GIANT STRIDES OF DR. BAYERO SALIH FARAH AS DIRECTOR GENERAL/CHIEF OF NITT ZARIA
The Nigerian Institute of Transport Technology is a leading Transport, Research and Development Institute in transport and logistics industry in Nigeria and West African sub region. Dr. Bayero Salih Farah assumed duty as the Director General and Chief Executive of the Nigerian Institute of Transport Technology NITT Zaria in acting capacity on the 6th of May, 2019 following the retirement of the former Acting Director General/Chief Executive, Dr Abimbola Odumosu. On assumption of office, the state of affairs in the Institute was very daunting in view of the huge challenges of lack of adequate funds, low staff morale and inadequate basic working tools for staff to carry out their respective duties.
However, one of the first steps Dr. Bayero took was to go round the various departments and units to have on the spot assessment of the problems with a view to addressing them accordingly. During the visit Dr Bayero had assured the staff that he will run an open door policy where all staff will be given opportunity to contribute their quota to the growth and development of the Institute. He also assured the staff that his administration will continue to promote staff welfare including on the job training and retraining, the desired attention to enable them improve their skills and knowledge.
This was followed with a strategic and all round plan for the repositioning of the Institute to achieve the desired results and to take the Institute to the next level. Accordingly, a committee was constituted and inaugurated to map out strategies for the actualizations of his dreams.
It took the committee four months to put up comprehensive documents which will guide the operations of the institute now and in the future. This led to the conveyance of a retreat in Kaduna, where the management team, Governing Council members and indeed some selected stakeholders brainstormed on the documents prepared by the Committee on the Repositioning of the Institute. In attendance was the Honourable Minister of Transportation, Right Honourable Rotimi Chibuike Amaechi, some directors of the Ministry and some stakeholders.
Issues considered at the retreat include the amendment of the Institute’s Enabling ACT, Conditions and Schemes of Service, Programmes, Collaborations and Partnerships and a host of others. These were considered in line with the current realities of the industry and the Institute.
The retreat was the first time where majority of the staff were given opportunity to contribute their quota on issues that affect them directly, which is in line with his promise to carry everybody along in the course of running the affairs of the Institute.
These documents and others prepared by the Institute were forwarded to the Governing Council for consideration. Realizing the importance of these policies the Governing Council granted approval to some of them such as the staff training and development policy and the Research policy, New Enabling Act, New Scheme and Conditions of Service, while others are being considered for further necessary action.
The staff training and development policy provides for specific training to all categories of staff to gain adequate skills, knowledge and competencies that will adequately match the expected level of service that is desired by the institute.
In the areas of training, the institute has under the current leadership of Dr Bayero trained a total of two thousand one hundred and sixty nine participants from the different modes of transportation under the short term training programmes.
The Institute has equally graduated a total of One Hundred and Twenty Five participants for the Maters, Postgraduate Diploma, Diploma and Certificate programmes all in Transport and Logistics.
On driver training and certification a total of four hundred and fourteen drivers have been trained by the Institute during the period under review, while three participants were trained on Crane operations, two of which are from neighboring countries.
The institute has equally participated in the Federal Government N-Power programme by training thirty five youths under the Automobile training progamme.
On staff training, the Institute under the leadership of Dr Bayero Farah has provided one form of training or the other to all the Four Hundred and fifteen staff on the payroll of the Institute to improve the skills and knowledge in their areas of specializations.
Various committees have also been constituted to address one problem or the other.
The Institute is also pursuing the introduction of M.Phil/PhD with Ahmadu Bello University Zaria and the Introduction of HND programmes by National Board for Technical Education.
A lot of programmes and policies are being pursued vigorously such as the development of the Outreach Learning Centres in Abuja, PortHarcourt, Lagos, Ebonyi, Kano, Gombe, Ado Ekiti and Kankara to meet the training needs of the Industry.

PRESIDENT BUHARI APPOINTS DR. BAYERO SALIH FARAH AS SUBSTANTIVE DG/CE OF NITT, ZARIA

President Muhammadu Buhari has approved the appointment of Dr. Bayero Salih Farah as the substantive Director General/Chief Executive of the Nigerian Institute of Transport Technology (NITT), Zaria for a four year tenure.

The appointment was contained in a letter signed by the Permanent Secretary, Federal Ministry of Transportation, Alh. Sabiu Zakari.

According to the statement, the appointment takes effect from Monday, 13th January 2020.

