Liepaja Special Economic Zone Liepaja Special Economic Zone was established on March 1, 1997, in order to create a favourable environment for local and foreign business ventures.

Liepaja Special Economic Zone was established on March 1, 1997 and it will exist until December 31, 2035. The purpose of the LSEZ is to develop business environment, manufacturing, shipping and air traffic, as well as international trade through Latvia. The aim of the LSEZ is to attract investment for expanding of manufacturing and infrastructure, and to create new work places and to ensure the de

velopment of the region. SEZ occupies 3979 ha or about 65% of total territory of the city and it includes the port of Liepaja, Liepaja International Airport, dispersed industrial areas and former naval base - Karosta.

Liepaja Special Economic Zone Authority is developing the Yacht port

Before end of the year, Liepaja Special Economic Zone Authority plans to announce procurement procedure for the Liepaja Yacht port construction project in full volume, in order to start construction works in spring, when the construction season starts. In 2017, yachting season was similar to previous years and the Port of Liepaja was visited by 327 yachts.

Karlis Kints, Manager of the Liepaja Yacht port confirms that in recent years the number of yachts is similar, “but dominating regions are changing, for example in 2016, there were more yachts from Scandinavia, but this year yachts from Poland, Lithuania were dominating. There were also yachts with flags of France, Italy, USA, Sweden and other countries. Especially we can point out a yacht from Australia.”

In September companies in the Port of Liepaja worked with stable and positive cargo turnover

In September 2017, companies in the Port of Liepaja handled 583 644.82 of different cargoes, increasing the turnover by 12.7% if compared to the same period in the previous year. As traditionally, the biggest cargo turnover was in dry bulk cargo segment 446.3 thous. tons or 76.4% from the total cargo turnover, followed by general cargoes - 107.6 thous. tons or 18.5%. Liquid cargo turnover was 5.1% of the total cargo turnover. In September, the number of vessels served in the Port of Liepaja - 115, but the number of passengers - 4 250.

In September, the new grain season gradually began in the Port of Liepaja, which ensured bigger proportion of grain and cereal products in the dry bulk cargo segment - 265.0 thous. tons or 59.4%, followed by enriched anthracite coal – 18% and building materials (cement) – 12%. In smaller amounts were handled wood chips, fertilizers and other dry bulk cargoes.

In general cargo group was stable RO-RO cargo flow, which is provided by a regular ferry line Liepaja – Travemunde (Germany), and timber. In September, liquid cargo turnover was 29.7 thous. tons.

In August, cargo turnover in the Port of Liepaja was stable

In August, 2017, companies in the Port of Liepaja handled 495 524.18 tons of cargoes, which is 50.6% more than in August 2016. This is due both to the beginning of the grain season and the increased activity in the transshipment of other segments in the Port of Liepaja. Compared to last August, increase in cargo turnover is in timber, building materials, RO-RO cargo groups, but still the biggest cargo group is agricultural cargoes, including cereal and cereal products.

In August, dry bulk cargoes – cereal and cereal products, enriched anthracite coal, building materials, fertilizers, wood chips – made 69.5% or 344.5 thous. tons (+46.6%) of the total cargo turnover, followed by general cargoes – 110.1 thous. tons or 22.2% (+9.5%) of the total cargo turnover and liquid cargoes 40.9 thous. tons or 8.3% (+17.4%). Cargo turnover growth is observed in all major cargo groups, if compared to the same period in year 2016. In August 2017, the number of served vessels - 118, but the number of passengers – 5 770.

In 2018, the Port of Liepaja will welcome a cruise ship

After several years` break, the Port of Liepaja will welcome a cruise ship. It is planned that cruise ship “Saga Saphire”, which lenght is 200 m, will come to the Port of Liepaja on August 17, 2018 and will bring around 600 tourists. As pointed out by Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone: “One of aims of the LSEZ Authority is to increase passenger flow in the Port of Liepaja. In order to achieve this, cooperation with Liepaja region tourism information office was established to work on cruise ships attraction. Cruise ships will increase recognition of Liepaja City and Liepaja Port, which will contribute to the local economy.”

Liepaja is one of six ports, where cruise “Baltic Adventures” will make its stops in the Baltic Sea in August, 2018. Cruise ships` “Saga Saphire” lenght is 200 m, width is 29 m and it can carry 720 guests. It is planned that the cruise ship will dock at the berth of Terrabalt. Previous time, when a cruise ship visited the Port of Liepaja was in 2006, when it brought more than 500 tourists.

Port of Liepaja works with increasing and stable cargo turnover

In July 2017, companies in the Port of Liepaja handled 401 677.72 tons of different cargoes, increasing the turnover by 18.9% if compared to July 2016. Dry bulk cargoes still has the biggest proportion in the total cargo turnover – 59.9%, followed by general cargoes – 33.1% and liquid cargoes 7%. In July, number of vessels served – 115, but number of passengers 5 953, which has increased by 44%.

In the first half of the year, the Port of Liepaja has worked with a stable and increasing cargo turnover

In the first half of the year of 2017, in the Port of Liepaja 3.28 mln. tons were handled. It is by 21.8% more than in the first six months in 2016. In the Port of Liepaja, dry bulk cargoes are still dominating – ensuring 75% of the total cargo turnover, followed by general cargoes – 17% and liquid cargoes – 8%. The number of served vessels in the first half of the year: 726 (+8%), but the number of passengers: 15 966. From January until June, the number of handled containers – 2 139 (+101.8%), but the number of RO-RO units - 17 166 (+12.6%).

