Cargo Dues vs Port/Ship Dues (မြန်မာလိုဖတ်ရန်အောက်သို့ ဆွဲပါ)
ကုန်ပစ္စည်းကြေးနဲ့ သင်္ဘော/ဆိပ်ကမ်းကြေး

Cargo Dues – (also known as Wharfage in some countries)

- This is a charge levied by TNPA (Transnet Port Authority) to the users (exporters, importers or shipping lines) for using the port facilities for movement (unloading) of the cargo through it.
The fee is charged by ocean carriers to cover the port authority's expense of using a wharf to unload cargo from a vessel. Wharfage/Cargo dues are usually included in the base freight rate or the Terminal Handling Charge. This fee is generally fixed and published by TNPA for a year (April to March).

Port Dues (Ship Dues)

- This is a fee levied by the port authority to all ships entering the port till the time it leaves the port. This is generally calculated on the gross registered tonnage of the ship or nature of the voyage- vessels travelling to or from a foreign port may sometimes be charged higher dues than domestic carriers. Each port has its own method of charging port dues.

Covid 19 pandemic effects on the international Trade & Logistics

1. Global trade has collapsed.

The interconnectedness of the global economy is amplifying the impact of the pandemic, which has spread quickly through travel and transport routes. The pandemic has directly affected international trade and global supply chains (GSCs) that link production in multiple locations across the world.

A lot of productive activities have been disrupted, first in Asia and then in Europe, North America and the rest of the world, and there have been widespread closures between borders. This has resulted in a huge rise in unemployment, especially in the United States, with a consequent reduction in demand for both services and goods. Against this backdrop, global GDP in 2020 is expected to register its sharpest contraction since the Second World War.

2.The collapse in tourism and short-term positive demand in Food retail

In the case of services, some sectors, such as civil aviation and tourism, have been particularly hard hit with a strong negative demand shock in the initial months of the global crisis. Other sectors, such as food retail, have experienced a sharp rise in demand in the short-term with a strong positive demand shock

3. Exports and imports of goods set to decline by a quarter in 2020.

The volume of global trade in goods fell by 17.7% in May 2020. Although it particularly affected exports from the United States, Japan, and the European Union. The economic contraction in China was smaller than the global average, as that country controlled the outbreak and reopened its economy relatively quickly. Latin America and the Caribbean is the most affected developing region. International transport problems slow down regional trade. To move forward with regional integration, infrastructure and logistics must be included in economic recovery packages. In addition to their direct contributions to GDP and employment, infrastructure and logistics are essential for the production of all goods and services, the supply of food and essential services, and international trade competitiveness.

Oxidizing Substances and Organic Pesticides (Class 5)

This class is divided into two subdivisions which covers agents that react with oxygen and organic pesticides.
Eg. Nitrates, Chlorates, Ammonium Nitrates Fertilizers

Toxic and Infectious Substances (Class 6)

Class 6 is divided into two subdivisions which includes poison & biohazard substances such as cyanide, arsenic, vaccines and pathology specimens.
Eg. Acids, Chloroform, Cyanide, Ni****ne, etc.

Radioactive Materials (Class 7)

Class 7 covers materials that have a specific activity greater than 70 kilo becquerels per kilogram.
Eg. Enriched Uranium, radioactive ores, yellowcake (urania), etc.

Corrosive Materials (Class 8)

Class 8 does not have any subdivisions and comprises corrosive liquids and solids that will cause severe damage when in contact with living tissue; or, in the case of leakage, will materially damage or even destroy other goods or the vehicle itself. Eg. Battery fluids, Acids, Flux (chemical purifying agents), mercury, etc.

Miscellaneous (Class 9)

Class 9 is for miscellaneous dangerous items. The class does not have any subdivisions but comprises any substance that may pose a danger during air transport that isn't covered by the other classes. This includes items with anaesthetic properties, solid dry ice, asbestos,and chain saws.
Eg. Vehicles, chemical kits, internal combustion engines, solid dry ice, dangerous apparatus such as chainsaws, magnetized materials, etc.

