The Management of the Samuel Alfred Ross port of Greenville with support from the National Port Authority leadership on Saturday July 26, 2025 conducted an elaborate program in observance of the celebration of Liberia 178 independence anniversary.

The program held on the Sweet mother sports pitch in Seebeh Community comprised of Olympic football game and distribution of gifts to community dwellers through the port’s social corporate responsibility set smiles on the faces of the community people and made them feel part of the Nation’s Independence celebration.

In an entertaining soccer encounter, Teah Town Community clinched the trophy and walked away with the golden prize while Dioh Town defeated the Port Dock Workers Union to emerge second of the tournament.

Following the amazing soccer encounter, Cllr. Sylvia A. Tarley shared hot food with residents of the communities and distributed gifts including full package book bags on the kids.

Additionally, the port leadership distributed raw food on the three communities to enable them independently cook for those that were unable to attend the party.

Meanwhile, the Port Director issued thirty bundles of 28' 100% aluminum quality Zincs to the community leadership to be distributed on the most needed elders and widows within the community, shared high quality fishing net on the fishing community of the port and promised to kick out the renovation of damaged hand pumps in the communities effectively on Monday, July 28, 2025.

In separate remarks as a showed of gratitude, representatives of the communities leadership expressed appreciation to the management of the National Port Authority through the Samuel Alfred Ross Port of Greenville for reawakening the port Social Corporate Responsibility that is maintaining engagement with the communities.

Besides being the third largest port in Liberia, the port of Greenville is now the biggest port in terms of unused land capacity. Over 600 acres of unused land are available for investment.

The management of Cllr. Tarley is open to the Public for business.

Our mission over the next five years is to expand the port and make it a transshipment center. We also intend to give portion of our land to investors that would come and use it for manufactural purpose that will help increase the economy of Liberia.

Chinese Investors Assessed Greenville Port for Potential Investment

Greenville City, Sinoe County

As part of efforts to deliver quality customer service, enhance international trade, encourage tourism and diversify the port in line with the ARREST agenda, the China Railway Construction Bridge Engineering Bureau Group (CRBG) has concluded a day site assessment of the facility of the Samuel Alfred Ross Port of Greenville.

The assessment took place on Tuesday, August 20, 2024. It is aimed to enhance the possibilities for investing in the Port of Greenville by China Railway.

At the end of the assessment, Mr. Scott Liu, Deputy General Manager of CRBG Company expressed excitement for the Port of Greenville and promised that his entity will work with the management of the National Port Authority of Liberia in forming a possible roadmap for investment.

Also, on behalf of the National Port Authority of Liberia, Cllr. Sylvia Tarley, Director of the Samuel A. Ross Port of Greenville who led the Chinese Investment team throughout the assessment tour expressed gratitude to the President of Liberia H. E. Joseph Nyumah Boakai and the Management of the National Port Authority for selecting the Port of Greenville to be assessed for possible investment.

The Port director conveyed that the Assessment is in line with her administration planned to expand the port and upgrade it to an international standard with the expectation of making it Liberia's biggest sea port.

"Over the next six years, our vision for the port of Greenville is to expand it, ensure that it becomes a transshipment center where bigger ships will birth and supplies be distributed to smaller ports in Liberia," Cllr. Tarley said.

She added: "We also envision that portion of the port will be an industrial park were companies or manufacturers will acquire land to produce resources that will contribute to the economy of Liberia."

Cllr. Tarley furthered praised the Management of the National Port Authority for the high level of support given her leadership to renovate the port.

She stated that her leadership major focus now is to ensure all of the infrastructures are reconditioned for the Port to regain it's Pre-war state as it continue to lobby for partner and investors to meet the vision for the port.

With excitement, the Dock workers Union of the Samuel A. Ross Port of Greenville bestowed praises on Madam Tarley for the introduction of an inclusive governance of the Port.

In the Port first General workers meeting and acquaintance under the gavel of Cllr. Tarley, held on Monday, August 19, 2024, the workers unanimously celebrated what they referred to as a new style of leadership that is being implemented. After series of expressions during the leader-servant meeting that enabled the workers to feely express their opinion and recommend solution for the transformation of the dilapidated infrastructure and poor working environment, the President of the Port's workers Union generally authenticated the unanimous opinion by raining praises on the port Director for introducing an inclusive governance for the first time in many years.

During the meeting, workers were told procedures for receiving Petty cash and procurement Process that would allow every department have stationaries or working tools and were also issue water for refresher. Referring to the Process as the first of its kind in the port, they unanimously confessed that looking at Madam Tarley eight days of direct performance, she's perceived to be a workaholic woman with good intention for the entity.

Mr. Albert Siffa James, President of the Workers Union used the meeting to commit the workers unanimous support to Madam Tarley's administration and expressed relief of the workers from the state of a syndicate leadership that few people were benefiting the resources of the port while the workforce sat and mourn of poor leadership.