In the first half of the year, in dry bulk cargo segment main cargo groups were grain and agricultural products - 1 124.7 thous. tons or 34% of the total cargo turnover and enriched anthracite coal – 24% of the total cargo turnover. Third biggest cargo group in the segment was building materials - 270.2 thous. tons, followed by woodchips and chemical cargoes, including fertilizers. Dry bulk cargo turnover, if compared to the first half of the year in 2016, has increased by 25.9%.

In the general cargo group, stable flow has RO-RO cargoes, which are ensured from the regular ferry line traffic Liepaja- Traveminde (Germany). Ferry service is offered five times per week and in recent months has increased cargo turnover. In six months, RO-RO cargo turnover has been 290.4 thous. tons or 9% of the total cargo turnover, increasing the turnover by 4.5%.
In the first six months, the turnover of liquid cargoes was 264.8 thous. tons, including diesel fuel and crude oil. The turnover has been increased by 29.7% if compared to the same period in 2016, but the situation in the World market is still affecting the cargo flow.

In the first half of the year, the biggest cargo turnover among stevedores achieved “Ekers Stividors LP” LSEZ Ltd. - 1 254 835.44 tons, followed by “Liepaja Bulk Terminal” LSEZ Ltd. - 815 448.80 tons and „Terrabalt” LSEZ Ltd. - 403 568.78 tons.
In June 2017, cargo turnover in the Port of Liepaja was 382 333.06 t, which is slightly less than in previous months, but at the same time by 4.1% more than in June 2016. As already pointed out, agricultural cargoes in the Port of Liepaja is one of the main segments and their seasonal character influences the total cargo turnover. Terminals, which are working with grain and agricultural cargoes, currently are preparing for the new season and already in August will accept first cargoes.

In June 2017, in the Port of Liepaja, the number of served vessels: 105, but the number of passengers: 4 205.

Liepaja Special Economic Zone Authority is represented during the Transit and Logistics week Astana EXPO 2017

This week, Janis Lapins, General Manager of the Liepaja Special Economic Zone and Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone are participating in the Transit and Logistics week Astana EXPO 2017. During the event, it is planned to tell about advantages of the Liepaja SEZ and the Port of Liepaja, as well as to meet with local entrepreneurs in order to push further several business projects about possibilities to create logistics center and cargo handling point in the territory of Liepaja SEZ.

Transit and Logistics week Astana EXPO 2017 was opened with the conference: “The Vision of a Global Transport Movement. Potential of Eurasia.” During the opening speech, Janis Lapins, General Manager of the Liepaja Special Economic Zone pointed out the importance of the Port of Liepaja in transit and logistics corridor, emphasizing that Liepaja not only has ice-free, active port, but also industrial territories, where logistic centers and manufacturing companies are working and developing.

Janis Lapins, General Manager of the Liepaja Special Economic Zone: ”Liepaja has the so called “Gentleman's kit” – railway, port, highways and from May 16 also the renewed regular air traffic. Currently we already have successful cooperation with entrepreneurs from Kazakhstan, who are sending their cargoes through the Port of Liepaja. Several new cooperation projects have been started too and Astana EXPO exhibition and Transport and Logistics week is the right place and time to strengthen existing co-operation and to establish new contacts.”

During the conference, Liepaja SEZ is presenting the Port of Liepaja and opportunities to create logistic centers and cargo handling points in the territory of the Liepaja Special Economic Zone.

Uldis Hmielevskis, Deputy CEO of the Liepaja Special Economic Zone: “Kazakhstan is a country famous for its rich natural resources and also important transit market player, also called “Gates to Asia”. Cargo flow from China to Europe is flowing through Kazakhstan and for us it is important that these gates are wide open in Liepaja direction. At the same time, we are using the conference to meet local entrepreneurs and to talk through and to promote several projects in Liepaja.”

During the Transport and Logistics week, on Wednesday, July 12, discussion “Container Transport Development in the Territory or Eurasia” will be organised, but on Thursday, July 13, event cycle will be closed with the discussion “Development of the “Green Economics” in Transport Sector”, emphasizing topic of the EXPO Astana 2017 – “Future Energy”. The organizer of the Latvia`s pavilion in the EXPO Astana 2017 is The Latvian Chamber of Commerce and Industry. More than 30 companies are taking part in the exhibition, including Latvian Railway, The Freeport of Riga Authority, Liepaja Special Economic Zone Authority and others.

In May 2017, companies in the Port of Liepaja have handled 605 268.19 tons of different cargoes, increasing turnover by 41.9% if compared to May 2016. In May, dry bulk cargoes were still dominating – 77% of the total cargo turnover, followed by general cargoes – 15% and liquid cargoes – 8%. In May, the number of vessels served - 125 and the number of passengers – 3 295.

In cooperation of the Port of Liepaja companies, the biggest round timber cargo is being loaded

As a result of cooperation between port companies “Laskana” LSEZ Ltd. and “Ekers Stividors LP”, birch round timber cargo loading in the vessel named “Island Bay” is proceeded. The owner of the cargo is “PATA” Ltd. It is planned that 28 000 m3 of round timber will be loaded. As pointed out by Ojars Zeme, Production director of “Laskana” LSEZ Ltd., this is a challenge due to the fact that it is the biggest cargo of round timber loaded in one vessel since the port renewed its business activities.
The vessel “Island Bay” arrived in the evening of May 27 and the loading of birch round timber is planned to be finished until the end of this week. Cargo will be further exported to Turkey.