ရေဒီယိုသတ္တိကြွနေသော ပစ္စည်းများ (Class 7)

Class 7 မှာလည်း 70 kilo becquerels per kilogram ထပ်ကျော်လွန်သော အရာဝတ္ထုများပါဝင်သည်။
Eg. ယူရေနီယမ်အပြင်း၊ ရေဒီယိုသတ္တိကြွနေသော သတ္တုရိုင်း၊ Yellow Cake (Urania) (ပုံတွင်ထပ်မံလေ့လာနိုင်ပါတယ်), etc.

တိုက်စားတတ်သော အရာဝတ္ထုများ (Class 8)

Class 8 မှာတော့ ထပ်မံခွဲခြားထားခြင်းမရှိဘဲ အခြားသက်ရှိအရာတစ်ရှူးများသော်လည်းကောင်း ယိုစိမ့်သွားပါက တခြားပစ္စည်း များကိုပါတိုက်စားဖျက်စီးနိုင်ပြီး သယ်ဆောင်လာသော ယာဥ်ကိုပါဖျက်စီးပစ်နိုင်ပါသည်။
ဥပမာ အက်ဆစ်၊ Flux၊ မာကျူရီ၊ etc.

အမျိုးမျိုးအထွေထွေ (Class 9)

Class 9 ကတော့အမျိုးမျိုး တစ်နည်းနည်းနဲ့ အန္တရာယ်ပြုနိုင်သောပစ္စည်းများပဲဖြစ်တယ် ထပ်မံအမျိုးအစားခွဲခြားထားခြင်းမရှိဘူး။ လေကြောင်းနဲ့သယ်ဆောင်တဲ့အခါ အန္တရာယ်ပြုနိုင်သော မည်သည့်ပစ္စည်းမဆိုပါဝင်တယ်
မေ့ဆေး၊ ကျောက်ဂွမ်း၊ ယာဥ်အမျိုးမျိုး၊ Chemical ပါဝင်သောတန်ဆာပလာ၊ အင်ဂျင်၊ Dry ice အခဲ၊ လွှစက် သ၊လိုက်ဓာတ်ပါသောပစ္စည်းများ ပါဝင်တယ်။

The 9 Classes of Dangerous Goods (DG Cargo) (မြန်မာလိုဖတ်ရန်အောက်သို့ဆွဲပါ)

For all modes of transport (sea, air, rail, road and inland waterways) the classification (grouping) of dangerous goods, by type of risk involved, has been drawn up by the UNITED NATIONS Committee of Experts on the Transport of Dangerous Goods (UN).

DG Class

Class 1 Explosive materials
Class 2 Gases
Class 3. Flammable Liquids
Class 4. Flammable Solids
Class 5. Oxidising Substances and Organic Pesticides
Class 6. Toxic and Infectious Substances
Class 7. Radioactive Materials
Class 8. Corrosive Materials
Class 9. Miscellaneous

Explosive materials (Class 1)

Class 1 items are often not shipped by air and are classified into 6 subdivisions.
1.1: Explosives with a mass explosion hazard
1.2: Explosives with a severe projection hazard
1.3: Explosives with a fire
1.4: A minor fire or projection hazard
1.5: An insensitive substance with a mass explosion hazard
1.6: Extremely insensitive items
Eg. ammunation, fireworks, TNT, explosive charges for blasting/ demolition, etc.

Gases (Class 2)

Class 2 is divided into 3 subdivisions i.e. Flammable gases, Toxic gases and gases that are Non-flammable or Non-toxic
Eg. Insecticide gases, aerosol, natural gas, oxygen compounds, etc.

Flammable Liquids (Class 3)

Liquids or mixtures of liquids that will release flammable vapours at certain temperatures and have a flash point of not more than 140.9 degrees Fahrenheit / 60.5 degrees Celsius
Eg. Alcohols, Paints, Perfumes, Diesel, etc.

Flammable Solids (Class 4)

They are divided into 3 subdivisions that include
4.1: Highly flammable solids,
4.2: Spontaneously combustible solids
4.3: Solids that are likely to emit spontaneously flammable gases, if they make contact with water.
Eg. Carbons, metal powders, matches, batteries, etc.

