RECEIVING, LOADING, AND UNLOADING ACTIVITIES FOR IMPORTED NON-ESSENTIAL GOODS AND CARGO PERMITTED IN EMCO AREAS FOR EXPORT AND IMPORT PURPOSES

The Ministry continues to ensure that port-related warehouse and container yard capacities nationwide remain uncongested so that economic supply chains are not hindered by the pandemic’s challenges and to assist industry players in carrying out their businesses safely and efficiently.

We welcome the National Security Council’s (MKN) approval for a special permission in a letter dated 13 July 2021 to permit all handling, receiving, loading, and unloading activities of imported non-essential goods and cargo for export and import purposes in areas under Enhanced Movement Control Order (EMCO).

To immediately reduce congestion at certain ports, which have reached as high as 80% of their capacities, this special permission will begin on 15 July to 17 July (Thursday to Saturday). Subsequently, loading and unloading activities are permitted to continue on Mondays, Wednesdays, and Fridays according to existing MKN SOPs.

MOT will continue to monitor the status of ports and airports to ensure that goods and cargo can continue to be transported safely under strict COVID-19 prevention procedures as stipulated by MKN. This is particularly important for high traffic areas such as in Port Klang to maintain efficient port operations and prevent cargo backlogs despite EMCO orders. This move is also expected to help companies mitigate high storage costs during this time.

Companies involved must comply with the following conditions:

1. Standard operating procedures (SOPs) for the Transport and Logistics Industry under MCO updated 15 June 2021.

2. All Ministry of Health healthcare protocols including temperature checks, MySejahtera check-ins, physical distancing, providing hand sanitisers, and wearing face masks.

3. Not allowing Persons Under Surveillance (PUS) or anyone under quarantine to participate in the permitted activities.

PROCEDURE:

Exporters, importers, and warehouse operators may obtain police permission at the nearest station with their cargo-related document as proof (e.g. invoice, bill of lading, packing list, etc.) along with a list of worker’s names involved in performing the activity.

This police permission can be used as travel permission at roadblocks and to be shown to enforcement personnel while performing the activity at the company’s premises.

This special permission is unrelated to existing guidelines on loading and unloading of essential goods and cargo.


COMPLIANCE TO COVID-19 PREVENTION SOP

The Ministry will continue to monitor the situation closely to ensure that the movement of goods and cargo is not hindered and to reduce shocks to the market in general.

All personnel are reminded to strictly maintain physical distance of at least one (1) metre where required, reduce interactions, and use contactless transactions wherever possible. All other required SOPs including use of hand sanitisers, wearing of appropriate personal protective equipment (PPE), and checking in with MySejahtera QR codes must be strictly adhered to.