The letter reads in part “I am pleased to inform you that the President of the Federal Republic of Nigeria, by a letter Ref. No. PRES/99/MT/26 dated January 13, 2020 has approved your appointment as the Director General/Chief Executive Officer of the Nigerian Institute of Transport Technology (NITT), Zaria, Kaduna State for a four tenure effective from January 13, 2020 in accordance with Section 7 of the NITT Act Cap No. 116 LFN 2010”

Alh. Sabiu Zakari congratulated Dr. Bayero Farah on his appointment and wished him a successful tenure of office.

Dr. Bayero, was until his new appointment the Acting Director General/Chief Executive of the Institute having been appointed in Acting capacity on the 6th of May, 2019.
Born on 11th March, 1964 at Kagoro, Kaura Local Government Area of Kaduna State, Dr. Bayero Salih Farah attended Kpak, Local Education Authority Primary School from 1971 to 1976, Katsina Teachers College from 1976 to 1981 where he obtained his Teachers’ Grade 11 Certificate and later proceeded to Usman Dan Fodio University formally University of Sokoto where he obtained his Bachelor of Science Degree in Geography in 1987.
Not satisfied with the first degree, Dr. Bayero proceeded to Ahmadu Bello University where he obtained a Post Graduate Diploma in Public Administration in 1992 and another postgraduate Diploma in Transportation at the Nigerian Institute of Transport Technology NITT, Zaria in 1995.
He was back at Ahmadu Bello University, Zaria in 1995 for his Master’s in Business Administration MBA and through hard work and resilience obtained his PhD in Management and Business Studies with Specialization in Logistics and Freight Traffic Management from the prestigious University of Huddersfield, United Kingdom.
He took appointment with the Nigerian Institute of Transport Technology (NITT) Zaria as a Senior Staff Development Officer in 1994 and by dint of hard work rose to the position of Director in 2013.
All through these years, Dr. Bayero has made his mark having carried out the responsibilities bestowed on him with diligence, commitment, dedication and professionalism and his performance was Outstanding. Of particular note was his ability to increase the participation level of people in NITT training programmes over these years, while serving as Director Training.

Prior to that, Dr. Bayero had supported past Chief executives to huge success in the administration of the Institute where he served as Special Assistant to two former Chief Executives. Administratively Dr. Bayero has garnered a lot of experiences and thus his management style is result oriented and he is a very hands-on administrator. An accomplished scholar and astute administrator per excellence, Dr. Bayero is very humble, gentle, level headed, a team player, a man of vision, a firm believer in team work, and very firm in taking decisions.
Within the short period of his assumption of office as Acting Director General/Chief Executive he has done a lot to turn things around in NITT by mobilizing the staff with support from the Governing Council towards repositioning the Institute which are in tandem with the policy objectives of the present administration of taking the country to the NEXT LEVEL
In the course of his service, he attended so many courses on transportation, across many Countries in Africa, Europe and Asia. He is a Fellow of the Chartered Institute of Logistics and Transport and a member of the National Council of the Institute as well as Fellow of the Institute of Transport Administration (FINSTA).
In addition to visiting so many countries, Dr. Bayero has led many teams of different segments of the Nigerian Transport and Logistics Industry to major transport and Logistics hubs in United Kingdom and Malaysia.
Dr. Bayero is happily married with children and his hobbies include current Affairs, sports and travelling.

Chairman, Governing Council of the Nigerian Institute of Transport Technology (NITT), Zaria, Olorogun John Onojeharho, has said the agency could revenue generate for the Federal Government and still remain financially independent.
Describing the institution as a hidden treasure that needs to be opened up to the world, Onojeharho said: “With what we have, I think NITT can stand on its own and even generate revenue for the government.”
Fielding questions from reporters yesterday in Kaduna, the chairman maintained that one of the ways to generate revenue for government was “to see which of the departments in the institution that can be commercialised.”
He added: We don’t need to depend solely on government. We are going to develop what I term new ways of working which include commercialisation of our research findings.”

NITT IS A HIDDEN TREASURE – CHAIRMAN, GOVERNING COUNCIL

The Chairman of the Governing Council, Nigerian Institute of Transport Technology (NITT), Zaria, Olorogun John Onojeharho, has described the Institute as a hidden treasure that needs to be opened up to the world. The Chairman stated this while fielding questions from journalists.

The Chairman said “as a Council, one of our major focus is to achieve the required visibility for NITT.” Olorogun John Onojeharho who noted that a lot of efforts had been made in that direction, including the Honourable Minister of Transportation’s recent visit to the Institute as well as the proposed visit by the Executive Governor of Kaduna State, Mallam Nasir El-Rufai, said “the Council also has been interfacing with sister organizations like NIMATA, MAN Oron, Railway and every organization that needs the resources of NITT”.

