Malaysia’s tourism transport system is about to get clearer.

Tourism Minister Tiong King Sing confirmed that discussions between MOTAC and the Transport Ministry are in the final stages to streamline the current dual-licensing framework.

Right now, operators deal with two systems:
• Vehicle permits from APAD (under MOT)
• Tourism company licences from MOTAC

The upcoming refinement will clearly define licensing boundaries and enforcement powers — reducing confusion and disputes within the industry.

One key reminder from the Minister:

🚍 Drivers drive.
🎤 Tour guides guide.

Under the Tourism Industry Act 1992, sightseeing vehicles must provide licensed tour guides. Drivers should not take on both roles, as it may compromise focus and safety.

Existing exemptions still apply for point-to-point transport with seven passengers or fewer — but this does NOT cover sightseeing, commentary or attraction stops.

For vehicles carrying more than seven passengers, operators must apply through the TOURLIST system for proper approval.

Tiong also issued a firm warning:
Misuse of exemptions or renting out licences will not be tolerated. Offenders risk fines, prosecution or licence suspension.

As Malaysia prepares for Visit Malaysia 2026, stronger regulation and clearer enforcement are seen as critical to protecting safety, professionalism and the country’s tourism reputation.

🚨 Travel Scam Alert: MITTA & MOTAC Step In to Protect Malaysian Travellers 🚨

As travel demand rises, so do illegal travel operators and scams — and that’s a risk no traveller should take lightly.

Yesterday in Kuala Lumpur, the Malaysian Indian Tour and Travel Association (MITTA), together with the Ministry of Tourism, Arts and Culture (MOTAC), took a firm stand by hosting the – Safer Travel Awareness Forum to protect consumers and strengthen trust in Malaysia’s tourism industry.

💬 “Many consumers assume all travel agents operate legally. That assumption can be dangerous,” said MITTA President Dato’ Aruldas Arulandu, who stressed that licensed travel agencies offer protection, accountability and peace of mind.

The forum gave the public direct access to MOTAC licensing officers, who explained:
✔️ How to identify licensed travel agencies
✔️ Why operating without a licence is a serious offence
✔️ How travellers can protect themselves from scams and misleading offers

The message was clear: safe travel starts with legal travel.

As Malaysia prepares for stronger tourism growth, MITTA and MOTAC are calling on travellers to stay informed, verify before booking, and choose licensed operators only.
