This is an advance notice that Brown Marmorated Stink Bug (BMSB) season starts again on 1st September and runs to 30th April 2025. This means MPI has extra requirements for imported cargo from countries that have BMSB populations.

Broadly, the procedures and requirements are the same as last season. This means for our LCL containers from Japan, USA, Canada, Netherlands, Belgium, Germany and Spain, we can only take cargo that is either low risk (eg food) or high risk goods (eg auto parts) that are accompanied by a declaration that the cargo was manufactured indoors and stored indoors prior to export.

Italy is the most risk of infestation and has a separate procedure. All LCL containers need to be treated for BMSB before they load on the ship. The process we use is heat treatment where hot air is circulated around the container until it reaches 60 Deg C. So, cargo that is shipped as LCL needs to be packed in a way that will not be damaged by this process.

Cargo that is transhipped via Singapore or Hong Kong but originate from BSMB countries will be stopped in the transshipment port for treatment.

FCL loads from any of these countries also need to comply:

The procedure is the same as last season. Any risk goods (eg engine parts) will need to have a manufacturers declaration confirming the cargo is new and was produced indoors and stored indoors prior to export. If cargo is not new or stored indoors, it will need to be treated for BMSB by either fumigation or heat treatment.

FCL’s from Italy will all require treatment (either fumigation or heat treatment) unless they are considered sensitive cargo by MPI. Examples of sensitive cargo are food, pharmaceuticals, and textiles.

The other category of cargo to bring to your attention is any goods that need to move in open top containers or flat racks. These are very high risk of BMSB infestation as they are open to the environment. MPI requires all shipments of these container types to be treated for BMSB prior to loading. The MPI window for flat racks and open tops treatment at origin is only 5 days between treatment and loading on a vessel. This is a very small window that requires a lot of planning.

This year we are introducing a BMSB Administration Fee of US$35 per shipment on all LCL and FCL cargo from the USA and Canada to New Zealand and Australia.

The Cargo Warehouse is implementing a new vehicle appointment system (Inbound) to improve the visibility and exchange of information at our facility in Derrimut.

Why are we doing this?
• To improve our operations, reduce waiting times and allow us to provide a more efficient service for both our clients and the transport operators that utilise our Derrimut site.
• To implement a paperless system that will reduce the need for human contact between drivers, staff and customers minimizing the risks during the current Covid-19 pandemic and into the future.

What will this mean for Transport Operators?
Transport carriers can make a ‘Booking’ at www.inboundconnect.com for each line of cargo they wish to pick up (import) or drop-off (export) at The Cargo Warehouse in Derrimut.

To make a ‘Booking’, transport carriers should register an account at www.inboundconnect.com – if you already have an account you do not need to do this as the same account will be used for all facilities that use Inbound.

The process when making a ‘Booking’ will be one booking per line of cargo. There will be no Booking Fee applicable during the implementation. Full details and the business rules associated with this change to the Conditions of Entry at The Cargo Warehouse can be found at www.inboundconnect.com under ‘Site Access Rules’.
The process of completing ‘Bookings’ at The Cargo Warehouse via Inbound and vehicles arriving without a valid Booking will be serviced only after vehicles with Bookings have been serviced.

What should Transport Operators do now?
1. Log on to www.inboundconnect.com and register an account if you do not already have one.
2. Email [email protected] or call 1300 803 873 if you require any assistance in registering an account or using the Booking system at any time.

Interislander Ferry Update | 24 June 2024
On the 21st of June the Interislander ferry, the Aratere, ran aground due to a steering failure. The vessel has now been refloated but remains out of service and all remaining sailings have been cancelled, pending investigation by Maritime New Zealand and the vessel being deemed safe for service.
Following the event, truckers began coordinating with the Interislander, and other inter-island providers to find capacity and solutions for customers. This has been successful, but we do expect some potential on-going delays in inter-island services. We will continue to keep customers updated throughout where appropriate.