The Chairman also stressed that commercialization was the way to go. In his words, “we shall be discussing how to be commercial focused because with what we have, I think NITT can stand on its own and even generate revenue for the government”. Explaining how to go about commercializing the Institute, Olorogun John asserted one of the ways we are going to do that is to see which of the departments can be commercialized. We don’t need to depend solely on Government; we are going to develop what I term new ways of working which includes commercialization of our research findings”.

On the issue of making NITT a degree awarding Institute, the Chairman revealed that the National Board for Technical Education had screened some of the Institute’s courses and given a “tentative approval to run Ordinary National Diploma programmes”. But according to the chairman, “our vision, our bigger dream is that we will metamorphose into a recognized transport university”.

Olorogun John Onojeharho observed that he was not oblivious of the challenges facing the Institute, but maintained that the challenges are surmountable. He identified poor attitude to work and lack of adequate funding as the major challenges bedeviling the Institute. He maintained that staff need reorientation in order to embrace “value addition”, which was part of the paradigm shift the Council had proposed. Regarding funds, the chairman stated “we can do with more funds, but I think we can do better if we generate our own funds and improve our IGR”.
On the question of his legacy, the Council Chairman said he would like to leave behind a better NITT. “I want to see NITT that is on the lip of every Nigerian, I also want to leave behind a vibrant NITT community where people take their jobs seriously, and focus on service and value addition”.

Also answering questions from Journalists, the Acting Director General/Chief Executive of the Institute, Dr. Bayero Salih Farah, said his appointment came with huge challenges and expectations. However, he noted that he was poised to overcoming the challenges and meeting the expectations via a new style of leadership that would bring out the best in members of staff. The Ag. DG/CE said that his “vision for the Institute was for it to achieve its target of being the leading transport and logistics institute, not only in Nigeria, but also in West Africa”. Dr. Bayero Salih disclosed that Management and the Board had mapped out medium and long term plans to realize this vision.

The Ag. DG/CE who stressed that “transport education is relatively new in the country” observed that NITT being “the pioneer Institute in the field is saddled with a very big responsibility to provide efficient facility in the transport and logistics industry in Nigeria. According to him, “the Institute took steps in training some of its staff in both foreign and local institutions to enable them acquire current knowledge in transport and logistics, and that has helped our facility a lot”. Recognizing that the Institute could not give all needed transport education alone, Dr. Bayero stated that NITT was collaborating with both local and international organizations to achieve that. He added that the Kaduna State Government had been very supportive.

Apart from establishing outreach centres in all geopolitical zones in the country, the Ag. DG/CE observed that “NITT is one of the organizations where you can find employees from every State of the federation. There is no State in the country that is not represented in our nominal roll”, he said.

When pressed on the issue of abandoned project, the Ag. DG/CE asserted that “we don’t have any abandoned project”, a fact, corroborated by the Chairman of the Governing Council.

Dr. Bayero Sailh Farah said he would like to be remembered for leading for the “Institute to achieve its objectives of being the leading transport and logistics operation and management centre of excellence in Africa.”

Professionalism: BUK collaborates NITT to develop competencies

The Nigerian Institute of Transport Technology (NITT), Zaria, says it is collaborating with Bayero University Kano (BUK) to produce more professionals and develop competencies in research in transport and logistics industry in Nigeria.

The Acting Director-General and Chief Executive of NITT, Dr Bayero Salih-Farah, disclosed this while receiving a team of transport experts from the Faculty of Engineering, BUK, led by Prof. Hashim Alhassan, in Zaria, Kaduna State.

This is contained in a statement issued by the Director, Public Affairs, NITT, Mr Paul Mshelizah, to the Nigeria News Agency on Monday in Zaria.

The acting director-general expressed the institute’s readiness to ensure sound and active collaboration with the university towards transforming the transport and logistics sector to be more effective and efficient.

Salih-Farah decried the scant interest in transport and logistics education as well as the dearth of professionals in the industry.

“We welcome BUK into the category of institutions providing transportation education; little wonder the Federal Government is keen on setting up a Transportation University to close the gap and make more professionals available,” he said.

Reaffirming NITT’s willingness to cooperate with BUK, Salih-Farah said: “We will be glad to work with you to produce more professionals and develop competencies in research in the transport and logistics industry in Nigeria.”

He said in addition to the affiliation with Ahmadu Bello University (ABU), Zaria, to run Postgraduate Diploma and Master’s programmes, NITT was still “working on new programmes which we may wish to collaborate further particularly in the areas of Engineering.

