Just been informed that the tour business will be dead in the water for the next 2 years. It's Dead. Dead in the water stated by the Newzealand Tourism board of Newzealand.
So what does dead in the water mean? The dictionary explains it below.
The phrase. If you say that someone or something is dead in the water, you are emphasizing that they have failed and that there is little hope of them being successful in the future.
I am telling you now. Not one successful small business that has purposely failed. I thing the fringin ministry needs to rephrase

Wow..... then I have 178,000 small business's involved with tourism that is dead in the water.
The community voice is to join the homeless. The reality is if you can't pay rent you will become homeless anyway. But all of you guys who lie and tell each other its going to be ok..... it's not. Zombies are coming!!!!