Cllr. Sylvia Tarley used the occasion to explain her vision for the Port and cautioned the workers to take their job serious as she has come with the only intention to transform the entity.

In an expression of sorrow for the poor state of the Port's infrastructure, the Port Director expressed her gratitude to the Management of the National Port Authority for answering her pray to serve the people of Sinoe as it has been her wish since 2013 to provide a leadership that the people could feel and experience true governance.

The Port Director assured the workers that the days state resources were used to elevate and empower few people while the entity ruined in deformation are gone. "It's sad that people were given the opportunity to serve the port leadership that is the first biggest position apart from Presidential appointment in the County and they failed the society but celebrated self empowerment. But I want to promise the workers and the people of Sinoe that those days are over. My only intention since 2013 as I told the president during a meeting with the Port's Managing Director, has been to serve Sinoe and leave a lasting legacy." Madam Tarley elaborated.

Cllr. Tarley promised the workers that her leadership will begin to show legacy in the next thirty days. "In thirty days, no worker will experience a boaring working environment. Unlike the former that saw workers walking to work and sitting under trees just to end the working day, we will have an environment that everyone will be eager for their job. We will ensure that we work on our offices to create the environment for an increase in revenue that would impact our salaries"

Meanwhile, the Port Director used the occasion to update the workers on progress being made for the availability of vehicle and motorbikes that would transport the workers to work. She expressed her emphaty for the workers spending huge money and sometimes walking under the rain to work. She also condemned the environment that was inhabitanted terming it as being in non-compliance with a standard working environment and promised to change the system.

Combined NPA-MPW engineers Culminates Assessment of the Samuel Alfred Ross Port of Greenville...

Tuesday-August 13, 2024 - The Management of the National Port Authority of Liberia in collaboration with the Ministry of Public Works and Environmental Protection Agency have concluded a full scale assessment of the infrastructure and assets of the port of GREENVILLE. The assessment follows the Board of Directors site assessment in an effort to commence the renovation of the Port.

Following assessment of the port, the Intergrated team leader and Executive Director of the National Port Authority, Ports and Harbors, Mr. Mulbah G. Gwesa Sr. expressed that the Port being a national asset and gateway to the economy, the Management of the National Port Authority decided to conduct a full scale assessment of its infrastructure and assets considering that such assessment and implementation have not been done over a long period of time which has caused deformation in the Port's infrastructure and assets.

According to Mr. Gwesa, the joint engineers and environmental professionals investigated that the port will be given management full attention to carry-on General renovation of its infrastructure and assets. The assessment is also to acertain the possibility of the Port's expansion for inclusion of Warehouse construction, pavement of the road, dredging of the pier and planting of lights among others.

It can be recalled that in July 2024, during a site assessment by a high power delegation of Board of Directors and Senior management of the National Port Authority led by Hon. Luther Tarpeh, it was announced that the board resolved to implement the proposed budget by the management to renovate outstations port with Greenville being a priority.

In fulfillment of the board of Directors resolution and keeping with standard procedures in line with PPCC protocol, the Management of the National Port Authority commissioned a team of engineers and environmental professionals to conduct thorough investigation of the Port's infrastructure and recommend findings for immediate implementation.

Hon. Rupert D. Smith, as officer in charge of the port of Greenville received and is working with the special management team from the Headquarters of the National Port Authority to conduct a robust human resource update of staff at the port.

The Team from central office that comprises of an internal Auditor, M&E and Human Resource officer is conducting head count of the workers and updating their record in a centralized database of the National port Authority.

The exercise that began today, May 26, 2024 is in line with management’s planned to get rid of ghost names and update the system. Disbursement of May 2024 salaries through Cheques is also going on during the process.

On Friday, May 24, 2024, Hon. Smith officially turned over the port’s management to Cllr. Tarley but was mandated by the senior management as an employee of the entity to remain and work with the team to complete this exercise.

NPA Management drages two tugboats...

The Management of the National Port Authority of Liberia has contracted Power Marine to drag two tugboats at the port of Greenville, in Sinoe County.

According to the NPA Management, the two tugboats had been dormant at the Port for the past four years.

Management said dragging the boats from the Greenville Port would cost about forty thousand US dollars. NPA Management said if left to sink into the water basin, removing them would cost over one hundred thousand US dollars.

A team of four divers from the Power Marine services is expected to drag the two tugboats from the water for 14 days beginning Monday, 27 May 2024.

The contract to drag the boats from the Port of Greenville includes repairing, clean, and restoring the fenders of the boats.

Meanwhile, NPA Management is expected to begin the payment of workers salaries across all the ports through cheques. The Payment by cheques is management way of eliminating ghost names from the payroll and setting up an updated system.