“We want to work on programmes that cover Railway Engineering, Highway Engineering, Marine Engineering, Aeronautics and Automobile Engineering, among others.”

He, therefore, thanked the BUK delegation for extending the hands of friendship and cooperation.

Speaking earlier, the leader of the BUK delegation, Prof. Hashim Alhassan, said the team’s familiarisation tour was at the instance of the Vice-Chancellor, who after an interaction with Transportation Initiative Group, an NGO, directed them to link up and network with NITT.

He said the essence was to explore what they were doing to see how the university could help grow NITT and BUK so that transportation would be better “for all of us”.

The don observed that “transportation is the economy”, adding that synergy among stakeholders is imperative in order to “deliver the services required to sustain the economy’’.

Alhassan explained that the choice of NITT was informed by the institute’s critical efforts towards professionalising the transport industry.

“You are rich in terms of manpower and equipment,” he said.

He therefore suggested that NITT should establish a National Transport Research Centre to encourage and attract high calibre attention, thus, making it not only competitive, but also distinctively unique.

The Registrar of the Institute, Malam Sule Bello, noted that dialogue and synergy were indispensable factors in sustainable growth and progress of any organisation.

Bello further observed that NITT’s study centres in Abuja, Lagos, Port Harcourt, Gombe, Ebonyi and Kano would make the institute’s professional training programmes readily available and accessible to clients in the six geo-political zones of Nigeria.

The registrar commended the vision and insight of the vice chancellor and reiterated NITT’s willingness and readiness to collaborate with BUK.

