IMO Scribe Dominguez Sets To Grace Regional Forum On Effective Implementation Of STCW Convention In Manila
The International Maritime Organization (IMO) Secretary-General, Arsenio Dominguez , is expected to be in Manila, Philippines, from 17 to 19 February, 2026, to grace the Regional Forum on the Effective Implementation of the STCW (International Convention on Standards of Training, Certification, and Watchkeeping for Seafarers) Convention and Code, to be held at Okada Manila.
The high-level forum, organized by the IMO in cooperation with the Maritime Industry Authority (MARINA) of the Republic of the Philippines, carries the theme: “Navigating Change: Regional Action on STCW Compliance.”
It will gather maritime administrations, policymakers, and industry stakeholders from across the Asia-Pacific region.
Dominguez’s presence underscores the strategic importance of the Philippines in the global maritime workforce. As one of the largest suppliers of seafarers worldwide, the country plays a critical role in ensuring effective implementation of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.
The forum aims to strengthen harmonized implementation of the STCW Convention amid ongoing transformations in the maritime sector driven by decarbonization efforts, technological innovation, and increased emphasis on the human element at sea.
Discussions are expected to touch on emerging fuels, new maritime technologies, regulatory developments, and measures to prevent violence and harassment onboard ships.
The three-day event is expected to reinforce collective regional action to ensure that training institutions, maritime administrations, and industry stakeholders remain aligned with evolving global standards.
As host nation, the Philippines stands at the forefront of the discussions — reaffirming its commitment to producing competent, resilient, and globally competitive seafarers.