Class 1 အဖြစ်သတ်မှတ်တဲ့ ပစ္စည်းများကို နောက်ထပ် အမျိုးအစား ၆ခုထိထပ်ခွဲထားပါတယ် ပြီးတော့လေကြောင်းနှင့်ပို့လေ့မရှိပါဘူး
1.1: အကြီးအကျယ်ပေါက်ကွဲတတ်သော ပစ္စည်းများ
1.2: သေစေနိုင်ရုံသာ ပြင်းပြင်းထန်ထန်ပေါက်ကွဲတတ်သော ပစ္စည်းများ
1.3: မီးလောင်ရုံပေါက်ကွဲတတ်သော ပစ္စည်းများ
1.4: မီးအနည်းငယ်လောင်ရုံသာ သေးသေးမွှားမွှား ပေါက်တတ်သော ပစ္စည်းများ
1.5: အကြီးအကျယ်ပေါက်ကွဲတတ်သော်လည်း တော်ရုံလုံးဝပေါက်ကွဲမလွယ်သောပစ္စည်းများ
1.6: အင်မတန်မှပေါက်ကွဲရန်ခက်ခဲသည့်အပြင် အပြင်းအထန်မပေါက်ကွဲသော ပစ္စည်းများ
ဥပမာ သေနတ်ကျည်၊ မီးရှူးမီးပန်း၊ TNT၊ တစ်ခုခုဖြိုရန် ဖောက်ခွဲသောပစ္စည်းများ

2. ဓာတ်ငွေ့များ (Class 2)

ဓာတ်ငွေ့တွေကတော့ ၃မျိုးထပ်မံခွဲခြားထားပါတယ်
မီးလောင်လွယ်တာရယ်၊ အဆိပ်အတောက်ဖြစ်စေတာရယ်နဲ့ မီးလည်းမလောင်၊ အဆိပ်အတောက်လည်းမဖြစ်စေတာတို့ပဲဖြစ်တယ်
ဥပမာအားဖြင့် ပိုးသတ်ဆေးအငွေ့၊ သဘာဝဓာတ်ငွေ့၊ အောက်စီဂျင်ပါသော ဓာတ်ပေါင်းတို့ပါဝင်ပါတယ်

3. လောင်ကျွမ်းတတ်သောအရည်များ (class 3)

Class 3 ကိုတော့ထပ်မံမခွဲခြားထားဘဲ အပူချိန်တစ်ခုရောက်လျင်လောင်ကျွမ်းတတ်ပြီး ထိုအရည်မှထွက်သောဓာတ်ငွေ့သည် ၁၄၀.၉ ဖာရင်ဟိုက်/ ၆၀.5 ဆယ်လ်ဆီးရက်စ် (flash point) ရောက်လျှင်လောင်ကျွမ်းနိုင်သည်။
ဥပမာ အရက်၊အရက်ပြန်၊ဒီဇယ် ၊ ရေမွှေးနှင့်သုတ်ဆေးများပါဝင်တယ်

4. လောင်ကျွမ်းတတ်သောအစိုင်အခဲများ (Class 4)

ဤအမျိုးအစားကို ၃ခုထပ်မံခွဲခြထားပါသေးသည်။
4.1: လောင်ကျွမ်းရန် အရမ်းလွယ်ကူသော အစိုင်အခဲား

4.2: လေနှင့်ထိတွေ့မိသောလည်းကောင်း ကိုယ့်ဟာကိုအပူထုတ်ပြီးဆက်တိုက်လောင်ကျွမ်းတတ်သော အစိုင်အခဲများ
4.3: ရေနှင့်ထိသောအခါ လောင်ကျွမ်းတတ်သောဓာတ်ငွေ့မျထုတ်တတ်သော အစိုင်အခဲများ
ဥပမာအားဖြင့် ကာဗွန်၊ သံမှုန့်၊ မီးခြစ်ဆံနှင့် ဘက်ထရီတို့ပါဝင်သည်။

နောက်သိပ်မကြာခင်မှာကျန်တဲ့ Class 5 ခုကိုထပ်မံ အသေးစိတ် Sharing လုပ်ပေးမှာဖြစ်လို့ Page ကိုစောင့်ကြည့်ဖို့မမေ့နဲ့နော်