COMMUNIQUE ISSUED AT THE END OF A TWO-DAY NATIONAL WORKSHOP FOR CHIEF EXECUTIVES OF MASS TRANSIT ORGANIZATIONS AND STAKEHOLDERS ON “ BUILDING STAKEHOLDERS SYNERGY IN VEHICLE INSPECTION, ROAD SAFETY MANAGEMENT AND MASS TRANSIT OPERATIONS IN NIGERIA”ORGANIZED BY NIGERIAN INSTITUTE OF TRANSPORT TECHNOLOGY (NITT), ZARIA FROM 8TH -9TH OCTOBER, 2019 AT MIDEL CENTRE, GUDU DISTRICT, ABUJA.
Preamble
National Workshop for Chief Executives of Mass Transit Companies and other Stakeholders is a flagship manpower development workshop of the Nigerian Institute of Transport Technology (NITT), Zaria which is organized annually and targeted primarily at the Chief Executives of Mass Transit Companies in Nigeria and other stakeholders in the sector.
The Institute in the last three decades has consistently organized this customized workshop for Chief Executives of public and privately owned Mass Transit Companies in the country, with the primary aim of guiding and sensitizing them on global best practices and cost-effective strategies for managing safer, better, efficient and sustainable mass transit companies.
In continuation of the above mentioned flagship human development and capacity building Workshop for Chief Executives of Mass Transit Organizations, this year’s edition was held from the 9th - 10th October at Midel Centre, Abuja.
The theme for this year’s workshop is “BUILDING STAKEHOLDERS SYNERGY IN VEHICLE INSPECTION, ROAD SAFETY AND MASS TRANSIT OPERATIONS IN NIGERIA”. This theme is aptly chosen to promote synergy among stakeholders such as Vehicle Inspection Officers, Road Safety Officials, Chief Executives of Mass Transit Companies with a view to charting a new course for collaboration among these key stakeholders so as to guarantee safer, efficient and sustainable mass transit operations in Nigeria.
The workshop attracted the participation of Honourable Minister of Transportation, Honourable Commissioners, Chief Executives of Mass Transit Companies and other Agencies, Directors from Ministries, Departments and Agencies as well as staff of NITT. Seasoned resource persons from the Federal Ministry of Transportation (FMOT), Federal Road Safety Corp (FRSC), Federal Capital Territory Administration (FCTA), Department of Road Transport Services (DRTS) and NITT presented eight technical papers that addressed key areas of the workshop theme
Workshop Observations
After the presentation of the eight technical papers and extensive deliberations on the state of affairs on vehicle inspection, road safety management and mass transit operations in Nigeria, the workshop rose with the following observations:
1. The workshop notes that the Federal Government has reviewed its policy on the age of second hand vehicles approved for importation into the country from eight to fifteen years.
2. It was also noted that drivers of mass transit organizations involved in road traffic crashes are rarely penalized or sanctioned by their employers.
3. The workshop observed that majority of Mass Transit Organizations in the country do not have a safety policy.
4. Most fleet operators in the country do not register their fleet with the RTSS scheme designed by the Federal Road Safety Corps.
5. The workshop further observed that there is no agreeable minimum qualification for safety officers under RTSS scheme.
6. The workshop also observed that there are inadequate personnel for vehicle inspection resulting in inefficient inspection and certification of vehicles across the country.
7. The workshop further observed that there is overlapping of functions between the VIO and FRSC on issues of vehicle inspection and traffic law enforcement.
8. The workshop also noted that the reintroduction of Toll Gates on Nigerian roads by the Federal Government is imminent.
9. Furthermore, the workshop observed that the poor state of roads across the country aggravates the problem of vehicle maintenance for mass transit organizations.
10. It was also observed that the institutional framework for mass transit administration and management in Nigeria is weak.
11. Intelligent Transport System (ITS) deployment such as Speed Cameras, In-vehicle Technologies (Alco-lock) among others for road traffic and safety management in Nigeria is currently inadequate.
12. The workshop also noted that the cost of vehicles and spare parts for mass transit operations in Nigeria is prohibitively high.
13. Multiple taxation from Local, State and Federal agencies across the country drains Mass Transit Operators profit margin.
14. The workshop also observed that the tariff imposed by the Federal Government on mass transit vehicles and spare parts importation into country is high.
Workshop Resolutions
Based on the observations above, the Workshop resolved that:
1. Government should endeavour to put in place policies that will further encourage the manufacturing and assembling of mass transit vehicles by indigenous automobile companies so as discourage the importation of fairly used vehicles.
2. Stringent measures/ penalties should be taken against drivers of mass transit vehicles involved in road traffic crashes to serve as a deterrent to others.
3. There is the need for the relevant authorities to establish a database for reckless commercial drivers in the country for proper monitoring.
4. The relevant agencies should as a matter urgency make it mandatory for all mass transit organizations to have a Safety Policy in line with international best practice.
5. The Federal Road Safety Corps (FRSC) should intensify efforts towards ensuring that mass transit organizations key into the RTSS scheme for safer mobility.
6. The Nigerian Institute of Transport Technology (NITT), Zaria should design a long-term certificate programme for safety officers under RTSS scheme that would serve as the minimum requirement for qualification as Safety Officer.
7. State governments should endeavour to adequately fund and equip Motor Vehicle Administration Directorates and Traffic Law Enforcement Agencies for better service delivery.
8. There should be clear demarcation in the mandate, duties and functions of traffic enforcement agencies to avoid the duplication of duties, overlapping of responsibilities and conflicting operational tasks.
9. Government should put in place policies and measures that ensures the availability of standardized and high quality spare parts to guarantee safe mass transit operations and reduce crashes.
10. Labour Unions in the public transport sector should be mandated by government to participate in workshops of this nature.
11. The Federal Road Safety Corp (FRSC) should endeavour to make the fleet classification requirement under the RTSS scheme emphatic and specific.
12. Mandatory driver training programmes should be designed for drivers of mass transit vehicles in Nigeria by NITT.
13. Professionalization of operating Staff of mass transit organizations such as Operation Managers, Fleet Managers and Managing Directors should be mandated by government.
14. Government should put in place policies and measures that promotes the deployment of Intelligent Transport Systems (ITS) for safer, better, and efficient mass transit operations in Nigeria.
15. Mass transit companies should engage their staff in training and retraining, particularly drivers so as to ensure that they imbibe the ethics and culture of safe driving.
16. The workshop recommends that the Federal Government should review the approved age for the importation of used vehicles to five years so as to improve safety on Nigerian roads.
17. Dualization of all Trunk A roads will contribute in reducing the cost of vehicle maintenance incurred by mass transit companies.
18. Government should formulate and promote policies that will ensure reduction in the cost of purchasing mass transit vehicles.
19. The workshop welcomes government efforts towards the introduction of gas powered vehicle by 2021.
20. The workshop commends the initiative of government towards the development Transit Truck Parks across the country.
21. Government should endeavour to address the problem double taxation and review the excise duties paid on imported mass transit vehicles and spare parts.
22. Government should introduce single digit interest rate on loans for the purchase of mass transit vehicles and spare parts.
Conclusion
Building an effective synergy among the stakeholders in mass transit operations, vehicle inspection and road safety management can make significant contribution to the promotion of a safer, better and cost effective mass transit system in Nigeria. Stakeholders should therefore endeavour to play their roles towards the promotion of a sustainable mass transit operations that is in line with global best practice.
