.), the training center recognized the critical role of the inspection conducted by the OTS Civil Aviation Security Division in ensuring compliance with international and national aviation security standards.

GLM Security Training Center also highlighted the importance of ICS’s adherence to requirements, which they found essential for strengthening civil aviation security practices in the country.

β€œThrough this Security Inspection, our Training Staff clearly found the significance of complying to every requirement by ICS, as such compliance would definitely lead to the improvement and maintenance of Aviation Security in our country.’ GLM President and Training Director Matibag said.

For his part, OTS Administrator Undersecretary Arthur V. Bisnar said that it is important to maintain partnerships with the private industry and promote collaboration, to improve delivery of service to the public.

β€œThe success of our civil aviation security framework depends not only on regulations but also on the cooperation of our partners in the private sector. Their adherence to national and international standards is a demonstration of our shared responsibility in protecting our nation’s transportation security.” Usec Bisnar said.

After proper verification of ownership, the laptop was returned to its rightful owner. The passenger expressed his gratitude to the SSOs for their help in finding his laptop.

OTS Administrator Undersecretary Arthur V. Bisnar emphasized that it is Department of Transportation Secretary Vince Dizon's policy to put people first.

β€œHonesty and integrity have become a norm when personnel partake of their duty to provide better public service. When we put passengers' interest over our own, we can never go wrong.” Usec. Bisnar said.
